In Caracas, he said, “General Donovan began by meeting with his team of Joint Force service members, once again guarding the U.S. embassy facilities, and with his interagency partners.”
Scope of the visit
The trip of the head of the Southern Command is part of a stage of greater political and security rapprochement between Washington and the Venezuelan interim authorities, focused on institutional cooperation, internal stability and strategic coordination in the hemisphere.
In general terms, the US agenda towards Venezuela contemplates supporting governance processes, strengthening security and advancing joint plans defined by the White House, including the application of defense and national security strategies and articulation with regional partners to strengthen the stability of the country and its integration with the United States and other allies of the continent.

The International Monetary Fund (IMF) reported on Thursday that it is in an "information gathering" phase to determine the best way to resume contact with the Venezuelan authorities, although it reiterated that any restoration of relations must originate at the request of Caracas.
At a press conference, the agency's spokeswoman, Julie Kozack, indicated that "any rapprochement must start from an express request from the authorities" of Venezuela. He noted that they are "gathering information and elements to evaluate the best way to restore dialogue," either through technical assistance or other mechanisms, whenever requested by the country's authorities.
The Bank of Venezuela (BDV) enabled through its BDVApp platform an international card for the benefit of its users to make purchases in foreign currencies digitally.

The financial institution indicated that those who already have this tool, can start using it immediately. The customer must access the application with the chosen authentication method, access the Card menu, select it and activate the Internet Consumption option.
Once the international card has been enabled, the accredited person will be able to make transactions abroad or subscribe to international digital platforms and all charges will be made directly to their account in foreign currencies.
This card is automatically assigned by the institution by virtue of the use of the Banco de Venezuela ecosystem and the reciprocity of the client and also to those who have made currency purchases, so it does not require a previous application or additional procedures.
People think that the USA has come to solve their life. They are well idiotic with the enabling of credit cards and the increase of the same and have not even talked about salaries, only rumors and wishful thoughts in which they dream that they will have salaries of more than 1,000$ when there is no confirmation about how the quality of life here will improve.
With that desiring mental fog, people seem not to see that this implementation of credit cards and increase in the request for an exaggerated amount when the salary is incredibly low, only makes it clear that they will apply exactly what they applied in Argentina, borrowing through credit cards, paying debt with more debt.
Meanwhile, some people happily shout "Freedom" when more control really comes, but well, some people are free in their own captivity, in their stockholm syndrome, in their different internal and external levels.
The same people with their wishful thinking play with their own false expectations of change when the reality is that when the followers of psychopaths rule, they charge even for the air that is breathed.
Like everything, one have to find a way to take advantage from where one is, with what you have. Personally, it helps me to be able to get the credit card enabled again to receive money by paypal and no longer have to change the money by informal means such as from person to person and at the least favorable exchange for me where I only lose money and now I can get the dollars directly without requiring to do the aforementioned.
For better or worse, it is something that I can take advantage of in my favor and it is what remains, to look for those tools/possibilities, what is available and that can serve in favor for everything that comes instead of being focused on the problem or seeing everything in a negative way.
