Strange photo - Electrical phenomenon?

A reader sent the following picture and so far I don't know what it may be. Does anybody have an idea? He wrote he wans't aware of anything suspicious during taking the pictures only later on he saw what can be seen in the pictures.

The raw data are the following:

f: 16 (f 14 in jpg version)
iso: 31
t: 20 seconds
Time taken: March, 09:17 am

It looks like mist to me. A bit like this picture:

The glare might be due to sunlight reflection.

I might be totally wrong though!
 
It looks like early morning fog in a low lying part of the area, with sun reflecting on it. Did your friend mention what time the picture was taken? There could be overhead cloud, which makes the surrounding area dimmer, while the sun on the horizon would illuminate the fog. Or it could be something weird . . . .

Did you mean to reference something else? Lightning is an electrical phenomena and can be photographed.

Lightning is a spark that can take pictures.
 
I would say mist. Also, 20 seconds is a very long exposure, so the camera may have seen 'more' than the photographer.

Yeah, if this was a fast shutter pic then it might be interesting, but with the shutter open for 20 seconds, you're going to get all sorts of light effects, especially from a very slow moving or stationary fog with light penetrating/reflecting off it.

Yeah , I think so too, with the slow shutter speed the camera's "see's" more than the photographer, and all sorts of effects start to appear the longer the exposure lasts. Looks like mist to me, as this pic was taken in the morning in a field, but I guess we can never be 100% sure...

It was taken according to the meta data in the morning at 09:14.
