Given how the platform functions in the movie we can guess that the time is far in the future. The action happens in a special prison which has individual cell areas per level in a huge vertical structure, like a skyscraper. Each level has 2 prisoners. The platform moves from top down, stopping along the way to distribute food. Prisoners can eat as much as they want, but there is a fixed amount of food when the platform starts the trip down. On level ZERO the cooking is done to the standard of a Michelin restaurant.
The prisoners change levels periodically in random directions in terms of levels. The lower you are the less food or none can be expected. Level 1 is the best of the best.
