Distraction? Or a motive for imagination to play with ;-)
 
Definitely man made, and not sturdy enough to contain radioactive material. That sign looks spray painted with a stencil. Maybe someone's home made attempt at a dome house.

Reminds me of the main attraction among the floats at the King Orange Parade down in Florida...only it's white.
