My opinion: Its very obviously orchestrated. And yes, it looks like it will lead to "Energy Lockdowns". As others already stated, this probably will result in severe food shortages because artificial fertilizer will not be available in sufficient quantities. On top of this it seems "they" want to spice up the situation by releasing bio weapons.

They have to be careful with that though, it's similar to nuclear weapons.... the fall out. It goes everywhere, even on them!

They've got quite a task in front of them to convince the public that ANYTHING they say is true anymore.

However, there are still a lot of people who are blurting out at least a half centuries worth of propaganda. The people in charge can't lie as well as they used to. It could be a problem.... for them.
