Russian MoD warns of false flag chemical attack in Idlib

Russian Defence Ministry’s Chief Spokesperson Igor Konashenkov said in a briefing in Moscow on Wednesday that they have got information about a possible false flag chemical attack being planned in Syria’s Idlib.

“Terrorists of the Islamic Party of Turkestan transferred 20 containers with 10 litres of chlorine each from Maarrat al-Nu’man provocative acts,” Konashenkov said, adding that “local residents reported to the Russian Reconciliation Centre that this group of White Helmets searched for residents who would like to take part in staged video footage in exchange for food.”

He also claimed that “six special radiation, chemical and biological reconnaissance vehicles have been deployed to Russian posts in the immediate vicinity of the demilitarised zone in Idlib province.”

Konashenkov stated that “the territory controlled by the United States in Syria, it should be noted that this is not a de-escalation zone, or a de-conflict zone, it is a grey zone in which the situation is rapidly deteriorating.”

The spokesperson also said that the S-300 missile systems have been successfully delivered to Syria.



RUSSIAN DEFENSE MINISTRY: SYRIAN SERVICE MEMBERS ARE TRAINING ON S-300 (VIDEO)

Major General Igor Konashenkov, a spokesman of the Ministry of Defense of Russia, revealed that Russian military advisers are still training personnel of the Syrian Arab Air Defense Forces (SyAADF) on the use of the advanced S-300 long-range air defense systems, which were delivered to Syria earlier this month.

I suggest all hot-heads to step away from provocations and evaluate the situation in a logical manner,” Maj. Gen. Konashenkov said during a press briefing, according to the Russian news agency Sputnik.​

The Russian MoD spokesman also revealed that the SyAADF personnel are training on the use of the advanced Polyana-D4M automated command and control system, which had never been exported before. The system serves as an upper level command post (CP) of air defense brigades and can command different types of systems, including S-300 and Buk.

Russia took the decision to supply Syria with these advanced systems following the downing of the Il-20 intelligence plane on September 17. According to the Russian MoD, these systems will improve the security of Russian service members in Syria.



US providing military, logistical support to Daesh terrorists in Syria: Report

A recent media report says members of the Daesh Takfiri terrorist group are being provided with advanced weapons by the United States in Syria, revealing Washington’s support for terrorists in the Arab country.

Yeni Şafak, a Turkish daily newspaper, quoting sources, reported on Wednesday that there had been many cases of US forces directly delivering material and technical assistance to militants in the town of al-Mansurah, which is located in the northern Syrian province of Raqqah.

A large cache of US-made weapons, specifically shells and ammunition, was also dispatched to the al-Tanf border crossing with Jordan, which lies at the ultra-strategic intersection of the Syrian, Iraqi, and Jordanian borders, it added.

The US, which has a military base in Tanf, is believed to be regularly training terrorists in the area. The US has unilaterally declared a 55-kilometer “de-confliction zone” around the base, and frequently threatened to target Syrian forces within the area.

The cordoned-off area also contains the Rukban refugee camp, which, according to Syrian and Russian officials, is home to terrorists, including those of the al-Qaeda-affiliated Jabhat Fateh al-Sham terror group, formerly known as al-Nusra Front.

The report also said that a US-backed group comprising ethnic Kurds and Arabs was being used by the US forces to deliver weapons and material.

The US-backed Kurdish groups such as the so-called Syrian Democratic Forces (SDF), militarily led by the Kurdish People's Protection Units (YPG), have been accused of colluding with Daesh Takfiri militants.

In early June, Turkey's presidential spokesman Ibrahim Kalin said in an interview with NTV channel that the YPG had likely provided Daesh terrorists with a safe corridor out of Raqqah.

Syrian government forces have frequently discovered US- and Israeli-made bombs and weapons, some of which were extremely rare in the Arab country, during the ongoing anti-terror campaign across the country.

The Syrian government has also recently sent a message to the United Nations, accusing the US-led coalition of reaching deals with Daesh and coordinating its actions with the terror group’s commanders.

In September, the US-led coalition purportedly fighting Daesh, airlifted to a safe sanctuary several commanders of the foreign-sponsored terror outfit from a region in Syria’s eastern province of Dayr al-Zawr.

Last August, the so-called Syrian Observatory for Human Rights reported that US-led choppers had transported four Daesh members and a civilian from a house used as an arms depot in Beqres, a suburban area east of Dayr al-Zawr, to a safe area.

The US-led coalition has been conducting airstrikes against what are said to be Daesh targets inside Syria since September 2014 without any authorization from the Damascus government or a UN mandate.

The military alliance has repeatedly been accused of targeting and killing civilians. It has also been largely incapable of achieving its declared goal of destroying Daesh.

Syria has been gripped by foreign-backed militancy since March 2011. The Syrian government says the Israeli regime and its Western and regional allies are aiding Takfiri terrorist groups that are wreaking havoc in the country.


US raises concern over Turkish air strikes on Kurdish fighters in Syria

The United States has voiced concern over Turkish air strikes on Kurdish fighters in Syria, which led the Kurdish People's Protection Units (YPG), a US-allied force, to temporarily suspend its fight against the Islamic State (IS) group.

"Unilateral military strikes into northwest Syria by any party, particularly as American personnel may be present or in the vicinity, are of great concern to us," US State Department Spokesperson Robert Palladino told reporters on Wednesday.

"Coordination and consultation between the United States and Turkey on issues of security concern is a better approach," he said.

The YPG dominates the Syrian Democratic Forces, joint Arab-Kurdish units fighting in Syria with US backing. They have been a key US ally in the fight against IS.

Turkey, however, considers the YPG to be an extension of the Kurdistan Workers' Party (PKK), which has waged a deadly insurgency in Turkey since 1984 and is designated as a terrorist group by Turkey, the US and the European Union.

Earlier on Wednesday, Turkey killed four Kurdish fighters in shelling of YPG positions in Syria near the border at Kobane.

Turkish President Recep Tayyip Erdogan a day earlier vowed to "destroy" the YPG and said Ankara was determined to push Kurdish fighters back from the border area.

And on Sunday, the Turkish military fired artillery shells at YPG positions in the village of Zor Maghar, east of the Euphrates River.

“The shelling proves how serious and determined we are," a Turkish intelligence source told Middle East Eye on condition of anonymity.

On Wednesday, Palladino said the US has been in touch both with Turkey and the Syrian Democratic Forces "to emphasize the need to de-escalate the situation".

He stressed that Turkey remained a partner and said the US was "fully committed to our ally's border security".


President al-Assad: We paid a heavy price to preserve our homeland and independent decision

Damascus, SANA-President Bashar al-Assad met on Wednesday with members of the World Peace Council and the World Federation of Democratic Youth who are taking part in the meetings of the World Peace Council’s Executive Committee currently held in Damascus.

At the beginning of the meeting, President al-Assad thanked the participants for their stances in support of Syria and their unflinching solidarity for the Syrian people since the beginning of the war, considering that the founding principles of the World Peace Council and its sought-for goals can bring about world in which more safety and justice prevail for the coming generations.

The President considered that the weight of the World Peace Council and the World Federation of Democratic Youth lies in their adherence to their principles in defending truth and embodying the principle of peace at a time when international policies are built on lies and deception.

The President indicated that the world needs these organizations and parties especially amid attempts by some superpowers to turn international organizations into tools to strike stability and push for destruction instead of exerting efforts to consolidate peace and stability in the world.

Defending principles exacts a price, the President affirmed, citing Syria which paid a heavy price to preserve the homeland and independent decision.

“When principles are realistic and based on the will and interests of nations, they constitute a solid basis in the face of the narrow interests of some Western states who have never refrained from igniting wars to realize their goals by spreading the extremist ideology which was marketed by the US administration in the 1980s and promulgating ignorance in a way that plunges peoples into wars and through spreading poverty in the world,” added the President.

Maria do Socorro Gomes, President of the World Peace Council, for her part, condemned the crimes against the Syrian people which “have shown the world the stances of the imperialist states towards peace and the sovereignty of nations,” affirming that the Council’s members will exert all efforts to unmask the true face of the terrorist war against Syria.

Head of the World Federation of Democratic Youth Iacovos Tofari said holding the meeting in Syria carries a clear message of solidarity with the Syrian people against the war waged on them.

The members, for their part, expressed support for the Syrian leadership, army and people, voicing trust in the ability of the Syrian people to seal a decisive victory.


Syria to Open Checkpoints on Iraqi Border, Sees No Security Threats - Minister

Syria is ready to open checkpoints on the border with Iraq, as it sees no security threats, and waits for the neighboring state to solve logistics issues, Syrian Transport Minister Ali Hammoud told Sputnik in an interview.

The checkpoints on the Syrian-Iraqi border have been closed since 2014 due to the territory being seized by the Daesh* terrorists. Damascus and Baghdad have discussed the issue of opening the border earlier in October.

"During the last visit of Iraqi Foreign Minister [Ibrahim Jaafari] to Syria, one of the main topics discussed was opening the border. The Iraqi side promised that it would be done soon. We are ready as soon as logistics issues are solved on the Iraqi side," the minister said.

Syria has been in a state of civil war since 2011, with the government forces fighting against numerous opposition groups and terrorist organizations, whose members flee to the neighboring states as the government forces regain control of the Syrian territory.

Syrian Transport Minister Urges Russian Aeroflot to Resume Air Services Between Two States

Ali Hammoud said that he would like to see Aeroflot Russian Airlines become the first foreign carrier to resume air services to Syria.

"We believe that the reasons for which this company stopped flights [to Syria] became history. We invite Aeroflot to return to Syria and become the first international company to resume its work here," the minister said.

The minister added that it would only be natural that the first foreign carrier to resume air services in Syria should be a Russian one after Moscow helped Syria in fighting terrorism.

Aeroflot suspended flights to Syria in 2012.

Syria is interested in purchasing Russia's new MC-21 passenger jets and seeks priority in becoming the first buyer, Ali Hammoud said.
"We have asked the friendly Russian side so that Syria could have the right of being the first in buying these aircraft," the minister said.

According to the minister, Syrian airlines will need more jets when they resume air survives to Europe.

The MC-21 jets are developed by the Irkut Corporation. Preparing assembly lines for the serial manufacture of MC-21 is currently underway.

The Syrian Ministry of Transport is considering the possibility of expanding the Damascus airport or building a new one in cooperation with Russia, the ministry's head added.

"We are cooperating with the Russian side on the issue of expanding the Damascus International Airport or building a new one to replace the current one," Hammoud said, adding that a Syrian analytic company was commissioned to compare the two options, and the most advantageous one would be chosen afterward.

Largest Hub on Wheat Exports in Middle East

Russia will set up in Syria the largest hub on its wheat exports in the Middle East, Ali Hammoud said.

"We have reached an agreement with the Russian government on establishing in Syria a center for the exports of Russian wheat to other countries in the region. In this connection, it will be necessary to expand ports in Syria and create granaries in the port area to store large volumes of Russian wheat," the minister said.

"That is why we will need a railway and roads, which will be built as part of this large-scale project," the minister said.

Adequate infrastructure will be necessary to transport wheat to neighboring states, the minister added.

Mosaic painting dating back to fifth century AD discovered in Hama countryside

A mosaic painting that dates back to the fifth century AD was discovered in al-Kharayeb village in Salhab area, 48 km west of Hama city.

Speaking to SANA, Head of Antiquities Department, Abdulqader Farzat that a citizen from al-Kharayeb village in Hama western countryside informed the authorities about parts of a mosaic painting he found in his garden.

The authorities sent a specialized mission to the place which carried out the excavations and revealed the painting.

Farzat clarified that the dimensions of the painting are 13.5 and 2.30 meters. It is decorated with geometric shapes and inscriptions in Latin of a church floor that dates back to 412 of the fifth century AD in the Byzantine era.

Assad scolds Europe as Polish delegation visits Syria

President Bashar al-Assad has urged European countries to come and take a closer look at the developments in his country as their approaches to Syria are totally “divorced from reality.”

“One of the biggest mistakes made by many European countries is separation from reality,” Assad said in a Thursday meeting with a Polish delegation visiting the Arab country.​

He hailed the European delegation’s visit to Damascus and said making such visits to gain a closer knowledge is the most important step for foreign governments to build a correct and realistic policy.

