cyclops horsefly

my aunt in Chicago took this picture. i thought it was really odd for a horsefly to look like that and havent found any other instances of it either.well,not here on the net anyway.i recently saw a video where a woman was pointing out a bunch of dandelions that were deformed and gave some links that show experimentation of nuclear radiation on some roses and some interesting photos of some plants that are growing in japan.i wonder if this horsefly is from the same thing or if its just natures joke.heres the photo and a link to the video(it also has the other links in the information area).tell me what you think.
