Studies were done regarding the possible mutations. No significant mutations were found in mice, however swallows exhibited some regarding their feathers and monkeys were affected by strongly diminished number of blood producing marrow cells.

Wild boar seemed to thrive: they were there in increased number and they were more aggressive than those who lived in the mountains. People who decided to turn back have had serious problems with animals taking over their homes.

There were similar mutations in the newly grows pine tree as observed in Chernobyl.

There were some comments that the full effect of radiation may take several decades to show up in affected organisms.

Danger and uncertainty remains.

TOKYO (AP) — A child diagnosed with thyroid cancer after the Fukushima nuclear accident is missing from government checkup records, an aid group said Friday, raising questions about the thoroughness and transparency of the screenings.

Japanese authorities have said that among the 184 confirmed and suspected cases of thyroid cancer in Fukushima, no one was under age 5 at the time of the 2011 meltdowns. They've said that suggests the cases are not related to nuclear-plant radiation, as many were after the 1986 Chernobyl disaster.

The 3.11 Fund for Children With Thyroid Cancer, however, said Friday that one child who was 4 when the meltdowns occurred has been diagnosed with thyroid cancer. That case is not listed in data from Fukushima Medical University, which is overseeing thyroid-cancer screening and surgeries and had treated the child.

Hisako Sakiyama, a medical doctor and representative of the 3.11 Fund, which gives aid to families of children diagnosed with thyroid cancer, said that any missing case is "a major problem," and raises the possibility that others may also be missing from the data.

The officials have argued the Fukushima cases are popping up because of "a screening effect," meaning the meticulous testing uncovered cases that would not be known otherwise.

Sakiyama, who has sat on a legislative panel investigating the Fukushima nuclear disaster, said the screening system was flawed. The child, a boy now 10, and one of the fund's aid recipients, had surgery at Fukushima Medical University last year and is receiving treatment there, making it difficult to think the university could be unaware of the case, she added.

"It is very puzzling how they would not want to come forward with the case," she said, adding of the Fukushima cases and radiation: "There is no reason to outright deny the link."

The government provision of housing to voluntary evacuees is coming to an end, and with the exception of a few selected areas, evacuation orders have been lifted or scheduled to be lifted soon. Compensation payments for such evacuees are scheduled to end, too -- as these were given out in tandem with the evacuation orders.

With this kind of reality in mind, the "accelerated recovery" that was promoted by the government now just appears to be a hasty attempt to draw a curtain over the issue of evacuation from Fukushima. Government policies related to evacuation are seemingly one-way, and given that these policies have failed to gain the acceptance of affected residents, it can be said that they are corroding away at the core of democracy.

There are also cases of double standards. For example, the government had set the maximum annual limit of radiation exposure at 1 millisievert per year for regular people but immediately after the 2011 Fukushima nuclear disaster, the figure was raised to 20 millisieverts per year as the yardstick for evacuation "because it was a time of emergency."

Later, in December 2011, a "convergence statement" was released by then Prime Minister Yoshihiko Noda in which he announced that the "emergency period" was over. Restructuring of the evacuation orders was subsequently carried out, and then the new criteria for relaxing such instructions were discussed in private.

From April 2013 onward, closed-door discussions continued to take place among section chiefs and other officials from organizations such as the Ministry of Economy, Trade and Industry and the Reconstruction Agency. They then waited until after the House of Councillors election in July 2013 to announce that areas where the annual radiation exposure was less than 20 millisieverts per year would be exempted from the evacuation orders. A source told me that the timing of the announcement was set as "not to trouble the government." In other words, the level of 20 millisieverts per year had switched from "the time of emergency level" to "the ordinary level," and it was as though the previous 1 millisievert annual level for ordinary situations had been banished from history.

The government was planning to complete the majority of the decontamination work by the end of fiscal 2016. In June 2016, the Environment Ministry devised a plan for reusing the contaminated soil whose volume has ballooned due to the cleaning work. In a closed-door meeting with specialists, the ministry also set the upper contamination level limit for reusing the soil at 8,000 becquerels per kilogram. However, with regard to the reuse of waste generated from decommissioning work such as iron, the upper limit is set at 100 becquerels. What officials talked about in that closed-door meeting was how to make that kind of double standard appear consistent.

The Ministry of Economy, Trade and Industry along with plant operator Tokyo Electric Power Co. (TEPCO) guided reporters to the reactor building's top floor for a tour lasting about 15 minutes.

The building was badly damaged by a hydrogen explosion in the first days of the Fukushima nuclear crisis in March 2011. However, the debris has been cleared away, and radiation that had stood at 800 millisieverts per hour just after the reactor meltdowns was measured at 0.08 mSv/h on the 7-meter-high platform, on which fuel removal equipment and other devices have been installed, on Nov. 21. Closer to the fuel pool, the figure rose to 0.7 mSv/h. According to TEPCO, workers are limited to just one to two hours on the platform.

The top floor is about 30 meters from the ground. The spent fuel pool currently contains 566 fuel assemblies, and preparations are underway to start the removal process as early as mid-fiscal 2018, with equipment for the job already installed on the platform. A net currently covers the pool to prevent anything -- or anyone -- from falling in.

A semi-cylindrical cover is also being constructed to prevent radioactive materials from escaping when fuel removal operations begin.
