"Alien Interview" is a book based on extraordinary material provided by Matilda O'Donnell MacElroy, a U.S. Army Air Force nurse who claimed to have interviewed the alien pilot of a UFO that crashed near Roswell in 1947.

I'm probably posting this link incorrectly, but this book is no longer available for purchase.

I only got from the author:

Lawrence R. Spencer is best known as a contemporary American writer whose books blend speculative spirituality, science fiction, conspiracy themes, and Western history, including the widely discussed title Alien Interview. The name also matches at least two deceased men in U.S. obituary records, so it can refer both to this living author and to unrelated individuals who shared the same name.

My gut impression, not having read it, is that it is fiction - either loosely inspired by publicly available Roswell/ufology lore, or perhaps by insider knowledge, though mixed with fiction.

The book's basic idea is that our souls have been imprisoned on this planet by an old empire (the Orion Empire), which uses some super-ancient electromagnetic technology to induce artificial amnesia in our souls, preventing them from remembering their true origins and condemning them to eternal repetition in a vicious cycle of reincarnation. Meanwhile, a new empire, much younger than the old empire, is trying to help us break free from this prison and the amnesia that holds us captive. According to this alien, the amnesia artificially induced by the old empire is so effective that any attempts by the new empire to break us out have thus far been unsuccessful. In summary, my question is, have we truly been subjected to some kind of artificial amnesia induced by the old empire using super-ancient electromagnetic technology?
