Just in case this was not covered on SOTT here is the quick translation of an article from Russian Pravda carried on one Serbian portal. I found it interesting because this is the first time HAARP is being mentioned in the mainstream media ( at least to my knowledge )

US government will not allow dismantling of HAARP technology in any country until 2050, as long as the experiments with climate and human consciousness are supposed to last. This means that in spite of protests by both Serbian public and authorithies, US government refused to dismantle the system which was put in place in Serbia during prime minister Mirko Cvetkovic's mandate in Serbian government.
Dejan Markus, geneticist of Serbian origin, living and working in the USA for decades, said to Pravda that US government has spent several billions of dollars on building and maintenance of this system which is supposed to work until 2050, until these antennas are supposed to finish their job which is still shrouded in mystery.
Henry Colman , a physicist and climatologist praised HAARP few days ago at Stanford University, calling it the "the bastion of global climate defense" as well as the main weapon against global warming. Colman said that it was decided back in 1990, when the project kicked off, that it will commence for 70 years which is the time period needed for Low frequency waves to effect ionosphere and permanent climate change.
Colman emphasized several times "HAARP is not to serve military purposes its sole purpose being to prevent massive earthquakes and climate change caused by green house effect In coming decades and it should have the full effect by 2050." He also emphasized that HAARP is the property of US government no matter regardles of the location of its facilities, for it also belongs to humanity. It is interesting Colman avoided students' questions about entire spectrum of potential HAARP effects by excusing himself with being late for his flight, said Markus.
Markus also said there were dozens of books and publications during past year in USA but several of them which clearly pointed at HAARP's devastating effects both on climate and human cognitive functions, were de facto banned and their promotions cancelled.
A colleague who worked on famous Kyoto Protocol spoke publicly against HARP several times, but only a week after the third speech where he called HARP a serious weapon which will change global climate with serious consequences, his wife was laid off from her job as the head of laboratory and he never ever again spoke publicly against HAARP. This is certainly not a coincidence and nothing about HAARP is coincidence or naive, says Markus.
Whatever the case may be, recently declassified US army documents prove army has developed a system which works with pulsating EM beams in radio spectrum at large surfaces of the planet at once. This document describes available techniques which can be used as well as their negative effects on human population.
