"A NAVSEA spokesman told USNI News that there have been sporadic evacuations from the iconic Building 197, the site of the 2013 Navy Yard shooting as a result of an, “unconfirmed incident.”

It's an unfolding situation, unconfirmed at this point, many news sources running with it.

Around 7:30 a.m., a call was placed from a building inside the Navy Yard for possible sounds of gunshots, according to the Metropolitan Police Department. Around 10 a.m., police said their search was complete and no evidence of a shooting or injuries was found.

The U.S. Navy also confirmed there was no sign of a shooting, shooter or victims, according to a statement released just before 11 a.m. All personnel were safe and accounted for, the statement added.

I was watching RT when this story broke. The presenter specifically mentioned an 'active shooter'.
