I just groked this story. It took a while but it is now "obvious".
We cannot "simply" bomb Iran with a few waves of "shock and awe". They are way too powerful, probably have capability that we do not know about, and can shut the Strait of Hormuz in a heartbeat, bringing the world's oil market to a halt.
Instead, there will be some kind of false flag trigger where Iran will (for reasons which will forever remain shrouded in a black radioactive cloud) attack us, most probably our fleet in the Persian Gulf. We will respond massively but "conventionally", they will make good on their response threat and send ballistic missles into Tel Aviv and then we go nuclear.
All of this will unravel over the course of hours, not months, long before the UN "Security" Council can address anything.
Now everyone knows A-rabs like to strap bombs to themselves and blow up things, so the first thing to consider is what do we do with all of the Iranians who live in the US? It will be "obvious" that these people will be conflicted between watching the home of their birth burn to a cinder for the cause of their adopted home. Most of them have SUVs and mortgages too, but they are still brown. And they will probably be angry. It is pretty clear that their first thought will be to strap themselves with dynamite and blow up Shopping Malls everywhere. I mean they are A-rabs.
So the obvious thing to do (we will be, after all, at war) is to round up all of those Iranians and put them into Internment Camps, just like what happened with the Japanese in WWII. Perhaps all of the other "muslims" too. Alito was nominated Just In Time to acknowledge the precedent that was set when the Japanese Internment went before the Supreme Court in WWII.
So, why right now does this contract get awarded for some nebulous time in the future? Because it is not nebulous, it is immediate and the perceived need will be immediate. It is being awarded now because it is already known to be "needed" now.
