I'm not sure how much of this information is hype or noise but the author seems to consider it as being more than a slim possibility. I first came across it over at Globalresearch.ca where the article is dated December 05, 2014.

The article goes on to describe a number of ways that might be useful in getting around such blockades which led me to wonder if the Cass forum has a thread posted somewhere covering the topic, as a sort of "what to do when you can't get through" summary.
