This is an Argentine film with executive production funding coming partially, or possibly entirely from France. Its the early 60s and Mossad is all over South America looking for war criminals. The well organized German/South American conduit keeps Mengele one jump ahead of zionist retribution.
The film is in German and Spanish languages, but subtitled badly in English. This in no way diminishes the film's subtle creepiness. Mengele, the psychopath well played, sizes up people of interest to him as potential experiment candidates, and manages to charm folks into consenting to participate. The consummate mad doctor.
I thought it was very well done. The scenery and production values are good, as is the acting. The subtitles take a bit of getting used to. They seem to have been done with gisted translation software.
