What these creeps do, "claiming the land" as they call it, is IMO described in USC 18 Chapter 50a (a), the sanctions described in USC 18 Chapter 50a (b) are heavy: 20 years, 1M US$ fines, death. Since most of these people have probably not renounced their American citizenship they'd qualify for the chair according to that law, so to speak.
Why has nobody, ever, to my knowledge, sent a letter to the prosecutor stating that so-and-so whom they know went to the West Bank ?
Is it difficult in the US to send such a letter to the office of the prosecutor ? Where I live you just need to write a letter, detailing what you know and (optional) what laws you suspect were broken. If they want to know more they'll contact you. Since it is a penal code matter as opposed to a civil code matter, no costs should be involved beyond getting a lawyer to write a letter in proper jargon (what is also optional, IMO).
I have been thinking about this lately. It is so blatant that I can only guess that they have assurances from high places that there will be no prosecution. Otherwise I don't understand how they are offering for sale in the US property in East Jerusalem which was basically stolen from their owners with the complicity of the Israeli Govt. I am speaking of Nof Zion as one example known to me. In any case it is not easy, neither being a lawyer nor living in the US, to understand how to get the law to work against these people, but eventually I (or somebody else) will find something that will stick.

I realize this way of thinking is very 3D but the alternative, not doing anything at all or just venting anger, appears less appealing. I might fail in everything I do (or I might succeed), but at least I'll have tried to do something. Important is to explore the problem at hand and understand what is going on. Very generally put, my conclusions until now are that the Palestine issue has nothing to do with "politics" and everything to do with crime, and if one looks closer, it has to do with specific persons carrying out specific acts which are precisely sanctioned in many jurisdictions. Working from these premises, I think that one can throw truckloads of sand into their gears by merely stating the obvious before an appropriate forum, OSIT.
