The way I look at it is this: what's more likely? A) that a secret cabal has managed to fit hundreds of thousands of planes around the globe with chemical dispersants, which need to be refilled daily, which managed to be implemented overnight, needing to employ hundreds of thousands of individuals willing to work in secret, or B) that a rumour has been spread which preys on anti-government sentiments, belief in a population control agenda, belief in an anti-organics agenda or misinformed HAARP hysteria (take your pick)?

I mentioned it seems feasible that any chemical additives could be put in at refineries. For that separate refueling would not be needed, just like how ethanol gets into our gas tanks. It also would not require thousands of people working in secret when any production/manufacturing at such a large scale involves lots people working on specialized tasks. There are simple enough ways to explain to the small number of people there who would even need to know or care why additional ingredients are being added, without everyone involved knowing what it really is. It also didn't necessarily have to happen overnight.
