"RUSSIA is set to launch a 'parasite tax' which will fine healthy unemployed people who refuse to work.Fit, working-age Russians who turn down jobs will face a charge of almost £200 - in sharp contrast to the state handouts jobless Britons can expect.

The levy has already been rolled out in neighbouring Belarus, where out-of-work adults are slapped with a fee until they agree to take jobs being offered to them."

This article appears to be very problematic.

In short, from the article: 'The policy was put forward by the centre-left Fair Russia party, which said it was trying to stop people working without employment contracts and therefore evading taxes.'.

So, for Russia at least, it was actually about people not contracting to evade taxes, not so much about the unemployed.

But, i've continued below ;)

In the UK, thousands of disabled and mentally ill have been declared 'fit for work' and have suffered severely due to the 'sanctions' - benefits being wrongly stopped; hundreds of terminally ill have died days or weeks after being declared 'fit for work'. It's a national scandal.

Those who received the biggest handouts, as always, are the land and business owners aka the tax avoiders/evaders:

http://www.theguardian.com/uk-news/2016/apr/13/benefit-or-tax-evasion-row-over-the-tories-targets said:
Benefits fraud costs the government £1.3bn a year, according to official statistics, while the gap between tax owed and tax paid [tax avoidance/evasion] is put at £34bn a year by officials.

BUT - regarding 'benefits':

http://www.theguardian.com/news/datablog/2014/jan/16/benefit-claimants-losing-record-amounts-of-money-due-to-mistakes said:
£1.6bn was also underpaid due to mistakes made by officials and claimants.

So if we do the sums, the government is IN credit?

Moscow's deputy labour minister Andrei Pudov said the bold move by Belarus was a "significant step" towards addressing the economic crisis in Russia.

It doesn't quote Putin or anyone whom i understand to be his spokespeople - i may be wrong there though
He told a conference on Thursday: "Our colleagues from Belarus could share their experience, they got serious innovations taking place in their country after they introduced the so-called tax on people of working age who do not take part in any work and do not make any insurance payments.

Is it about national insurance payments or keeping society functioning by keeping people productive?

"This was a significant step. We are only discussing it now and they have already made the decision."

Belarus introduced the law 'On Preventing Social Parasitism' in 2015, in a move described by critics as an attempt to criminalise unemployment.

Adults who have not paid income tax for at least six months of the year are fined around £170.

In most countries right now, unemployment is due to failing economies and thus lack of opportunity. In some ways, it's the act of refusing to partake in a society which only wants you to work, not to fulfill any human need to grow.

Added: these 'critics' are probably the western propagandists who also lie about Putin.
48 million Russians are employed, 20 million work unofficially and 18 million don't work at all

Students, parents with three or more children, and those aged under 18 or over the retirement age are exempt.

Opponents say it pushes those who are struggling to find work even deeper into poverty.

Fining the unemployed sounds in line with fining the homeless. English council plans to fine homeless £50 for begging in the streets
Officials in St Petersburg introduced a similar law a year ago to crackdown on jobless citizens turning down available jobs.

Those who refuse to work in Russia's second largest city now face up to one year of mandatory community service if they turn down employment.

The policy was put forward by the centre-left Fair Russia party, which said it was trying to stop people working without employment contracts and therefore evading taxes.

Ok, through the propaganda, this is really more about people evading employment taxes by not making contracts, i.e. 'cash in hand/paying by cash'. Because that seems to be a different issue.
Opponents say it pushes those who are struggling to find work even deeper into poverty

But the tough new rule have also faced criticism in Russia.

MP Aleksandr Ageyev said Russia was in the midst of an economic crisis and "only very good specialists can find a job in such conditions".

According to official statistics, 48 million Russians are registered as employed, 20 million work unofficially and 18 million people do not work at all.

So the article is really about employment taxes not being paid because people prefer, for whatever reason, to not contract and therefore evade taxes. It is only right that in a fair society taxes are paid and go towards the social good. Putin would support that i expect. But for the moment, the biggest tax evaders are the wealthy, we must not forget that. And i don't doubt that corruption in Belarussian or Russian society may be so epidemic at the lower levels that some form of monitoring may be considered an option, again though, i'm no expert here.

It may be me, but this article is so skewed it doesn't make sense. The Express is very much a propaganda outlet as are all newspapers in the UK so this isn't surprising, but you've got to give it to them for their creativity.

I don't disagree that unemployment isn't good for people, and sure community activities would be a consideration where the person is willing, but they have to eat! So in a functioning society they would just be considered as paid jobs/

The thing is, economies worldwide are corrupted and destroying communities along the way; the powerless are being used and abused by companies and governments, and being coerced into jobs because they literally have no choice.

As usual, it's the psychopaths who created the mess blaming their victims for 'being work shy', as they stick their snouts back in the trough.

Added: And actually this article is just using Belarus' idea to push it's agenda about Russia, Belarus and Britain - i.e. propaganda.
