That article actually over exaggerate the situation. I live in Serbia, and at the moment in one of the coldest towns. There is snow, but no "snow storm", actually snow are quite light comparing to what is normal for these parts, and temperature is very mild, almost some 10-15 degrees warmer that its usual in this time of the year. This winter overall is very mild. And the towns mentioned in the article usually have problems with the snow because of their geographic location (in the mountains). It is "normal" for them, but this year it is not so bad.

For example, small lake near by at this time last year was totally frozen and temperature was at -15 to -20 Celsius. At this moment (and it is 1am), it is -3 and there is no even the sign that the lake might froze. I am typing this with my window open (I like fresh air) and there is stars and Moon seen through the thin clouds.

That over exaggerating which is done in that article goes for "new normal" in the last few years in Serbia. Since government (totally sold out to West) which is now in the power, came to be, everything is over exaggerated, run through the tabloids and abnormal. No real, or very few, normal news outlets and article in Serbia today. So, I advise to be very cautious when read some news from Serbian news outlets.