According to Assad, such visits help foreign states adopt positions and stances, which serve the interests of their people and contribute to their protection, the official Syrian Arab News Agency (SANA) reported.

He briefed the Polish delegation on the war, which Syrians have been facing for more than seven years, and explained that the tools of the conflict have ranged from terrorism, direct aggression, and economic sanctions to attempts to intervene in the country’s internal affairs and imposing isolation and siege.

The Syrian president also welcomed the Polish delegation’s idea of establishing a joint parliamentary committee and expansion of bilateral cultural exchanges, stressing that Damascus is open to any efforts that will build good relations between people.

In turn, the Polish delegation headed by MP Pavel Skutitsky stressed that the main purpose of their visit to Syria was to take a closer look at the latest developments.

They said the war and the achievements made by Syria against terrorist organizations have contributed to staving off terrorism that could have been transported to the neighboring countries and to Europe later.

They also expressed hope that the Syrian state would fully eradicate terrorism and regain control over all of its territory.

The European delegation’s visit to Syria came a couple of days after the Arab country strongly denounced sanctions imposed on it by the European Union, saying the bans were harming the Syrian people.

Syria’s UN Ambassador Bashar al-Ja'afari told a Security Council session on Monday that foreign-backed Takfiri terrorists and the sanctions imposed by the US and the EU were inflicting suffering on the Syrian people.

On May 28, the EU extended its restrictive measures against the Damascus government until June 1, 2019.

The sanctions currently in place against Syria include an oil embargo, restrictions on certain investments and a freeze of the assets of the Syrian central bank held in the EU.

The EU bans are also in place on dozens of companies linked to the government of President Assad.

Syria has been gripped by foreign-backed militancy since March 2011. The Syrian government says the Israeli regime and its Western and regional allies are aiding Takfiri terrorist groups wreaking havoc in the country.


EU Rules Out Investment in Syria's Rebuilding Until Political Transition Begins

The European Union believes it is premature to consider its role in Syria’s reconstruction unless the Arab republic takes the "firm" path toward the political transition, Maja Kocijancic, the European Commission's spokeswoman for foreign affairs and security policy, said.

"We are willing to look into the issue of reconstruction at the point when the transition in Syria is firmly underway. As you know, this is not yet the case. The conflict is still ongoing," Kocijancic said at a press briefing on Wednesday.

The spokeswoman also reiterated the EU support for the efforts of UN Special Envoy for Syria Staffan de Mistura and expressed hope that the constitutional committee, tasked with rewriting the Syrian main law, would convene this "autumn, as soon as possible."

Syria has been devastated by years of violent war with terrorist and armed opposition groups, which led to the destruction of its infrastructure and a major humanitarian crisis in the country. The Syrian authorities, supported by Russia, are currently engaged in rebuilding the country.


Russia hopes for impartial approach of new UN special envoy for Syria

Moscow expects that the new UN Special Envoy for Syria Geir Pedersen will have an impartial approach, Russian Foreign Ministry Spokeswoman Maria Zakharova stated during Thursday’s briefing.

"We expect an impartial and constructive approach from him, a contribution to Syrian regulation. We would like to hope that first and foremost, he will be guided by the best interests of the long-suffering Syrian nation," she said in response to a question by TASS.

On October 31, Norwegian diplomat Geir Pedersen was officially appointed as the United Nations Secretary General’s Special Envoy for Syria. He will replace Steffan de Mistura, who stated earlier that he planned to step down as UN Special Envoy for Syria in late November.

Pedersen, born in Oslo in 1955, served as Norway’s representative to the Palestinian Authority in 1998-2003. He also worked as Personal Representative of the UN Secretary General for Southern Lebanon and Director of the Asia and Pacific Division in the UN Department of Political Affairs.


Russia accuses jihadist rebels of attempting to wreck Idlib agreement

The Russian Foreign Ministry accused the jihadist rebels in northwest Syria on Thursday of attempting to wreck the Idlib buffer zone agreement.

“There are still Nusra militants in Idlib who are not stopping their attempts to wreck the implementation of the memorandum that was agreed between Russia and Turkey,” Maria Zakharova, a spokeswoman for the foreign ministry, was cited as saying.

Furthermore, the Russian Ministry of Defense said on Wednesday that Turkey had not fulfilled all of their obligations in forcing these armed groups to leave the designated demilitarized zone.

Turkey maintains that the Idlib agreement is currently going as planned, despite the fact that they failed to convince the militants to leave the buffer zone.

Making matters worse, the jihadist rebels attempted to launch a new attack against the Syrian Arab Army (SAA) inside the Idlib buffer zone this morning.

The Syrian Army was able to foil the attack by Hay’at Tahrir Al-Sham, but not before both sides suffered a number of casualties.


Jihadist rebels launch surprise attack from Idlib buffer zone

The jihadist rebels of Hay’at Tahrir Al-Sham launched a surprise attack against the Syrian Arab Army (SAA) near the Idlib buffer zone this morning.

Led by their Jaysh Abu Bakr Al-Sadiq faction, Hay’at Tahrir Al-Sham attacked the Syrian Arab Army’s positions near the abandoned battalion site in the eastern countryside of the Idlib province.

According to a military report, the Syrian Arab Army was able to fight off the jihadist rebels at the abandoned battalion near the Abu Dhuhour Military Airport.

However, the Syrian Arab Army troops and their allies from the National Defense Forces (NDF) did suffer at least five casualties during the brief battle.

The total number of jihadist rebels killed during the battle is unknown; however, a source said it was a little higher than the Syrian Arab Army’s casualties.

This latest attack by Hay’at Tahrir Al-Sham in eastern Idlib marked the first time in several weeks that they have stormed this part of the province.


Syrian Army Repulses Terrorists' Heavy Offensive in Demilitarized Zone

The Syrian army troops engaged in fierce clashes with Tahrir al-Sham and Horras al-Din militants who had launched heavy attacks from the demilitarized zone on army positions in Tal Sukriyeh-Abu Qamis region in West of Abu al-Zohour, killing and wounding several terrorists and forcing others to withdraw.

Meantime, the army attacked the terrorists' positions with artillery fire, a military source said, adding that a group of Tahrir al-Sham terrorists were also entrapped and killed in the army's booby trap in Tal Sukriyeh.

Tahrir al-Sham and its allies have not yet withdrawn from their positions in the arms-free zone declared under the Sochi agreement between Ankara and Moscow.

A senior Syrian military source revealed on Tuesday that the country's army was likely to start military operations against the terrorists in the weapons-free zone as the latter continued deployment in the region.

The Arabic-language website of Sputnik news agency quoted the source as saying that given Turkey's failure to implement its undertakings based on the Sochi agreement with Russia, the Syrian army will kick off military operations against the terrorists in the demilitarized zone if they continue attacks against the army positions.

He added that Northern Hama has in recent days witnessed attacks by the terrorist groups, specially Horras al-Din, against the Syrian army near the region under the supervision of Turkey near the town of Murak, noting that Jeish al-Izza militants have also sent military equipment from Southern Idlib to al-Latamineh front in Northern Hama.

The source said that the Syrian army has responded to the terrorists' offensives in demilitarized zone so far, adding that the army will launch massive military operations in the region if they continue.

Meantime, the Arabic-language al-Watan newspaper reported that the terrorists are stationed in the arms-free zone from Northeastern Lattakia to Hama, Idlib and Northwestern Aleppo, adding that the army has targeted the moves by Tahrir al-Sham Hay'at terrorist group in the village of al-Janabereh and al-Latamineh in Northern Hama with artillery fire, inflicting heavy tolls on them.


Turkish military strikes US-backed troops in northern Syria

For the second day in a row, the Turkish military has attacked the US-backed Syrian Democratic Forces (SDF) in the northern region of Syria.

Using heavy artillery from their howitzers, the Turkish military repeatedly pounded four towns controlled by the Syrian Democratic Forces near the key border-city of Tal Al-Abyad in the Al-Raqqa Governorate.

Among the areas targeted by the Turkish military on Thursday were the towns of Yabsah, Tal Fander, Susiq, and Salib Qran.

No casualties have been reported thus far.

In response to these latest attacks by the Turkish military, the Syrian Democratic Forces have suspended their offensive against the so-called “Islamic State” (ISIS) in southeastern Deir Ezzor.

The reason or suspending this offensive is due to the ongoing security threat posed by the Turkish military in northern Syria.


SYRIAN ARMY UNCOVERS TONS OF US-SUPPLIED AMMUNITION IN SOUTHERN DEIR EZZOR (PHOTOS)

On November 1, the Syrian Arab Army (SAA) uncovered a large ammunition depot containing 450,000 bullets during a search operation around the city of al-Mayadin in the southern Deir Ezzor countryside, according to the Syrian Arab News Agency (SANA).

The SANA’s reporter in Deir Ezzor said that the bullets, which had been left behind by ISIS fighters, were all supplied by the US. Experts confirmed that the bullets are from the 7.62×51mm NATO caliber. The US-backed Free Syrian Army (FSA) had used several rifles that are chambered in this caliber, such as the German Heckler & Koch G3 and the Belgian FN FAL.

ISIS likely bought these US-supplied bullets directly from the FSA. Earlier this year, a detailed report by the Conflict Armament Research (CAR) revealed how ISIS fighters in Iraq were able to obtain anti-tank guided missiles (ATGMs) only few weeks after the US had supplied them to the FSA in Syria.

Syrian pro-government activists believe that loads of weapons and ammunition, which were supplied to the FSA under the Obama-era armament program, have ended up in the hands of ISIS. The program was reportedly ended by U.S. President Donald Trump in late 2017.

Israel Has Conducted Strikes in Syria Since Downing of Russian Plane - Reports

Earlier, Israeli military officials said they would not target the S-300 air defense systems given to Syria by Russia if they were not used in a way that poses a threat to Israel.

Israel has carried out attacks in Syria since the September 17 destruction of a Russian Il-20 reconnaissance plane by Syrian air defenses during an Israeli air raid, a senior Israeli official has said, according to Reuters.


German Media Questions Israeli Claim on New Strikes in Syria Post S-300 Delivery

This week, a senior Israeli official claimed that the Israeli military has conducted attacks in Syria after the September 17 incident which led to the accidental destruction of a Russian reconnaissance aircraft by Syrian air defenses over the Mediterranean.

The Israeli claim about conducting military operations in Syria after the destruction of the Russian Il-20, which prompted the Russian military to deliver a modernized export version of its S-300 air defense system to Syria, don't sound truthful, according to Germany's Contra Magazin.

"Israel has insisted that the S-300s wouldn't interfere with its ability to attack Syria, but in the space of over a month since then, not a single media report on such an attack has been made. However, on Monday, Israel said that it has attacked Syria since September 17, and did so coordinating with Russia," the publication wrote.

"The claim," according to Contra Magazin, "is obviously intended to strengthen Israel's resolve to attack at will, especially after the lack of such attacks has raised many doubts."

In any case, the Monday claim, particularly given the lack of confirmed Israeli attacks, "makes their absence all the more obvious," Contra noted.

The publication pointed out that in the run-up to the incident leading to the loss of the Russian aircraft, Israel struck positions in Syria repeatedly, with the attacks always accompanied by press reports. "The assumption that attacks have continued, but that reporting about them simply disappeared, is virtually impossible" to believe, the magazine concluded.

On Monday, a senior unnamed Israeli official told Israeli media that the military had carried out attacks in Syria, "including after the downing of the Russian plane," and that "military coordination with the Russians continues as before." Other Israeli, Syrian and Russian officials did not comment on the claims.

According to leaks from one of the agents in the Kurdistan Workers’ Party (PKK) in Syria, the delivering processes was carried out in the town of Mansoura, west of Raqqa, and in the border town of al-Tanf.

The source, who preferred not to be named, said that the United States formed a team of Syrian Arabs and Kurds to secure the weapons delivery to ISIS.

“There is a special team working under the supervision of the United States, whose mission is to secure the delivery of weapons to ISIL in Syria, and in the recent deliveries this year, two leaders were executed from the PKK in the town of Tel Abyad in eastern Syria.” He said without mentioning the reason behind the killing, but he stressed that the leaders were responsible for handing over weapons to Daesh.

