Could be interesting if it was effectively implemented... however I doubt that would deter psychopaths and the burden will fall (as usual) on normal citizens.
However, as reported in the comments section, regarding the potential impact on the USA:

Commentator 1: This will bankrupt the usa.
Reply: It will not...they will never sign it..

Which seems highly probable...

“The Russian Federation proposes to build a new economic model of international humanitarian aid,” Vladimir Puchkov told the UN General Assembly in New York. The model is quite simple, according to Puchkov, who said that nations which initiate, incite and sponsor conflicts in other states should be “obliged to bear primary responsibility, including financial” for providing aid to refugees and persons internally displaced as a result.

Imperial powers beware. I am amazed such a model didn't already existed. Just shows that Russia's effort of trying to build a true effective UN can turn out to be revolutionary.

Ending imperialism can only be done together, Russia is leading by example.
