They're passing on the decision to 12 year olds to get the HPV vaccine. 12 year olds! 12 year olds most probably won't have the discernment to research the dangers of getting the HPV vaccine and will most likely only know what the media propaganda fed to them.
Heck, even a lot of parents don't even have the discernment to make an informed decision either.
What's so deviously Machiavellian about it is that the young uns would most likely not consult with their parents about getting the HPV vaccine because they don't want their parents to find out that they're sexually active.