The PKK leader, who spoke to Yeni Shafak, said that “the United States was working with the PKK in order to secure the delivery of weapons to the Mujahedeen, Through the bordering town of Al-Tanaf, which links Syria – Iraq and Jordan.”

He also said that the advances that ISIS made in Palmyra against the government forces in Homs province, central Syria, because of weapons they received from the United States.

On the other hand, the same source told Yeni Safak, that “Daesh got US weapons when Turkey was fighting the organization in Al-Bab town. He confirmed that there are documents proving the receipt of weapons, explaining that the documents included token amounts, but the price of these weapons amounted to millions of dollars“. He said.

Syrian Army hammers jihadist forces across Idlib buffer zone as situation intensifies

The Syrian Arab Army (SAA) unleashed a powerful assault across the Idlib buffer zone, today, in response to the jihadist refusal to leave this designated deescalation area.

Using surface-to-surface missiles and heavy artillery shells, the Syrian Arab Army began their attack by bombarding the jihadist defenses in the town of al-Taman’ah, which is located near the Hama provincial axis.

The Syrian Arab Army’s attack would then spread to the Kafr Naboudeh area and then later to the Al-Ghaab Plaiin, a source told Al-Masdar News this morning.

In the Al-Ghaab Plain, the Syrian Arab Army heavily targeted Hay’at Tahrir Al-Sham’s positions with surface-to-surface missiles near the towns of Tal Wasit and Al-Ziyara.

The Syrian Army has recently stepped up their attacks in the Idlib buffer zone after the jihadist rebels failed to withdraw from the area on the October 15th deadline.

While Turkey maintains that the Sochi agreement is being implemented on schedule, they have failed to get any of the major armed groups in Idlib, Hama, Latakia, and Aleppo to withdraw from this area, which has been a major issue in northwest Syria.


RUSSIAN MILITARY DEPLOYS 6 CHEMICAL RECONNAISSANCE VEHICLES AT OBSERVATION POSTS NEAR IDLIB DEMILITARIZED ZONE

The Russian military has deployed six RHM-6 chemical reconnaissance vehicles at its observation posts near the Idlib demiltiarization zone in Syria, Russian Defense Ministry spokesman Major General Igor Konashenkov stated on October 31 commenting on a possibility of new staged chemical attack in militant-held areas in different provinces.

He noted that particularly these provocations can be staged in the province of Aleppo. According to Major General Konashenkov, members of the White Helmets with professional video equipment had arrived in the settlements of Azaz, Marea and Chonbaney with this purpose.

The defense ministry spokesman said that Russian specialists are closely monitoring the situation.

“We have repeatedly informed the public about attempts by radical militants and the White Helmets, notorious for their fakes, to organize provocations using chemical agents and accusing government forces of using chemical weapons against the local population,” Major General Konashenkov said.​

He recalled that on October 27 the Russian Center for Reconciliation in Syria received information from locals that members of the Islamic Party of Turkestan had transferred twenty 10 liter containers of chlorine for use in false flag attacks in the village of Maarrat al-Nu’man in the province of Idlib. The weapons were reportedly unloaded at Kafr Nabl and Al-Hawash, which are located near Maarrat al-Nu’man.

Additionally, the White Helmets conducted a search for “residents ready to participate in staged video shoots in exchange for food,” the spokesman said.

The RHM-6 chemical reconnaissance vehicle is based on the BTR-80 armoured vehicle. It’s equipped a long-range chemical reconnaissance device that defines the composition of toxic substances at a distance of up to 3 km. The vehicle has a meteorological complex, which automatically detects and transmits meteorological data over long distances.


Turkish intelligence informs rebels to get ready for battle east of Euphrates: monitor

Turkish intelligence officers have reportedly informed the rebel forces in the Afrin region of northwest Aleppo that their next battle will be east of the Euphrates River.

Citing reliable sources which attended the meeting held in Afrin city, the Syrian Observatory for Human Rights (SOHR) reported that the Euphrates Shield troops were informed to get ready to redeploy to a new front against the Kurdish-led People’s Protection Units (YPG).

“Turkish Intelligence deliberately directed its talk to all the factions and specified those factions whose fighters are descendent (sic) from areas in Deir Ezzor, Al-Raqqah and Al-Hasakah provinces, in order to create a sedition between the Kurdish and the Arabs in the area, and the Turkish forces tend to send Kurdish fighters loyal to them in the incoming battle of the east of the Euphrates so that their intention to create a sedition will not be revealed, and the Syrian Observatory published hours ago,” they reported.

Turkish President Recep Tayyip Erdogan said earlier this week that his country’s forces were going to launch a new military operation against “terrorist groups” east of the Euphrates River.

The alleged “terrorist groups” Erdogan mentioned were the YPG and SDF, who he claims are offshoots of the outlawed Kurdistan Workers Party (PKK).


US CENTCOM: SDF Suspends Anti-Daesh Offensive Over Attacks by Turkey in N Syria

The US-backed Syrian Democratic Forces (SDF) have suspended their fight against the Daesh* terror group due to attacks on them by Turkey in the north of Syria, the US Central Command spokesman, Navy Capt. Bill Urban, said in a statement.

"The Syrian Democratic Forces have temporarily suspended offensive actions against ISIS in response to cross border attacks by Turkey against SDF positions in Northern Syria. We anticipate this will be a temporary suspension," Urban said.

The official called for the de-escalation of the situation and emphasized that "unity of focus on the defeat of ISIS is imperative."

On Tuesday, Turkish President Recep Tayyip Erdogan announced the upcoming launch of an offensive against the Kurdish People's Protection Units (YPG), a large branch of the SDF, in Syria. Turkey believes that the YPG is affiliated with the Kurdistan Workers' Party (PKK), listed as a terrorist group by Ankara.

On Wednesday, Omer Celik, the press secretary of the Turkish ruling Justice and Development Party, stated that the activities in the Syrian territories located to the east of the Euphrates River and controlled by the SDF had nothing to do with the fight against Daesh.

The SDF has long been the point of disagreements between Turkey and the United States, the two NATO allies. Ankara has condemned Washington for sending arms and providing other support to the group while Washington has been calling on Ankara for restraint in its conflict with the Kurds.

*Daesh, also known as IS/ISIS/ISIL/Islamic State, is a terrorist organization, banned in Russia and many other countries.
 
At Least 15 Civilians Killed in US-led Coalition Strike on Deir ez-Zor - Reports

Earlier this week, the US-led coalition jets bombed targets in the town of Al-Shafa in Deir ez-Zor, while two days prior to the airstrike, the coalition performed another attack, which reportedly killed 5 civilians, including two children.

At least 15 civilians were killed in a US-led coalition airstrike on the city of Hajin in Syria's Deir ez-Zor province, the state news agency Sana reported on Saturday citing sources.

The majority among those killed are women and children, according to the Ikhbariya TV channel.

Last month, Damascus accused the US-led coalition of violating international law and killing civilians in a letter to the United Nations, saying that Washington wasn't fighting terrorism in the country. The Syrian Foreign Ministry urged the United Nations to launch an investigation into a deadly airstrike carried out by the coalition in Deir ez-Zor, in which 62 people were killed and dozens injured.


Breaking: Syrian Army launches powerful attack near Turkish military post

The Syrian Arab Army (SAA) launched a new attack against the jihadist rebels in northwestern Syria this afternoon, a military source told Al-Masdar News.

According to the military source, the Syrian Arab Army launched a fresh attack on the jihadist defenses in the Al-Ghaab Plain of southwest Idlib.

In particular, the Syrian Arab Army forces in the town of Joureen fired a number of surface-to-surface missiles towards the jihadist positions in the towns of Ziyara and Tal Al-Wasit.

The source added that the Syrian Arab Army’s attack targeted the jihadist positions near the Turkish military posts in the Al-Ghaab Plain.Today’s attack by the Syrian Arab Army comes just hours after they struck Hay’at Tahrir Al-Sham’s positions in the same towns.


Ankara Forces Continue Attacking Kurds Irrespective of US Forces' Deployment at Syria-Turkey Border

The Turkish army targeted the positions of al-Sanadid fighters, affiliated to the Syrian Democratic Forces (SDF), in Northern Hasaka including the village of Tal Jahan, injuring a gunmen.

In the meantime, the Kurdish-language Hawar news reported that the Ankara forces targeted Tal Abyadh's countryside in Raqqa province, injuring several people including two media activists.

Meanwhile, the London-based Syrian Observatory for Human Rights (SOHR) reported that the US army has deployed along the borderline between Syria and Turkey in a large region between the Tigris and the Euphrates Rivers and also in the town of Ein al-Arab (Kobani) in Northeastern Aleppo to prevent any military movement by the Turkish troops.

In the meantime, the Kurdish militias claimed that they carried out monitoring patrol across a region between Ein al-Arab in Northeastern Aleppo and the town of Tal Abyadh in Northern Raqqa after continued attacks of the Turkish forces at the Syrian towns and villages on the Eastern banks of the Euphrates River.


Trouble in paradise: Jihadist rivals clash again in west Aleppo as situation deteriorates

The jihadist rebels are once against at each other’s throats in western Aleppo as the situation deteriorates just days after a ceasefire was announced.

According to the Syrian Observatory for Human Rights (SOHR), Harakat Nouriddeen Al-Zinki attacked Hay’at Tahrir Al-Sham’s positions inside the west Aleppo town of Kafr Naseh.

“The Syrian Observatory for Human Rights monitored a fight between Nour al-Dien movement and Hayyaat Tahrir al-Sham in Kafr Naseh area and its vicinity in the western countryside of Aleppo, where the Syrian Observatory monitored exchange of fire using medium and heavy machine guns in the area amid alert situation between both parties,” they said.

Following the exchange, the two groups held a meeting to solve this latest dispute in western Aleppo.

The SOHR reported that the two groups agreed to the following: “no column of Nour al-Dien al-Zenki movement will enter inside the village (Kafr Naseh), immediately stop holding the arms in and out of the village, if the second party does not abide (Nour al-Dien al-Zenki movement) -then- the first (Hayyaat Tahrir al-Sham) puts checkpoint east of the village, and the first party (Hayyaat Tahrir al-Sham) vows not to interfere with any of the mujahedin of al-Zenki movement in Baykeh checkpoint, in the case of a problem between 2 members of both factions in Kafr Naseh; the Emir is request directly.”

No further details were released.


HAY’AT TAHRIR AL-SHAM BEGINS INVESTIGATION TO FIND PERSONS LEAKING INFO ABOUT TERRORIST GROUP’S CHEMICAL WEAPONS – REPORT

The former branch of al-Qaeda in Syria, Hay’at Tahrir al-Sham (HTS), has launched an extensive investigation to determine the personnel responsible for leaking information about its chemical weapons, the Russian news agency Sputnik reported on November 2.

“HTS, the current front for the terrorist al-Nusra organization, and Jaysh al-Izza group, a key ally of al-Nusra, announced after a wide meeting … the formation of a committee for this purpose,” a local source familiar with the situation told Sputnik.​

According to the source, the committee will interrogate fighters of HTS and Jaysh al-Izza in order to determine the source of the recent leaks. Members of the White Helmets organization will be also questioned.

During the last few months, anonymous sources leaked critical information about HTS’ chemical weapons to several Russian, Syrian and Lebanese news outlets. The information included details of how the radical group had moved dangerous chemical materials with help from its allies, including the White Helmets.

Earlier this year, Russia revealed that Western countries had supplied HTS with chemical weapons as a part of a plan to stage a chemical attack in northwestern Syria and lay blame on the Damascus government. Later when Russia and Turkey reached a deconfliction agreement, these countries ditched the plan. However, the chemical weapons remained in the hands of HTS.

One week ago, the Islamic State (ISIS) launched a big attack against the U.S.-backed Syrian Democratic Forces (SDF) in the southeastern region of Syria.

The Islamic State managed to score a big advance during this attack, resulting in the withdrawal of the Syrian Democratic Forces from several towns near the Iraqi border.

Among the areas seized by the Islamic State last weekend were the towns of Baghouz Fouqani and Al-Sousah, which put them within striking distance of the Iraqi border for the first time in several weeks.

