evidence of a secret detention facility

While browsing Flickr, I found this bone-chilling and incredibly bizarre photographic account of a visit to an abandoned elementary school in rural Virginia.

IT appears that the school has been abandoned in mid-80s, and used for some kind of a secret detention facility in late 80-s. HIghlights include:

Not sure if this is a person or not. The distance makes it difficult to really tell. What else could it be though?
