In most cases, emotions can be inferred from facial micro-expressions and some body language. In this case one could say indeed that some emotions can be seen. It is also possible that some sensitive people can detect emotions through other senses, energetically so to speak, but it doesn't seem to be very common.
 
How we exist as 3d soul beings is as "reality mirrors". We kinda get an acknowledgement and reality affirming state by interacting with co-linear beings. But of course, that "mirroring" could be an OP "act of miming" type. That obviously includes emotions. Some emotions are very obvious, but depending on the intelligence, knowledge and being of the person, it would become more difficult to "fake" it. Most people I know I also share nothing with of a personal nature. We've been made to feel that this is the best way to be since the early 80's in western society. Maybe we'd do better if we had well-networked 3d social groups on a county/national level? Maybe we'd quickly identify the criminal types of all spectrums? From the ground up being; not ground down infiltration.

Abstract

People are able to perceive emotions in the eyes of others and can therefore see emotions when individuals wear face masks. Research has been hampered by the lack of a good test to measure basic emotions in the eyes. In two studies respectively with 358 and 200 participants, we developed a test to see anger, disgust, fear, happiness, sadness and surprise in images of eyes. Each emotion is measured with 8 stimuli (4 male actors and 4 female actors), matched in terms of difficulty and item discrimination. Participants reliably differed in their performance on the Seeing Emotions in the Eyes test (SEE-48). The test correlated well not only with Reading the Mind in the Eyes Test (RMET) but also with the Situational Test of Emotion Understanding (STEU), indicating that the SEE-48 not only measures low-level perceptual skills but also broader skills of emotion perception and emotional intelligence. The test is freely available for research and clinical purposes.

There's a reason why some people are referred to as "cold" and others as "warm".

Cold people don't show much in the way of emotions with regard to radiating this socially. It makes them hard to "read" and in social situations, I suppose it makes them difficult to connect with at an emotional level. Warm people on the other hand radiate emotional expression making it easier to read them i.e. knowing where they are at, happy, sad, angry etc.

In my view emotions can be read easier than thoughts, it's not just about facial expressions. There's tone of voice, body language and posture which if taken together with context (i.e. the situation in which such things are being expressed) can allow one to get an accurate read on someone. This of course is very natural and second nature to most people!!

Thoughts on the other hand are very difficult - first of all, people think thousands upon thousands of thoughts each day. Most are gibberish or very mundane (e.g. what am I going to eat for lunch). What's the evolutionary advantage of being able to read gibberish thoughts? Let's talk about interesting thoughts, the ones that would matter to you... say for example someone doesn't like you... but they don't necessarily say it openly. You can have a "feeling" but you really can't confirm it to be true without other cues... there posture towards you, their tone of voice, their demeanor, their attentiveness to you etc all come together to help you build a stronger picture and conclusion.

Of course, if someone is nasty, they can play the game animals play in jungles... they can send false signals and false cues to mask their true intentions. It happens a lot in mating games, or in games of politics... etc. The human version of the game animals play in jungles, each with its own agenda. As they say, we are just monkeys wrapped in suits... begging for the approval of others... shine on you crazy diamond.
