Hey Ellipse, have you read the most recent Signs Economic Commentary? There's an article used which goes into how the commercial paper market on Wall Street came to a stop and gave glimpse to the true state of the US economy. Commercial paper is used in big business as a day to day loan. This might be to what 'no loans in New York' is referring.