According to a new report from local activists, the Islamic State is now fighting the Syrian Democratic Forces at the Baghouz Mountain.

If the Islamic State is able to capture this large mountain, they will be able to impose fire control over the nearby town of Baghouz Tahtani.

Baghouz Tahtani is a small town that is located along the Iraqi-Syrian border near the key city of Albukamal.


Terrorists Dig Deep, Long Tunnels in Northern Hama to Hide Heavy Weapons

The Arabic-language website of Sputnik quoted the sources as disclosing that Jeish al-Izzah terrorists have been digging long deep tunnels in several regions in Northern Hama, including in a large region between al-Latamina and Kafr Zita, in Latmin, al-Sayad and in al-Arabaeen regions.

It further said the terrorists hide their weapons, ammunition, heavy military equipment, cannons, missile launchers, food stuff, drones and communication devices in the tunnels.

The Arabic Sputnik went on to say that the tunnels are 25 meters deep and 8 meters wide, adding that the tunnels have been dug under the supervision of foreign experts.

It said that the tunnels' ceilings are made of very strong cement materials to be safe against aerial and artillery attacks.

The terrorists employed Turkish traders to dispatch digging rigs and machinery to the region and also forced civilians and captives to work for them in digging operation.


HUMANITARIAN AID CONVOY ESCORTED BY RUSSIAN FORCES ENTERS AL-RUKBAN CAMP – REPORT

On November 3, a humanitarian aid convoy of the U.N. consisting of dozens of trucks entered the al-Rukban refugee camp near the Syrian-Jordanian border, according to the Reuters news agency. This was the first aid convoy to enter the camp in the last nine months.

“The first convoys have entered the camp,” Abu Abdullah, a member of the civilian council that runs the camp told Reuters.​


Meanwhile, the Russian Reconciliation of Opposing Sides in Syria announced that a unit of the Russian Military Police and three helicopters of the Russian Aerospace Forces had escorted the U.N. aid convoy on its way from the Syrian capital of Damascus to the 55km de-escalation zone around the area of al-Tanaf, where the al-Rukban camp is located.

“On our part, we have fulfilled all tasks on ensuring the safety of the humanitarian convoy,” Lt. Gen. Vladimir Savchenko said, according to the Russian news agency Sputnik.​

The U.S. and its proxies publicly ignore that the al-Rukban camp is located within the area occupied by them around al-Tanaf and blame the Damascus government and Russia for the deteriorating humanitarian conditions inside the camp. However, even some mainstream media and public figures, like former U.S. ambassador to Damascus Robert Ford, do not support this false narrative.

During the press conference, Erdogan said Assad had killed nearly one million of his own citizens, which is a figure he has referenced on a number of occasions in the past.

“As far as we are concerned, Assad is someone who has killed nearly one million of his citizens. He is not someone who we hold in high esteem. Massacres continue as before, but it is our wish that this process comes to an end and the people of Syria can begin to live their lives again,” Erdogan said, as quoted by Al-Jazeera.

However, Erdogan backed of his previous demands of Assad stepping down, telling the audience that the Syrian people will have to determine his future.

“The people of Syria will determine the future of President Bashar al-Assad,” he added.

A peace activist and journalist based in the US state of Virginia deplored Turkey’s military presence in Syria’s Idlib province as illegal and said the country is the wild card in the ongoing international talks aimed at restoring peace to the Arab country.

“Turkey, of course, is the wild card and in Syria illegally like the Americans and their allies, so it is too arbitrary to try to foretell Erdogan's plans,” Janice Kortkamp from Leesburg, Virginia, said in an interview with the Tasnim News Agency.

“With all the behind the scenes negotiations going on, it is difficult to have a confident opinion on specifics, though I am convinced that Syria will never accept a de facto extremists' caliphate or Turkish occupation within their borders,” she added.

Janice Kortkamp became an independent, completely self-funded, journalist after “seeing Western media bias regarding Syria and how that bias was promoting war and destabilization in Syria and all the Levant”. She has researched the current crisis for six years, putting in over 7,000 hours of study. She has visited Syria five times over the past three years, spending months traveling around the major population areas and the outskirts of Damascus, Homs, Latakia (including Kessab), Hama, Palmyra, Deir Ezzor and Aleppo. She has also gone to Germany, Lebanon, and Kuwait to meet with Syrian refugees and emigrants. Through friends and contacts in Syria as well as reports from genuine news sources around the world, she tracks the situation on the ground in Syria on an hourly basis.

Following is the full text of the interview:

Tasnim: Turkey rejected on Tuesday Syrian government accusations that it is not meeting its obligations under an agreement to create a demilitarized zone around the insurgent-held Idlib region, saying the deal was being implemented as planned. Syrian Foreign Minister Walid al-Muallem said in comments reported late on Monday that Turkey appeared unwilling to implement the deal. What is your opinion about the comments and the future of the Idlib province, which with adjacent areas is the last stronghold of insurgents?

Kortkamp: With all the behind the scenes negotiations going on it is difficult to have a confident opinion on specifics though I am convinced that Syria will never accept a de facto extremists' caliphate or Turkish occupation within their borders. I believe the final victory there will be achieved via a combination of both political and military solutions. There is also the attrition that is occurring as a result of in-fighting between the militant groups and many will probably evaporate. The number of civilians in the province is most surely greatly exaggerated as we've seen in previous "rebel" controlled areas and I guess the number to be closer to 1 million than the publicized 3 million. Safe corridors should be a priority for all in my opinion. Just as I've seen Aleppo, Homs and other areas liberated and coming back to life, I hope Idlib will be soon. The remaining issue then will be to end the US coalition's illegal occupation and to finish Daesh completely. The biggest behind the scenes factor, of course, is Israel. The leadership there is feeling emboldened by the unquestioning support of the Trump administration and also they are in a panic at seeing Syria win the war and Hezbollah emerging stronger than ever.

Tasnim: A four-way summit on Syria recently ended in Turkey’s Istanbul without any major breakthrough. In a joint communique following their meeting, Turkish President Recep Tayyip Erdogan, German Chancellor Angela Merkel, French President Emmanuel Macron and Russian President Vladimir Putin called for "an inclusive, Syrian-led and Syrian-owned political process" and said conditions needed to be created for the safe and voluntary return of refugees. The comments came as the summit was not attended by any Syrian groups. What do you think about the summit?

Kortkamp: It isn't surprising that no major breakthroughs came from this particular meeting; however the fact that France and Germany appeared willing to circumvent the US and participated is positive. France, of course, has been fully supporting the US illegal war against Syria and has even built its own illegal military posts. Germany has also been supporting the efforts of the US and allies to destabilize and weaken Syria using terrorist and mercenary proxy armies. The wording they agreed on is both negative and positive. While it's good they agreed that it should be a Syrian-led and owned process, the addition of the word inclusive is troubling. Does this mean that Syria must include Muslim Brotherhood representatives, al Qaeda-affiliated and other groups who have committed horrific crimes against the people of Syria, or Saudi sponsored fundamentalists and traitors in a political solution? No rational country would accept that and so I doubt Syria will. Russia has been generally good about coordinating diplomatic efforts with Damascus and so the Syrians not being there isn't necessarily a huge problem because at least none of the "opposition" were there either. However, obviously Russia has its own interests and so they can't be viewed as a perfect substitute for the Syrian government in these matters. Turkey, of course, is the wild card and in Syria illegally like the Americans and their allies so it is too arbitrary to try to foretell Erdogan's plans.

As for refugees returning, of course, that is already happening even though there are many complicated issues to work through as Syrians return. Syria has the right to determine how that is achieved in order to ensure that militants/terrorists are not also returning in order to create more violence and rebellion. Another complication is that property ownership and personal documents were often destroyed by "rebels" making reestablishing identity or property ownership a painstaking process. All of this will take time and huge effort but great progress is being made in spite of the ongoing war and according to the Russians, about 1.4 million Syrians have already returned home.

Tasnim: Iran, Russia, and Turkey - the three guarantor states of de-escalation zones in Syria - have held several rounds of peace talks in Kazakhstan’s Astana and elsewhere to help end the conflict in the Arab country. The fourth round of those talks in May 2017 produced a memorandum of understanding on de-escalation zones in Syria, sharply reducing fighting in the country. What is your assessment of the parallel talks between the three countries on the Syrian crisis and Tehran’s role in the peace process?

Kortkamp: The talks in Astana have provided the only effective diplomatic efforts regarding reducing violence and ending the conflict. Syria is much safer in most areas since the war began. I've traveled to many of the liberated areas and been surprised to see how quickly rebuilding of infrastructure and restoring of society is occurring; it is quite dramatic. Thanks to the fight and sacrifices of the Syrian Arab Army and clear stand of the Syrian government, combined with the military and diplomatic assistance of Syria's allies Iran, Hezbollah and Russia - and the many sacrifices of their own - life in Syria is getting measurably better and more normal each day. I believe over time Syria's victory will contribute greatly to stability in the region overall.

Turkish President Recep Tayyip Erdogan expects to hold negotiations with Russian President Vladimir Putin and US President Donald Trump in Paris on November 10-11, the Turkish leader said at a news conference in Ankara.

"An international meeting will be held on November 10-11 in Paris, which Trump will also attend. We will have a chance to meet face to face and discuss various issues. It will be possible to talk to Putin in the same format," he said.

The previous meeting between the Russian and Turkish presidents took place on October 27 in Istanbul on the sidelines of the Russia-Turkey-France-Germany summit devoted to the Syrian settlement.


Syria to Cooperate With UN New Envoy Pedersen If De Mistura's Mistakes Avoided

Damascus will cooperate with Geir Pedersen, new UN special envoy for Syria, if he does not use the methods that outgoing envoy Staffan de Mistura did, Syrian Deputy Foreign Minister Faisal Mekdad said in an interview for local Al Watan newspaper.

"We will cooperate with the new special envoy, Geir Pedersen, the way we did with two previous special envoys, if he refrains from using the methods of his predecessor," Mekdad said.

He went on to cite other conditions for Damascus' cooperation with Pedersen.

"He must declare his commitment to Syrian territorial integrity and to the people of the Syrian Arab Republic; he cannot take the side of the terrorists like his predecessor did; he should stand for the ideals and the superior values enshrined in the UN Charter, which aim at ensuring people's freedom within the framework of the terrorism fight," Mekdad said.

On October 31, UN Secretary-General Antonio Guterres announced that he had appointed the Norwegian diplomat to serve as his Special Envoy for Syria, replacing outgoing envoy de Mistura.

Pedersen has significant diplomatic experience, including serving as Norway's Representative to the Palestinian Authority from 1998 to 2003, as ambassador to the United Nations from 2012 to 2017 and ambassador to China since.

At the United Nations, Pedersen served in various roles, including as Special Coordinator for Lebanon, Personal Representative of the Secretary-General for Southern Lebanon and as Director of the Asia and Pacific Division in the Department of Political Affairs.


Four Syrian Troops Killed in Militant Shelling in Hama, Idlib Provinces

Shelling by militants in Syria's Hama and Idlib provinces over the past 24 hours has left four Syrian servicemen killed and another one injured, the Russian Defense Ministry's Center for Syrian Reconciliation said in a statement on Saturday.

"Over the past day they [militants] attacked settlements of Dejaj [in Idlib province] and Abu-Dali in Hama province. Four servicemen of the Syrian Arab Republic were killed and one serviceman was injured," the statement read.

The center said it had recorded continued violations of the ceasefire regime by illegal armed groups operating in the Idlib de-escalation zone.

Syria has been in a state of civil war since 2011, with the government forces fighting against numerous opposition groups and terrorist organizations. Russia along with Turkey and Iran are guarantors of the ceasefire regime in Syria.

The tribal leaders of Deir Ezzor and Al-Raqqa issued a statement this weekend that called on their fellow Arabs to fight against the US-backed Syrian Democratic Forces (SDF) in eastern Syria.

Per the statement, the tribes of Al-Raqqa and Deir Ezzor call on Arabs within the SDF to defect; if the refuse, they will be labeled an enemy.

The statement comes after the tribal leader Sheikh Bashar Faysal Al-Huwaydi was killed in eastern Syria.

