"Authorities in New York say the driver of a sanitation truck lost control of the vehicle and crashed through a wall. Local media report that the driver has been hospitalized in stable condition. (Aug. 17)"

questions on my mind:

Although they didn't show all of the building, do trucks circulate on the 2nd floor? I guess its improbable but no impossible.

Did it went through some kind of 4th Density Tunnel and ended up there?

Interesting and a little scary.

You'd really need to know what is inside the building to venture a guess at how it happened. It may be a big warehouse on all floors with a driving ramp (like in parking garages). But if it's offices...then it would be weird. At least the drivers gonna be ok.
 
Yeah, first of all the possibility of that building being a garage must be verified before thinking of strange phenomena. It doesn't look like an office building, but who knows.
