I see a sea mine with spikes (or a ball with spikes, like an old weapon) surrounded by ornaments in the style of the ancient Greeks and Romans. It's a strange combination.

First, about the mines and weapon with spikes:

The mine with spikes, which is familiar to us, which is often shown in military-themed films, is an anchor ship ammunition, the effect of which is galvanic. It was invented in 1908 by P. I'm distinctly reminded of vortex ring interactions.

The ornamentation could be a way to portray those radially divergent whirling eddies of contrasting fluid motions, in a 2-dimensional representation. You just have to view it in a positive/negative image to notice the inverse eddy hiding within the obvious one.
