It looks legitimate to me. There is a company (maybe several) that does these staged villages for military training. They use actual amputees as actors to stage IED scenario training, for example.
Many is the time I have wondered if some of the 'news' isn't being filmed out in the sand behind Las Vegas.

We had our very elderly aunt living in our home +/- 1970. Whenever something 'far out' would come on TV, she would say people were too stupid to see it was all Hollywood. Moon landing was an example.
