couple of days back , one nice guy( middle to late 50's) came to my house for census. As per him , he is a flight manager in a big airliner , laid off 2 yrs back, lived on unemployment for 2 yrs and joined the census team after the unemployment benefits ran out. I felt very sorry for him.

I think this guy ( james O Keefe) the maker of this video is paranoid. putting 8 hrs instead of 6.5 hrs or 7 hrs constantly happens in most of the consulting positions. people work less and more depending on the need. managers doesn't want to bargain or deal with fluctuations on a daily basis. It is natural understanding. If some body works for 4 hrs and puts 8 hrs consistently , it can be called fraud.
training should be paid, why does this be free ?.

people hate if some manager insist on working 8 hrs plus 1 hr for lunch every day . My guess is this guy worked under some Nut case and thinks the every body should be like this.
Now onwards , census managers will be paranoid.

Yes its hard for the unemployed in this tough economy. I never knew that most "consulting jobs" did that, I guess its not really a fraud then. To your question why isn't the training paid for, I do not know. Mostly likely the government is just being cheap.

I have seen lot of people doing like this for simple reason. Managers just want things done. they don't care if you spend more or less. If it happens every day, manager either warn you or try to engage you or he will completely ignore it.

Also for accounting purposes fixed time and number of hours is infinitely easier. If it changes managers are accountable to explain the reasons for wide variations, "what work he did". No body wants to take that of headaches. Let me tell you , even if you with actual hours , you are not going to save a penny for simple reason. Census teams go out on streets ,so no body can check how many houses you have gone and how much time it took etc. so there is no way one can cross check. At max , they can do is how many houses you went and some minimum threshold,

To your question why isn't the training paid for, I do not know. Mostly likely the government is just being cheap.

The maker of the film wondered why he was paid for training saying he didn't work.- This is common to be paid for training. Training is part of the Job. Also it is common ( even relieving ) that letting people go half hour before the end of the day, particularly on the last day. But doing every day tells they are too relaxed and we know govt. employers do that a lot and that is the only attraction for a person to be govt. employee , as they are paid relatively low wages.

By the way, This guy did a great job in putting the camera and edited well, only the reasons he was saying I think is paranoid. If he thinks millions can be saved by putting the exact no. of hours , Surely we can If we live in a perfect world. but we live in a world where trillions gets stolen in a flash and select few psychopaths steal obscene amount of many of the corps of their customers, where as common man goes to jail for protesting for empty stomach.
