I caught the back end of this story as I was leaving work.

As you can see, this is headline news for the BBC today. Emergency UN security council session is currently in progress if you go by the time.
So far the reporters are not flat out saying the syrian army is responsible but are laying the seeds that they may be. The tone is "wait until it's verified, if it is verified then Obama must do something as he said back in May that chemical weapons would be a 'game changer'"
One thing that also caught my attention with the reporting was the reporters would always say,
"As you can see many are injured, including children"
Over and over again, they are saying this, highlighting children are also injured.
Is this an emotional hook? It is like they are reading from a script and have been told to emphasize the last point.
