TPTB are working hard to control our access to the Internet. "Usage caps" and limits are being created to stifle free speech and communication. The corporations who enslave us fear our ability to network and protest their heinous actions.

I just got a letter from Verizon telling me that we've been sold to "Frontier Net" which is starting to use ridiculously low RESIDENTIAL DSL limits.
 
Yeah, the execs think backwards. Instead of aligning the industry with better products at lower prices and then going after more customers, they think the more customers they have, the more they must charge:

“It’s going to get the industry better aligned with consumer behavior.”

According to another article, it's ironic how everyone's interests are represented in the backroom subcommittee except the consumer, while "everyone holding a seat claims their interests coincide with ordinary citizens like you and I."

An Uncomfortable Revelation Caught On An Open Mike

Thanks to WUNC’s Laura Leslie, you can listen yourself as Senator Clodfelter, not realizing his mike was on, tells Senator Blue, “Now I’ll tell you that the … what I call the crazies who circulate around this issue are not going to like this [S1209 revision with a moratorium], but the municipalities are all on board. They negotiated it, they negotiated it so it’s not possible….” Blue asks Clodfelter how long he’s been talking with the groups representing municipalities. Clodfelter’s response: “We’ve been meeting daily — twice daily, so they’re all on board with this precise text.” The recording ends with Clodfelter presumably tapping his mike. Is this thing on? IOW, consumers are crazies because they don't like rate hikes and such?
 
It's be going on for a good while in Belgium, you pay your internet based on your usage and it's quite expensive (big user with large bandwith and large download limit etc...).
If you take a low fee connection expect to have the minimum service with a very limited amount of data you can receive per month.

In Europe they're lobbying very heard to curb the neutrality of the net through the ACTA ("for the copyrights") so it is quite a strong possibility that the internet as we know it is going to be shaped according to the PTB osit.
