strange marks on some article pages

I was just at this page and noticed that there are (?) questions marks, throughout the entire page.
Is that fixable?

Hi Meager,

The question marks disappear when you change character encoding in your browser from UFT-8 to ISO-8859-1. In Firefox, it's under View in Menu. I'm not sure if the page will be fixed as all the material is being moved to the new Cass site bit by bit.
