Why is an announcement made beforehand instead of just doing it? It seems such a preannounced plan is likely to fail if revealed before the action is initiated. But, in this case, is it a warning to Trump to cease hostilities? And, now we see what Russia alluded to about "possible radiological catastrophe."

It would appear that this war can and will escalate beyond the pale. (Pale horse anyone?)