Huwaydi was the leader of one of the largest tribes in northern Syria; he was assassinated by unknown assailants in Raqqa city.

He was reportedly assassinated after leaving an SDF commander meeting in Raqqa city.

The Arab tribes have accused the SDF of assassinating him.
 


BEIRUT, LEBANON (8:00 P.M.) – The Syrian Arab Army (SAA) uncovered a large weapons cache in southern Syria, Saturday, while combing through the Al-Quneitra and Daraa provinces.

According to a field report from southern Syria, the military uncovered a large quantity of weapons that were left behind by the jihadist rebels that once controlled these areas in the Al-Quneitra and Daraa governorates.

A field commander told the Syrian Arab News Agency (SANA) on Saturday that the uncovered weapons included shoulder-fired missiles, Israeli–made rockets , local-made rocket launchers, 23mm heavy machine guns, 120 mm mortar launchers, explosive tank shells, large amounts of munitions, rifles, PKCs machine guns , 12,7mm munitions as well as RPGs Israeli-made and Israeli-made cars.

Protective equipment, telecommunication devices, rocket and machine guns –launching-pads, night vision binoculars, anti-tank weapons were also found among the weapons and ammos, the commander added.

The Syrian Arab Army are still combing through the areas once controlled by the rebel forces in southern Syria; they expect to find more warehouses and weapons as they proceed further.

Syria is interested in renewing its air fleet by acquiring commercial Russian MC-C1 aircraft, with Damascus authorities calling Moscow a top priority on the list of buyers, Syrian Transport Minister Ali Hamud said.

According to him, the Syrian Ministry of Transport considers the purchase of Russian-made aircraft a “dream that should come true as soon as possible.” He indicated that the Syrian authorities are closely watching the development of the MC-21.

“For me, one of the first tasks of the Ministry of Transports is to go to Russia to buy all the necessary, related to air vehicles. We ask the friendly Russian side so that Syria has right of priority in the purchase of the planes in question,” said Hamud.

“We have been informed that the development of these aircraft can be completed by the end of 2019. We will be among the first to purchase the Russian aircraft to replace the Syrian air fleet by this type of aircraft,” said the minister.

He added that Syrian airlines will need additional airplanes to re-establish air traffic with Europe, reinforcing that the MC-21 will fit the target.

Elsewhere in the Arab country, the situation in the US-controlled part of Syria is deteriorating, a spokesman for the Russian Defense Ministry said.

“The situation in the gray zone, the US-controlled part of the eastern bank of the Euphrates in Syria, is rapidly deteriorating,” said the official representative of the ministry, Igor Konashenkov.

“This is not a zone of de-escalation or reduction of confrontation, it is a gray area where the situation is deteriorating. This is evidenced by the large number of terrorist attacks and hostage-taking,” he said.

Konashenkov added that social and inter-ethnic contradictions are increasing in this area.

Military analyst Aleksandr Zhilin opined on the deterioration of the situation and evaluated the actions of the North American side.
“We are going to say frankly: the US in Syria does not plan to carry out a peace process.

They sabotage in every way, try to prevent any political agreement aimed at directing the situation to a compromise and peace. In Syria they are all fighting against Assad. It is the United States itself, the Daesh [ISIS], as well as other terrorist organizations. This is the pro-American coalition in Syria,” Zhilin stressed.

“The situation in the zone that is under the control of the United States once again confirms the thesis that the Americans use the terrorists to fight,” he said.
 
US Aircraft Flies Near Syrian Border To Detect S-300 Missile System

A reconnaissance aircraft for the US Air Force has reportedly flown over the Syrian borders in order to collect information on the recently-delivered S-300 missile system , sources specialized in aviation confirmed.

According to the same sources, a reconnaissance aircraft type RC-135 took off from a military airbase in Crete Island, Greece and flew for a few hours over the Syrian coast.

During this time, a Russian IL-76 plane took off from the Russian base of Hmeimim.

Earlier, a RC-135W reconnaissance plane for the RAF was spotted flying over southern Syria through Iraqi, Jordanian and Israeli airspace.

A Turkish drone was also seen hovering over the jihadi-held province of Idlib in northwestern Syria.

This comes after Russian has delivered the advanced S-300 missile system to Syria last month.

On a related context, USA is preparing its F-35 Lightning II multirole fighters to confront the S-300 missiles in Syria.

Earlier, Russia announced that it would provide Syria with the S-300 missile defense system as part of its response to the downing of a Russian Il-20 plane with 15 airmen onboard in Latakia.

On 2 Oct. ,The S-300 missile system and dozens of additional hardware pieces have been delivered to the Syrian military to boost security of Russian personnel there.


Kurdish Militia Furious at US Indifference to Ankara's Threats in Eastern Euphrates

The Arabic-language al-Watan newspaper reported on Sunday that the Kurdish forces are dissatisfied with the US for continued deployment of the Kurds to the ISIL-held regions in Eastern Deir Ezzur.

The US-led coalition has sent over 1,200 Syrian Democratic Forces (SDF) from the Kurdish-held regions, including Ein al-Arab (Kobani), to battlefields in Eastern Deir Ezzur, while a large number of Ankara-backed militants, equipped with heavy military equipment, have been put on alert near the towns of Tal Abyadh, Kobani and other regions held by the Kurds in Eastern Euphrates.

Meantime, field sources reported that the SDF has withdrawn from several military positions in Badiyeh al-Rozeh in Eastern Deir Ezzur for the fear of ISIL attacks.

Reports said on Saturday that the Turkish troops continued targeting the positions of the Kurdish militia in several regions in Hasaka and Raqqa provinces regardless of the deployment of the US army men at Syria-Turkey border.

The Turkish army targeted the positions of al-Sanadid fighters, affiliated to the SDF, in Northern Hasaka including the village of Tal Jahan, injuring a gunman.

In the meantime, the Kurdish-language Hawar news reported that the Ankara forces targeted Tal Abyadh's countryside in Raqqa province, injuring several people including two media activists.

Meanwhile, the London-based Syrian Observatory for Human Rights (SOHR) reported that the US army has deployed along the borderline between Syria and Turkey in a large region between the Tigris and the Euphrates Rivers and also in the town of Ein al-Arab in Northeastern Aleppo to prevent any military movement by the Turkish troops.

In the meantime, the Kurdish militias claimed that they carried out monitoring patrol across a region between Ein al-Arab in Northeastern Aleppo and the town of Tal Abyadh in Northern Raqqa after continued attacks of the Turkish forces at the Syrian towns and villages on the Eastern banks of the Euphrates River.


HAY’AT TAHRIR AL-SHAM AND TURKESTAN MILITANTS SHELL NORTHERN GOVERNMENT-HELD AREAS IN NORTHWESTERN HAMA

Radical militants violated the Russian-Turkish deconfliction agreement once again on November 4. They shelled civilian buildings in the towns of Jurin and Ma’an in the northwestern Hama countryside, according to the Syrian Arab News Agency (SANA).

“Terrorist groups of the so called Jabhat al-Nusra [now Hay’at Tahrir al-Sham] and the Turkistan Islamic Party [TIP] violated the deconfliction agreement on [the governorate of] Idlib and fired four mortars at the towns of Jurin and Ma’an,” the SANA’s reporter in Hama said.​

The mortar attack resulted in material loses only. However, a day earlier a similar attack by the al-Qaeda-affiliated militants on the northwester Hama countryside killed four soldiers of the Syrian Arab Army (SAA), according to the Russian Centre for the Reconciliation of Opposing Sides in Syria.

Two days ago, a Syrian source warned that these repeated violations may eventually provoke a large-scale military operation by the SAA and its allies. However, Turkey is yet to take any serious step to implement the deconfliction agreement.


SIGNS OF DE-ESCALATION: SYRIAN ARMY DISCHARGES HUNDREDS OF RESERVE OFFICERS

On November 4, the Ministry of Defense of Syria issues an executive order discharging hundreds of reserve officers from the ranks of the Syrian Arab Army (SAA).

The order, which was published by the Syrian Arab News Agency (SANA), covers all the reserve officers who were summoned between 2011 and 2013. In order to be discharged, every officer should have at least 5 years of continues service.

Last May, the SAA discharged more than 10,000 soldiers from service in a similar step. That was the first time the army released soldiers from service since the beginning of the Syrian war in 2011.

This decision confirms that the SAA has overcome its manpower shortage, which was a serious problem between 2012 and 2013. The recent victories in Homs, Deir Ezzor, Damascus, Daraa and al-Quneitra have boosted the confidence in the army and boosted its morale. As a result, tens of thousands of men have joined the army ranks recently.


Popular Uprising against Israeli Forces Reported again in Syria's Occupied Golan

SANA said that Syrians in the occupied Golan held a sit-in in the small town of Majdal Shams to declare their opposition to any Israeli plan for Judaization of the Golan, including election for a local council.

It further said that the protestors underlined their adherence to their Syrian identity, vowing to continue uprising against Israeli forces to free the occupied Golan.

In the meantime, people gathered in Ein al-Tinah region in Quneitra province and declared their full support for the occupied Golan's resident, opposing the Israeli-planned election for a local council.

The protestors further condemned any Israeli move to stir a gap among residents of Majdal Shams, Baqa’atha, Ma’sdah and Ein Daqnah regions in occupied Golan.

On Tuesday, a number of Syrian protesters were arrested in the occupied Golan Heights region, following a wide-scale demonstration against the ongoing Israeli municipal elections.

According to a report from the Damascus Now publication, several Syrians were arrested by the Israeli Defense Forces (IDF) inside the Golan Heights town of Majdal Shams.

The arrests reportedly took place after protesters from the nearby towns of Baqa’atha and Ma’sdah joined the demonstration in Majdal Shams.

Furthermore, Damascus Now reported that an explosion was heard near Majdal Shams after a land mine was detonated; they blamed the Israeli Defense Forces for planting the mine.

The Israeli Defense Forces did not comment on the current demonstrations in the Golan Heights, despite several reports from the Syrian government.

The Golan Heights was captured by the Israeli Defense Forces during the brief Six-Day War that was fought in June of 1967.

Since Israel began their occupation of the Golan Heights, the United Nations has passed two major resolutions (Res. 242 and 497), which calls on Israel to withdraw from the area and recognizes Syria’s right to the territory.


Syrian Journo Summoned in Israel Over Coverage of Protests in Golan - Reports

Syrian and Druze families living in the Israeli occupied Golan Heights have been protesting against Tel Aviv’s policies amid ongoing local elections. The protesters have been burning election ballots, waving Syrian flags and putting up portraits of Bashar al-Assad along the border with Syria.

The Syrian TV channel Ikhbariya has reported that one of its reporters was called in for questioning over his coverage of the protests against the Israeli elections in the Golan Heights.

"Forces of the Israeli occupants have called in Ikhbariya's reporter in Golan Heights for questioning after he highlighted the protests of our citizens living in the Golan Heights against local elections and their actions of support for our country," the channel said.

Residents of the Golan Heights, occupied by Israel, were electing local lawmakers and city mayors on October 30. This was the first time that Israeli authorities allowed Syrians and Druzes, who have been denied exchanging their Syrian citizenship for Israeli, to cast their votes. Still, the measure was met with protests in the Golan Heights, with Syrians burning election ballots and waving Syrian flags.

Druze Arabs attempted to block the entrances to polling stations in protest against the elections, but were dispersed by Israeli police using tear gas.

Damascus has slammed Israel over organizing elections in the occupied territories, accusing it of enforcing a "Judaization" on "Syrians living in the occupied Syrian territories." The Syrian Foreign Ministry has sent letters to the UN secretary general and the UN Security Council president urging them to take measures against Tel Aviv over holding illegal municipal elections in the occupied territories.

The Golan Heights were seized by Israel from Syria during the Six-Day War in 1967 and for a long time the territory was governed by an Israeli military administration. However, in 1981 Tel Aviv decided to extend its laws to the occupied territory and established a civil administration in it. The decision was condemned by the UN Security Council as illegal from the point of international law, despite Israel justifying it as aimed at safeguarding its borders from aggressive military acts.
 
