Well, it certainly is true, what that website says Putin said. It gave me a chuckle:

“We as a species have the choice to continue to develop our bodies and brains in a healthy upward trajectory, or we can follow the Western example of recent decades and intentionally poison our population with genetically altered food, pharmaceuticals, vaccinations, and fast food that should be classified as a dangerous, addictive drug.”

“We must fight this. A physically and intellectually disabled population is not in our interests,” the report states. It also states Putin describing Western culture as, “intensively vaccinated borderline autistic fat man slumped in front of a screen battling a high-fructose corn syrup comedown.”

But, Putin is far too polite, diplomatic and smart to say such things for the record. Sounds like what someone wished Putin said!

Indeed. But it seems to me people seeing the new meme may uncritically file it away in a corner of their brain, where it'll contribute to a general 'That Putin guy is kind of a jerk' belief, certainly for those who have bought enough anti-Putin rhetoric to already be suspicious of him. Because, it's a very rude statement as stands, absolutely unprofessional and not worthy of a statesman.

I guess this is an example of how subtle some psy-ops stuff can be.

The conditional phrase: "...for the record" is noted. :)

Even if Putin had said that, I still would have chuckled...probably in recognition of a (life) hacker mentality. I probably also would have added: "...yeah, and while using relativistic thinking to try and make everyone else believe his personal defaults and lifestyle preferences are just as good as anyone else's choices."
