There is nothing new for me in the description but I haven't read many of the comments. However, I did a little digging by searching the email watermark and got a very interesting video from Vimeo. Here is the description:
Levitation. All-Russian festival of science. On October 3, 2014 Novosibirsk city. Part of a live broadcast Sibnet.
Visitors of a festival of science with own eyes saw the device showing the stabilized levitation of not magnetic object, weighing more than 1 kg. Levitating stones, having risen in air, didn't move down and didn't rotate, didn't fall and didn't shiver, and found absolute stability. Thanks to this method of stabilization today it became possible creation of transport, steady levitating over an open surface.
It is surprising that this technology is obliged by the birth to 1 person who passed all way alone - from supervision of ill-defined effect, through understanding of physical processes, development of methods of influence, stabilization and management, to creation of the working device. The prototype is collected by it alone and on own means. The state and academy of Sciences doesn't hurry to support and finance development of this outstanding technology. Development is still carried out by forces of the Novosibirsk inventor - Shepel Denis
The inventor is interested in serious financial partners. It is ready to sell ready technological decisions and prototypes for ensuring the development.

The description says the object is not magnetic and weighs more then a kilogram. What's a bit strange is that if you compare the profile of those rocks in both videos, you'll see that the three rocks are stacked exactly the same, as far as I can see. Also, at 0:21 seconds, the rocks drop onto the platform with a sound that is not reminiscent of rock. I would also expect to hear some 'complaining' from the stand itself as it suddenly accepts the weight (of more then 1 kg. If those were rocks, they would weigh more then 2.2 lbs!). I don't think those are actually rocks. You can find a 50 second version of this video here. One of the commenters says they look like "polystyrene foam drybrushed sets for warhammer games." Now, there is a multi-toned hum being generated that corresponds to the floating and, whatever it is, is floating.
Apologies for what is obviously a fake video in retrospect.
I don't think this is an outright fake, per se, but without more info I think there's some 'slight-of-hand' going on.
A little more searching and I may have a name for the inventor:
Viktor Stepanovich Grebennikov (Russian: Виктор Степанович Гребенников; 23 April 1927 in Simferopol – 2001 in Novosibirsk) was a self-proclaimed Russian scientist, biologist, entomologist and paranormal researcher best known for his claim to have invented a levitation platform which operated by attaching dead insect body parts to the underside. Grebennikov wrote detailed accounts of his experiences flying over the Russian countryside using his levitation device. These flying experiences as well as his reported observations of other paranormal phenomena, usually involving insect nests or parts, appear in his self-published book My World (Moi Mir. Novosibirsk, Russia: Sovetskaya Sibir, 1997).