Russia, Syria to cooperate in formation of Syrian Constitutional Committee – Assad

Syrian President Bashar Al-Assad on Sunday received visiting Russian president’s envoy for Syria Alexander Lavrentyev to discuss issues of the formation of Syria’s Constitutiional Committee, SANA news agency reported.

According to SANA, the sides agreed to continue cooperation to remove all possible obstacles on the path of establishing this committee.

An agreement on a constitutional committee in Syria was reached at the Syrian National Dialogue Congress in Russia’s Black Sea resort city of Sochi on January 30-31. The committee will be tasked to elaborate recommendations on amendments to the Syrian constitution.

According to SANA, Lavrentyev informed the Syrian leader about the results of the October 27 four-lateral summit of the Russian, Turkish, German and French leaders in Istanbul and about the efforts taken by Russian jointly with other regional and international sides “to reach progress in political settlement and ending the war.

Assad highly estimated Russia’s efforts aiming to neutralize interference of external forces into Syrian affairs.


Turkish forces must leave for security, stability to prevail in Syria: Deputy FM

A high-ranking Syrian official has demanded that “occupation” forces from Turkey must leave, emphasizing that the troops must depart the territories of his conflict-plagued Arab country in order for security and stability to be restored there.

“The Syrian Arab army is the only party that stands against the Turkish occupation of the Syrian territories,” Deputy Foreign Minister Faisal Mekdad told the pro-government and Arabic-language al-Watan daily newspaper.​

We believe that these (Kurdish parties) should return to the spirit of citizenship and to believe in their homeland; not to use Americans, Israelis and others against the interests of their native soil,” he said when asked about calls by some Kurdish militant groups in the areas controlled by the US-backed Syrian Democratic Forces (SDF) to stand against Turkish attacks.

Mekdad added, “The Syrian army stands with all groups, parties and tribes in order to tackle terrorism for the benefit of Syrian people.”​

He stated that Syria will eventually emerge victorious over terrorism and its sponsors, and all areas will be liberated from the clutches of Americans, Turks and separatists, thanks to the high motivation and sacrifices made by the Syrian nation and Syrian army.

The senior Syrian official highlighted that the Damascus government cannot trust Turkish assurances, because Ankara’s objectives are colonial and expansionist.

“The Ankara government misleads the public opinion inside Turkey and in the (Middle East) region by announcing something but implementing something else,” Mekdad commented.​

He further noted that Damascus will cooperate with new UN special envoy for Syria, Geir Pedersen, if he avoids the “methods” of his predecessor Staffan de Mistura.

Mekdad went on to cite other conditions for his government' cooperation with Pedersen.

“He must declare his commitment to Syrian territorial integrity and to the people of the Syrian Arab Republic. He cannot take the side with terrorists like what his predecessor did. He should stand for the ideals and the superior values enshrined in the UN Charter, which aim at ensuring people's freedom within the framework of the fight on terrorism,” the Syrian deputy foreign minister said.​

On October 31, UN Secretary-General Antonio Guterres announced that he had appointed the Norwegian diplomat to serve as his Special Envoy for Syria, replacing outgoing envoy de Mistura.

Syria has been gripped by foreign-backed militancy since March 2011. The Syrian government says the Israeli regime and its Western and regional allies are aiding Takfiri terrorist groups wreaking havoc in the country.


ISIS CONDUCTS NEW ATTACKS ON SYRIAN ARMY TROOPS AROUND AL-SAFA

On November 4, ISIS fighters targeted and destroyed a battle tank and Shilka vehicle of the Syrian Arab Army (SAA) around the heavily fortified area of al-Safa with anti-tank guided missiles (ATGMs), according to the terrorist group news agency Amaq.

Earlier, Amaq reported that ISIS snipers killed two soldiers of the SAA around al-Safa, which lays between the Damascus desert and the governorate of al-Suwayda.

ISIS fighters in al-Safa and the Damascus government reached an agreement back in October. Under the agreement, which was sponsored by Russia and the U.S., the terrorist group was supposed to release 28 civilian hostages, who were abducted in late July. In exchange for that, the army would allow the terrorists to withdraw from area.

However, the agreement collapsed after the release of six hostages only due to the repeated violations from ISIS side. This forced the SAA to resume its military operations in al-Safa on October 28. Since then, no significant SAA advance has been reported.


AT LEAST 50 MEMBERS OF US-BACKED FORCES KILLED AND INJURED IN ISIS VBIED ATTACK IN RAQQA CITY: ISIS CLAIMS

On November 4, a vehicle-borne improvised explosive device (VBIED) exploded near a headquarter of the US-backed Syrian Democratic Forces (SDF) in the al-Noor street in the city of Raqqa.

ISIS claimed responsibility for the attack and said that it was carried out by its cells in Raqqa. According to the terrorist group news agency, Amaq, more than 50 fighters of the SDF were killed and injured as a result of the VBIED explosion.

“God willing, we will ruin the lives of unbelievers, and those who support and help them, we will not have mercy or pity on them,” ISIS said in a short statement.​

The Kurdish Hawar News Agency (ANHA) reported that only a single civilian was killed in the attack. However, it acknowledged that “some” personnel of the SDF were injured.

This incident is another example of how the weak security measures of the SDF. The situation in the city allows ISIS cells to plan and carry out bigger attacks. Earlier this week, the terrorist group managed to assassinated a prominent tribal leader, which sparked a crisis between the US-backed group and the Arab tribes.

The Russian Navy has been amassing a large number of ships off the coast of Syria as the Sochi Agreement continues to fall apart.

According to media reports, Russia has sent their Admiral Makarov frigate with long-range Kalibr cruise missiles to the Mediterranean; it will join the Admiral Grigorovich, Admiral Essen and Pytlivy frigates, landing ship Nikolai Filchenkov and the Vishny Volochek missile corvette.

This move by the Russian Navy appears to be in response to the constant ceasefire violations committed by the jihadist rebels inside the Idlib buffer zone.

A military source in Damascus told Al-Masdar News this afternoon that the Russian naval buildup was conducted in response to the ceasefire violations and refusal of armed groups to leave the buffer zone.

The Russian Federation has accused the armed groups inside the Idlib buffer zone of violating the Sochi Agreement, the Interfax News Agency reported.

Citing the Russian Reconciliation Center, the Interfax Agency reported that the armed groups were repeatedly violating the Sochi Agreement, adding that they were still active inside this designated buffer zone.

This accusation comes just days after the Russian Ministry of Defense said that the armed groups in Idlib had failed to withdraw from the buffer zone.

Turkey maintains that the buffer zone agreement is still in place, despite the fact the militants in Idlib have refused to withdraw from the demilitarized areas.

All militants were supposed to withdraw from the demilitarized areas by October 15th; however, the armed groups remained inside the buffer zone, prompting the Syrian Arab Army to maintain their forces at the front-lines.

The Syrian Arab Army (SAA) unleashed a heavy attack along the southern axis of the Idlib Governorate last night,
a military source told Al-Masdar News from nearby Hama.
Led by their 11th Tank Division, the Syrian Arab Army fired a plethora of surface-to-surface missiles and artillery shells towards the jihadist rebel defenses in the towns of Al-Taman’ah and Sukeek.

This attack on southern Idlib would then spread to the northern countryside of the Hama Governorate, where the Syrian Arab Army once against targeted the jihadist defenses with artillery shells and surface-to-surface missiles.

The jihadist rebels would then respond to the Syrian Arab Army’s attack by launching their own strikes on the latter’s posts near the towns of Al-Lataminah and Lahaya in northern Hama.

The violent exchange would last for several hours last night before both sides finally halted their hostilities towards one another.

Despite the announcement of the Idlib buffer zone agreement by the Turkish and Russian presidents on September 17th in Sochi, the Syrian military and rebel forces are still attacking one another on a daily basis.

Both sides have accused the other of violating the ceasefire agreement; however, much of the animosity on the Syrian Army’s side derives from the fact that the jihadist rebels have yet to withdraw from the designated demilitarized zone.

The Syrian military is preparing to decommission several units and soldiers that have served for most of the war, a source told Al-Masdar News this afternoon.

According to the military source, the Syrian Arab Army (SAA) will discharge soldiers that have served at least five years and decommission a number of units they served in. This move by the Syrian Arab Army comes as the military attempts to shift to post-war Syria, which will rely more on police units and less on infantry and armored personnel.

Earlier this year, the Syrian Arab Army discharged thousands of soldiers that served in the military since the 2011 draft year.

The 2012 and 2013 draftees were informed that they would later be discharged once the situation in Idlib is settled.

For many of the soldiers from the 2012 and 2013 conscription years, they have fought in some of the most gruesome battles this war has seen; these include the Aleppo, East Ghouta, and Daraa campaigns.

French prosecutors have issued international arrest warrants for three senior Syrian intelligence and government officials, including security chief Ali Mamlouk, for alleged collusion in war crimes, lawyers and a judicial source said on Monday.

Mamlouk, one of Syrian President Bashar al-Assad’s most senior advisers, was targeted by the order alongside Jamil Hassan, the head of Airforce Intelligence who is already the subject of a German warrant, the sources said.

Another senior Airforce Intelligence official, Abdel Salam Mahmoud, who lawyers say heads a detention facility at Mezzeh military airport in Damascus, was named in the order.

The warrants stem from a long-running case involving two French-Syrian nationals, father and son Mazen and Patrick Dabbagh, who were arrested by Syrian Airforce Intelligence agents in Syria in November 2013 and subsequently disappeared. The Dabbagh family obtained documents from Syria in July 2018 indicating that Mazen died in custody in November 2017 and Patrick in January 2014, lawyers for the family said.

“This is a first victory and I hope the beginning of a new era of justice and accountability for crimes against humanity and war crimes committed in Syria,” said Obeida Dabbagh, the brother and uncle of the victims, who worked with legal and human rights groups to bring the case and secure the warrants.

In a statement, the rights groups — the International Federation for Human Rights, France’s League for the Rights of Man and the Syrian Center for Media and Freedom of Expression — said the warrants were issued on October 8.

“The international arrest warrants demonstrate that the wall of impunity surrounding Syrian officials at the highest level can indeed be broken,” said lawyers Clemence Bectarte and Patrick Baudouin in a joint statement.

Prosecutors in Paris had already opened a probe into the pair’s disappearance, starting with a preliminary investigation in 2015, and had found that their house in Damascus had been raided by intelligence officials, the judicial source said.

The French warrants bring charges including collusion in torture, forced disappearances, crimes against humanity and war crimes against the Syrian officials. All three suspects could face trial in France, whether they are arrested or not.

Germany - which has universal jurisdiction over war crimes, meaning it can prosecute and try crimes committees abroad - has also taken similar steps, issuing an arrest warrant in June for Airforce Intelligence official Hassan.

Efforts to prosecute members of the Assad government have repeatedly failed because Syria is not a signatory of the Rome Statute of the International Criminal Court (ICC) in the Hague. Russia and China have also vetoed attempts to give the ICC a mandate to set up a special tribunal for Syria.

The French newspaper Le Monde reported, citing legal sources, that a French court has issued international arrest warrants for three Syrian intelligence officials suspected of “complicity in acts of torture, complicity in enforced disappearances, complicity in crimes against humanity and war crimes.”

They have reportedly been identified as Ali Mamlouk, head of the National Security Bureau, Jamil Hassan, chief of intelligence services of the Air Force, and Abdel Salam Mahmoud, head of the investigation branch of these services.

Syrian authorities haven’t commented on the reports so far.

The judicial information was also allegedly based on an October 2016 complaint for “enforced disappearances, acts of torture and crimes against humanity,” which was lodged after two French-Syrian nationals — a father and a son — went missing in Damascus in 2013.
 
Russia’s Envoy Accuses White Helmets of Plotting New False-Flag Chemical Attacks

Russian Ambassador to the UN Vassily Nebenzia on Monday told the Security Council that terrorists and the White Helmets group continued preparations for chemical weapon provocations in Syria.

"We continue to receive alarming information that terrorist groups in Syria in conjunction with the White Helmets are preparing for large-scale provocations with the use of toxic substances," he said.

The Russian center for the reconciliation of opposing sides had been alerted to the plot by local residents who claimed White Helmets "were seeking individuals who would be willing to participate in the staged incidents in exchange for receiving food," he said.

