I think there is absolutely no reason for Russia to use nuclear weapons at this time. Their nuclear doctrine allows the use of nuclear weapons only if the existence of Russia is threatened and other weapons would not suffice to stop an attack.

I don't think we can use that as a reference for today, for many reasons. The US used nukes in Japan when no one else had any. I think we can, at least in terms of an all-out global nuclear war.
