That is true. For now Ukranians only have Storm shadow with the range of 550km I belive. Distance betwen Dnipro, lets say, and Kremlin is 1000km. So if the West brings missiles with the range of more than a 1000km, would that be considered a threath to Russian existence?
I think there is absolutely no reason for Russia to use nuclearweapons at this time. Their nuclear doctrine allows the use of nuclearweapons only if the existence of Russia is threatened and other weapons would not suffice to stop an attack.
I don't think we can use that as a reference for today, for many reasons.
The US used nukes in Japan when no one else had any.
I think we can, at least in terms of an all-out global nuclear war.