This plot, Nebenzia added, is aimed to "shield violators of Syrian sovereignty, to provide a pretext for new aggressive actions against Damascus, to taint Russia’s reputation and to claim that Russia is colluding with those perpetrating heinous crimes."

Both Damascus and Moscow repeatedly accused militants and the non-governmental organization the White Helmets of staging several provocations involving chemical weapons attacks to influence public opinion and justify foreign intervention in Syria. Back in April, a staged chemical attack prompted the US-led coalition to strike Syria with well over 100 missiles.


Syrian State Media Reports Use of Banned White Phosphorus by US-led Coalition

The Syrian Arab News Agency (SANA) reported about the US-led coalition's airstrikes on several targets in Syria's Deir ez-Zor province over the last few weeks.

On November 3, SANA reported about 15 civilians killed in a US-led coalition airstrike on the city of Hajin in Deir ez-Zor province.
According to reports, the coalition used white phosphorus in the airstrike.

"The International Coalition used shells with white phosphorus, prohibited by international conventions, during an air strike on the New Market area in Hajin in the east of Deir ez-Zor province," the agency reported, citing local sources.

SANA had earlier reported about the US-led coalition using the internationally-prohibited white phosphorus munitions in their airstrikes in Syria.

The use of white phosphorus munitions is banned under the 1977 First Additional Protocol to the 1949 Geneva Conventions.

Three Children Dead in US-Led Coalition Airstrike

Three children who were residents of the village of Al-Shaafah died in one of the US-led coalition's airstrike on the province, according to SANA.

Syrian media have reported recently about dozens of civilians killed in various villages in Deir Ez-Zor province.

The coalition has repeatedly rejected media reports about the death of civilians, saying that the strikes had only targeted militants from Daesh* terrorist group.

The city of Deir ez-Zor was partly occupied and besieged by Daesh between 2014 and 2017, when Syrian government forces launched an offensive against the terrorists and lifted the siege.

The civil war in Syria has been raging for over seven years, with the government forces fighting against numerous terrorist groups and opposition factions. The country has recently begun restoring its economy and infrastructure, and rebuilding cities which were destroyed during the war.

ISIS Militants Move Freely In Euphrates River As US Jets Kill Civilians In Deir Ezzor

The “Islamic State” organization published a propaganda video shows their military operations in the vicinity of Abu Kamal area, where boats are used to move between the banks of the Euphrates River.

According to the video, ISIS followed a plan to move by boats, including heavy fire covering by their fighters as they crossing the river from the eastern bank to the west.

The well-produced video was attached by a sound note of their leader Abu Bakr Al-Baghdadi.

The “Syrian Democratic Forces” have failed in the last few days to penetrate into the Hajjin area enclave, the last strongholds of ISIS east of the Euphrates.

Meanwhile, US jet fighters renew airstrikes in eastern Euphrates – specifically in Hajjin area – killing 15 civilians, injuring others mostly children and women, local sources told SANA news agency.

Moreover, The United States-led International Alliance on January 29, bombarded several areas of Hajjin city with internationally banned white phosphorus bombs.

On April 8, two US fighter jets carried out raids on a Hajjin city using flaming pyrotechnic munitions, according to a statement by the Russian Defense Ministry.


ABOUT 1,200 MEMBERS OF TURKISH-BACKED MILITANT GROUPS DEPLOY NEAR POSITIONS OF US-BACKED FORCES IN NORTHERN SYRIA

Over 1,200 members of Turkish-backed militant groups deployed near positions of the US-backed Syrian Democratic Forces (SDF) in northern Syria during the last 48 hours, the Syrian Observatory for Human Rights (SOHR) reported on November 5.

According to reports in from other militant-affilated sources, this increased an approximate number of members of the Turkish-backed miltiant groups near the area of Manbij to 3,000.

Meanwhile, the Syrian Democratic Forces, which consist of mostly Kurdish militias, also redeployed a number of its units to northern Syria. These units were moved from a front against ISIS near the Hajin pocket in the province of Deir Ezzor.


Syria Detects No Israeli Attacks Since Russian S-300 Delivery – Reports

Russia has delivered 49 units of its sophisticated S-300 long-range surface-to-air missile systems to Syria in wake of the accidental destruction of a Russian Il-20 plane by Syrian air defenses responding to an Israeli attack.

The Israeli Air Force (IAF) hasn’t attacked Syria since Russia delivered the S-300 air defense system to the Syrian government forces, Al-Masdar News reported, citing an unnamed military source in Damascus.

The source claimed that the IAF hadn’t violated Syria’s airspace from either the disputed Golan Heights or Lebanon, although it has flown close to the border.

The military insider also denied an anonymous Israeli official’s claim, reported by Reuters, that Tel Aviv had carried out attacks after the downing of the Russian warplane on September 17.

The source further told Al-Masdar news that the Russian military was still training the Syrian air defense units to use the S-300s in the provinces of Latakia and Hama.

On October 29, Reuters cited a senior Israeli official as saying that the IDF had attacked Syria, “including after the downing of the Russian plane,” while Israel’s Channel 1 reported that one of the strikes had targeted an alleged Iranian shipment of equipment destined for Hezbollah.

The delivery of 49 units of S-300s was completed in early October after the Russian Defense Ministry announced that it would supply Syria with air defense systems to improve the security of Russian troops stationed there.

The decision was made in the aftermath of the inadvertent destruction of a Russian Il-20 reconnaissance aircraft by Syrian air defenses repelling an Israeli air strike.

The Russian military has blamed the wreckage on Tel Aviv, emphasizing that an Israeli fighter jet had used the Russian plane as a shield against Syrian air defense systems. Israel has dismissed the accusations, claiming that it had warned Moscow about the upcoming air raid in the area in advance.

The Project 11356P/M-class frigate Admiral Makarov will join the Russian naval group in the eastern Mediterranean, the press service of the Russian Navy’s Black Sea Fleet announced on November 5. The frigate left the port city of Sevastopol earlier on the same day.

The US-led coalition has reportedly targeted a Syrian town in the province of Deir ez-Zor with white phosphorus bombs. The coalition has been repeatedly accused of deploying banned munitions, yet it denies its involvement.

The coalition attacked the town of Hajin in the province of Deir ez-Zor with white phosphorus incendiary munitions, which are banned under the Geneva Convention, SANA news agency reported on Monday. No information on casualties or damage was immediately available.

Earlier on Monday, the agency reported another coalition airstrike in the same province, which killed three children in the village of Al-Shafah. It remains unclear, which type of munition was used during that attack.

Over the past few months, the US-led coalition has been repeatedly accused of using white phosphorus munitions in the province of Deir ez-Zor, where it supports the so-called Syrian Democratic Forces (SDF) fighting the remnants of Islamic State (IS, formerly ISIS).

In October, the Syrian Foreign Ministry sent a letter to the UN Security Council, condemning the use of white phosphorus and accusing the US-led coalition of using the so-called “scorched earth” tactics. Moscow also blamed the coalition for using the banned bombs in the town of Hajin back in September, stating that the munitions triggered massive fires in the area.

Despite numerous reports of the banned weaponry usage, the coalition has repeatedly denied its involvement.

Use of any incendiary munitions in populated civilian areas was banned by the 1980 Protocol III of the Convention on Certain Conventional Weapons. Washington joined the protocol back in 2009.

The document, however, does not cover other white phosphorus-based munitions, namely flares, smoke screens and signals. Such a loophole allows several nations, including the US, to keep weaponry based on the compound in stock.

White phosphorus ignites on contact with oxygen, producing bright light, high-temperature heat and white smoke. Fumes of the chemical are extremely toxic, while exposure to burning phosphorus causes deep, slow-healing burns.

The Turkish warplanes are carrying out an increasing number of flights over the border with Syria's Hasaka as Ankara ground troops are preparing to launch a large-scale operation against Kurds on the Eastern banks of the Euphrates River, a Lebanese media outlet reported on Monday.

The Arabic-language al-Manar TV Channel reported that the Turkish fighter jets have been flying in large numbers over the border region with Hasaka province in Northeastern Syria.

It further said that the US-led coalition forces and the Washington-backed Syrian Democratic Forces (SDF) held joint patrol along Syria-Turkey border between the two small towns of al-Darbasiyah in Northern Hasaka, and Ra'as al-Ein in Northwestern Hasaka.

The tv channel went on to say that a large number of Turkish troops and Ankara-backed militants have been put on alert along the contact lines with the SDF in Northern Syria to be used in a military operation on the Eastern banks of the Euphrates River.

In the meantime, the London-based Syrian Observatory for Human Rights (SOHR) reported that the SDF commanders held a meeting over countering Turkey's possible attack on the Eastern banks of the Euphrates River.

The Kurdish-language Hawar news reported on Sunday that the Kurdish militias launched a sum of 19 penetration, sniper and ambush attacks against the Turkish army and its allied militants in Afrin region in October that left 42 Ankara forces, inducing three Turkish soldiers, dead.

It further said that a sum of 10 Ankara forces were injured and 8 military vehicles destroyed in the Kurds' attacks.

Al-Ra'ei passageway at Syria-Turkey border went out of service on Monday after two rival terrorists groups engaged in fresh infighting in Northern Aleppo.

Turkish authorities closed off al-Ra'ei passageway at border with Northern Aleppo after almost 100 terrorists of Sultan Murad, affiliated to the Ankara-backed Free Syrian Army (FSA), stormed the positions of rival terrorists from the Free Police at the border-crossing and seized its control.

In the meantime, two bombs went off in the vehicles of Ankara-backed militants on a road to Jarez region near the town of Mare'a in Northern Aleppo and along a road between Mare'a and Kaljabrin that left a number of terrorists, including several commanders, dead or wounded.

On Sunday Ankara-backed terrorists engaged in fresh round of clashes in the towns of Azaz and Afrin in Northern and Northwestern Aleppo.

Gunmen of Liwa al-Shamal and their rival terrorists known as Police Forces, both backed up by the Turkish army, engaged in heavy fighting in the town of Azaz in Northern Aleppo.

The infighting came after the Police Forces arrested 2 Liwa al-Shamal militants. The infighting inflicted several casualties on both sides.

Local sources, meantime, said that al-Shamiyah Front sent its gunmen from Afrin to Azaz following the infighting.

Other sources in Afrin reported that militants of Sultan Murad clashed fiercely with other rival militants in the village of Kafr Janah in Afrin, adding that several terrorists were killed and at least 10 more were wounded in the infighting between the two Ankara-backed militant groups.

A high-ranking Syrian official has demanded that “occupation” forces from Turkey must leave the country, emphasizing that the troops must depart the territories of his conflict-plagued country in order for security and stability to be restored there.

The Syrian Arab army is the only party that stands against the Turkish occupation of the Syrian territories,” Deputy Foreign Minister Faisal Mekdad told the pro-government and Arabic-language al-Watan daily newspaper.

“We believe that these (Kurdish parties) should return to the spirit of citizenship and to believe in their homeland; not to use Americans, Israelis and others against the interests of their native soil,” he said when asked about calls by some Kurdish militant groups in the areas controlled by the US-backed Syrian Democratic Forces (SDF) to stand against Turkish attacks, press tv reported.

“The Syrian army stands with all groups, parties and tribes in order to tackle terrorism for the benefit of Syrian people,” Mekdad added.

The senior Syrian official highlighted that the Damascus government cannot trust Turkish assurances, because Ankara’s objectives are colonial and expansionist. “The Ankara government misleads the public opinion inside Turkey and in the (Middle East) region by announcing something but implementing something else,” Mekdad commented.

He further noted that Damascus will cooperate with new UN special envoy for Syria, Geir Pedersen, if he avoids the “methods” of his predecessor Staffan de Mistura.

Foreign nationals who live abroad will soon be able to join the British armed forces, the UK government is set to announce on Monday, according to a report.

The UK Ministry of Defense (MoD) is reportedly set to scrap the requirement that Commonwealth citizens need to have lived in the UK for five years before applying for the armed services, according to the Daily Telegraph.

According to reports in the British media, the UK military is hoping that the new initiative will supply an extra 1,350 recruits from overseas every year to fill the rank and file of the Army, Royal Air Force and Navy.

