I'm not sure how you imagine the imagery translates into what we are doing here to break the control of a frequency fence?
As I see it, we are building a network of true intelligence which with applied knowledge and aware use of energy supports the ones on the steps in front of us, as well as them on the steps behind us; an outward bound transmission of creativity, sharing and true unity in diversity. If the movement, inside and out, of this work gathers enough momentum it provides a ladder out of our bewildered and entropic state, and in the process blocking out the effect of the frequency fence, possibly for more than the ones involved here.
So if I were to translate the clip (perhaps somewhat of a grasp); the aim of the arrow and subsequent sacrifice in grounding of the higher inspiration (lightning), would be the dedicated accumulation of Work (not possible in a single shot) in fighting the false personality and it's sway under A influences. The result of shutting down the negative fence would be done by sharing the saved energy (from applying the knowledge gained here) in building an awareness unit (network) which supports the motion opposite to the fence.

However your post made me think. Even if a frequency fence - I imagined it as a dome - could be temporarily disrupted this way - it could be just as easily repaired. But during maintenance (if temporary fence disruption is possible) the group could breathe a sigh of relief. Small victories giving respite.
The long-term maintain-ability of the fence [by the Lizards] however could be effected by what you describe: proper network as is described in the sessions kept alive could shift the frequency of the group to be no longer in the wavelength of the fence. Maybe making the group no longer edible. Like when a mining operation is no longer deemed profitable by a corporation: costs too much.
