The year 1970 American quarter misprint

The Living Force
This report is circulating the web about a misprint on a 1970 American quarter coin. Other than the mistake, what drew my attention was this sentence, "The mistake happened when the quarters were printed over 1941 Canadian quarters." Is THAT - legal? How long has this deception been going on and why would the Canadian Government permit such an outrageous practice?

Check your pockets! This quarter may be worth much more than you think

CHICAGO — The year 1970 may be your lucky number.

Check your pockets for a quarter made that year, because it could be worth a lot of money.

The coin is currently listed at $35,000 on eBay because it has a mistake. According to reports, at least 22 people have expressed interested in the coin.

On the back — just above the word “dollar” — there is a tiny “1941.”

The mistake happened when the quarters were printed over 1941 Canadian quarters.

“This is one of the most fascinating and intriguing proof mint errors ever discovered,” the listing reads. There are currently more than 300 people interested in the item on eBay.

It is interesting but could possibly be part of recycling coins for reuse?