The almost unparalleled news comes amid a litany of reports which say that the UK's armed forces are finding it very difficult to recruit enough service personnel to fill vacant positions. In April 2018, alarm bells rang throughout the British establishment following the release of a report by the National Audit Office, which found that the military was short of 8,200 full-time personnel. Shortages were found to exist in major positions that are necessary for sustaining viable defensive power, such as weapons technicians and air force pilots. The report's authors noted that the personnel shortage constituted "the largest gap in a decade".

However, the new initiative will allow applicants who have never lived in the UK to apply for all roles in the forces from across the Commonwealth countries, including people from India, Canada, Australia and Fiji.

According to The Telegraph, the Royal Navy and Royal Air Force will begin the process of taking on Commonwealth recruits almost immediately, while the army is slated to start from early next year.

While there are special exemptions for applicants from the Republic of Ireland and the Nepalese Gurkhas, people from outside the Commonwealth countries will still need British citizenship to apply for the armed forces.

The plan is but the latest in a series of efforts to bolster the number of people applying to serve in the British military.

In January 2018, the army launched a campaign that attempted to encourage diversity in the forces, calling on people of different religious beliefs and sexualities to join. Yet, it didn't go down so well with the military's top brass, some of whom said that by focusing on 'diversity', the campaign failed to speak to those people most interested in joining the forces.

Colonel Richard Kemp, former commander of British forces in Afghanistan said at the time that the campaign, "reflects the fact that the army, like the rest of government, is being forced down a route of political correctness".

"What is most important is that the army recruits and is full of soldiers. It's of secondary importance that they reflect the composition of society," he added.
 
Israeli Minister Threatens to Strike Syrian S-300s If Israeli Jets Get Hit

An Israeli minister said Monday that Russia’s shipment of S-300 anti-aircraft systems were “a big mistake” and said Israel would target them if Israeli planes are hit in Israeli airspace.

Ze'ev Elkin, Israel's minister of Jerusalem affairs and minister of environmental protection, who is also the co-chair of the Russia-Israel Intergovernmental Commission, said that Israel is ready to attack Syria's new S-300 air defense systems in the event that they are used to fire on Israeli jets.

"We consider the very fact of shipping S-300 to Syria a big mistake," Elkin said during a press conference for Russian media Monday. "The Syrian military are not always capable of correctly using the hardware transferred to them. In case of improper operation, civilian aircrafts may be harmed," he said.

"The Syrians, if they ever want to, might use [these systems] to down an Israeli military or commercial plane over Israeli territory," he said, "considering the mess that is going on in the Syrian Army. Shipping S-300s might lead to destabilization of the situation."

He said that Israel will retaliate in the event of an air defense attack, and he partially put the responsibility for any such incident on Russia.

"By shipping these kinds of weapons to Syrians, Russia bears partial responsibility for their use," Elkin said. "Usually, Israel reacts to attacks on its territory and its aircrafts not through international demarches, but with practical actions. Actions would undoubtedly take place, should [an attack] occur, against the launchers used to attack Israeli territory or Israeli planes."

"I hope greatly that there would be no Russian military specialists [at S-300 sites]," he continued. "Israel has for all these years been doing everything it can to make sure Russian military personnel are not harmed. The Iranians have repeatedly used the Russian military as a living shield and conducted arms relocation operations under the cover of the Russian military presence." :rotfl:

Elkin claimed that, according to Israeli intelligence, the Iranian military has attempted to use Russian military bases for arms shipment operations.

"We have good enough intelligence regarding Iranian actions, and we know how to warn our Russian colleagues about such attempts in time."

The S-300 systems have been shipped to Syria in response to an incident in which the Syrian military's older S-200 air defense systems shot down a Russian Il-20 military airplane while firing at four Israeli F-16 jets. Moscow later said the Israeli jets had used the Russian craft as cover from anti-air fire. The incident led to the deaths of 15 Russian military servicemen. The shipment of S-300s was completed on October 2.


Russian FM: Israeli Strikes in Syria Will Increase Regional Tensions

Israeli strikes in Syria will not resolve Tel Aviv's problems but will only increase tensions in the region, Russian Foreign Minister Sergey Lavrov said on Monday.

"Military operations cannot resolve Israeli security concerns but will only help increase regional tensions," Lavrov said in an interview with Spain's El Pais newspaper.

The minister added that Israel endangered the life of Russian troops in Syria's Palmyra in 2017 by failing to stick to its own commitments.

"Unfortunately, Israel has not always met its obligations, primarily those related to the warnings by the Russian military against military operations in Syria. In some cases, this endangered the life and health of our soldiers in Syria, for example when Israeli planes bombed targets near Palmyra in March 2017," he stressed.

Lavrov also said that Moscow regrets that the Western countries rejected the idea of Russian President Vladimir Putin to create an international counter-terrorism coalition under the auspices of the United Nations.

"The idea to establish a broad anti-terrorism coalition under the auspices of the United Nations was raised by Russian President Vladimir Putin at the UN General Assembly back in September 2015. Unfortunately, it was not supported by our Western partners," the foreign minister said.

"This is unfortunate because terrorism threatens all members of the international community."

On October 2, Moscow completed its deliveries of S-300 systems to Damascus in a bid to increase the safety of the Russian troops deployed in the Middle Eastern country. The air defense upgrade was announced after a Russian Ilyushin Il-20 military plane was downed on September 17 by a missile launched by a Syrian S-200 air defense system targeting Israeli F-16 jets that were carrying out airstrikes in Latakia. The Russian Defense Ministry has blamed the crash on the Israeli Air Force, claiming that the Israeli jets used the Russian aircraft as a shield against Syrian air defense systems.

Former Israeli deputy chief of staff and ex-head of the National Security Council Gen. Uzi Dayan told Sputnik in an interview last week that Israeli forces have no plans to target Russian-made S-300 air defense systems in Syria if the Syrian army uses them in a way that poses no threat to Israel.


Russia’s Lavrov regrets West was against idea of global anti-terror front in Syria

Russia’s Foreign Ministry regrets that Russian President Vladimir Putin’s proposal to create a broad international front against terrorism in Syria has found no support in the West, Russian Foreign Minister Sergey Lavrov said in an interview with Spain's El Pais newspaper.

"From our point of view, this [unity of all forces combating terrorism in Syria] would have been an ideal solution which we have repeatedly called for. Terrorism is a global threat and it could be neutralized through joint efforts, on the solid foundation of international law," he said answering a question about a coalition of Russia, Syria, Iran and Turkey with the United States and other NATO members against radical Islamists.

Lavrov recalled that the Russian president put forward an idea of a broad anti-terror front brokered by the United Nations at the UN General Assembly in 2015.

"Unfortunately, it was not supported by Western partners. It is regrettable as terrorists threaten any member of the world community without exception. No one will be able to hide in a safe harbor," Lavrov emphasized.

According to the Russian top diplomat, Western countries’ military presence in Syria runs counter to international law, "and is actually an invasion in a part of a sovereign state" since they did not receive a corresponding request from Syria’s legitimate government, unlike Russia.

Russian Presidential Envoy for Syria Alexander Lavrentyev and Secretary of Iran’s Supreme National Security Council Ali Shamkhani held talks in Tehran on Monday, the Tasnim news agency said.

The Russian envoy and the Iranian senior security official discussed political resolution to the Syrian conflict.

According to the news agency, Shamkhani praised cooperation between Tehran, Damascus and Moscow, pointing out that it had become a leading factor in giving the upper hand to the Syrian army against terrorism.

The Russian presidential envoy for Syria has arrived in Iran to deliver a report on the recent quadrilateral summit of Russia, Turkey, France and Germany held in Istanbul.

On October 27, Russian President Vladimir Putin, Turkish President Recep Tayyip Erdogan, French President Emmanuel Macron and German Chancellor Angela Merkel held quadrilateral talks on Syria in Istanbul. The leaders confirmed their adherence to political and diplomatic resolution to the Syrian conflict, hailed Russian and Turkish efforts to set up a demilitarized zone in the Idlib province, and urged to intensify efforts to provide Syria with humanitarian aid, including restoration of damaged infrastructure. The leaders adopted a joint statement at the summit.

Turkey is thankful to Russian President Vladimir Putin for supporting the Sochi memorandum on Syria's Idlib which allowed to prevent another humanitarian catastrophe in the Arab country, Turkish Foreign Minister Mevlut Cavusoglu said at the press conference in Tokyo in response to a TASS question.

"Russia is an important partner for us, and our bilateral relations expanded over the last several years. We are trying to do everything possible to develop our cooperation in different spheres. I am very thankful to the Russian president for his support of the memorandum on Idlib. This is probably the last opportunity to achieve a political solution in Syria. Moreover, we managed to prevent another humanitarian catastrophe," Cavusoglu said.

Talking about the planned meeting between Putin and Turkish President Recep Tayyip Erdogan in Paris this week, the foreign minister noted that the sides will be able to discuss Syria and several regional issues. "There are some bilateral issues that our leaders discuss at their meetings. Syria is always on the agenda," he added.

According to the Russian-Turkish memorandum signed in Sochi on September 17 after talks between Putin and Erdogan, the demilitarized zone in Idlib should have been established by October 15. However, Turkey asked to postpone the start of joint patrolling in Idlib due to its inablility to guarantee security.


Living Conditions Critical In Over 1,000 Camps In Terrorist-Held Regions In Idlib

Refuges in more than 1,000 camps in terrorist-held regions in Idlib province are suffering from very disastrous living condition, Syria’s state daily reported on Monday.

The Arabic-language al-Watan daily quoted militant-affiliated sources as reporting that a sum of 1,039 refugee camps are controlled by Tahrir al-Sham Hay’at (the Levant Liberation Board or the Al-Nusra Front) and other terrorist groups in Idlib province, adding that over 778, 000 refugees are living in the camps.

It went on to say that over a half of the camps are located in Harem region in Northern Idlib, adding that refugees in the camps are suffering from very dire living conditions, including shortage of fuel, drinking water, health service and other necessary facilities.

The daily further pointed to the growing infighting among rival terrorist groups and intensified insecurity in militant-held regions in Idlib province, and said that the refugees’ difficulties are deteriorating.

Syria’s Arabic-language al-Mahaver news website reported last month that body organ trading by terrorists intensified in Idlib city and other militant-held regions in the Northwestern province.

It further said that the terrorists kidnap several civilians in the militant-held regions in Idlib each day to excise their organs in dreadful operations and send them to Turkey by certain groups that are running operations in both countries.

The civilians go under illegal surgery and their body organs are taken out and sold at high prices, the news website said, adding that people in the Northeastern city of Idlib have “called on the Syrian Army to enter their region and save them from the terrorist groups’ brutalities”.


About 20,000 Syrians Returned From Lebanon Since Beginning of 2018 - Russian MoD

About 20,000 refugees who had fled Syria because of the war and been living in neighboring Lebanon have returned to their homes since the beginning of 2018 via the Jaydet-Yabus checkpoint near Damascus, deputy head of the Russian Defense Ministry's Center for Syrian Reconciliation, Maj. Gen. Yevgeny Kharchenko, told reporters.

"According to our registration data, since the beginning of 2018, more than 20,000 refugees have returned to their places of residence [via the Jaydet-Yabus checkpoint]," Kharchenko said.

Many refugees from Syria were forced to spend over a year in Lebanon. Abdullah Ahmad Aswad fled to Lebanon with his family seven years ago.

"There was a difficult life, I was a laborer, I was paid little money. When it became safe in Syria, we decided to return here," he told reporters, adding that his relatives are waiting for him in the city of Yalda in Eastern Ghouta.

According to the Reconciliation Center, there are about 1.5 million Syrian refugees in Lebanon, which has a population of just over six million people. About 380,000 left Syria for the neighboring country when the civil war began. Since July 18, more than 29,000 refugees have returned to Syria from Lebanon and Jordan.

As the Syrian government has regained control over most of the country's territories that were seized by terrorists, it is now focusing on creating favorable conditions for repatriating refugees. Moscow is assisting Damascus in this process, along with providing humanitarian aid to civilians and serving as a guarantor of the ceasefire, together with Turkey and Iran.
