I also have tartar on my teeth and gingivitis. I tried lots of conventionnal methods from my collegues, during years, without any positive effect.
After research on this problem, I read a Dr Mercola article: this is due to bacterias. He advices brushing with coconut oil, as it is also antibacterial.
Now, I brush my teeth with virgin coconut oil, with or without xylitol, and I fell better. I no more flush my mouth out in order to avoid the fluor (and other toxics) present in tap water. When I don't have coconut oil, I use virgin olive oil. Sometimes, I flush my mouth out with Magnesium oil.
You say you use toothpaste without fluoride, but be carefull there is not another harmfull product in it. It's better not use any toothpaste and try natural means.
