My first point is that the first sentence is logically incorrect. The survey age group is 18 to 34, so an 18 year old might answer virgin, and it would not logically follow that the same 18 year old would not have sex until after 34. That same 18 year old might have sex at 20. By the time they all reach age 34, the data might show only 5% are still virgins.
My second point is that's a rather massive range for an age group, and I think it makes it difficult to draw conclusions. For example, a more segmented data could show the percentages of virgins are:
50% for age group 18 to 19
45% for age group 20 to 21
40% for age group 22 to 23
20% for age group 24 to 25
10% for age group 25 to 26
5% for age group 27 to 28
2% for age group 29 to 34
That hypothetical data might indicate nothing out of the ordinary. I'm assuming the surveyors took down the exact age of each person, so they should be able to easily access the information.
My third point is that this survey is actually saying there's a lot of sex happening. The headline would accurately read, "Survey shows over 50% of young people in Japan are not virgins", and that suggests to me that plenty of them are having sex.
