fema camps

Pretty crazy how they say our prisons are overcrowded, and because of that some are getting released early, (not that I'm against that) but we have 600 of these Fema facilities not being used.. what bothers me is they all have guards working posts 24\7. I've driven myself crazy trying to research any possible explanation for the facilities but the biggest thing that pops up is, Genocide. Can anyone give me a logical explanation outside of mass destruction? I would like to still have a little hope that my two year old will lead a semi-normal life
