First thing to do there, before speculating on anything, is to assess and judge the credibility of those pictures by things like researching the source and such. Then we can assign a probability of it not being a fake of sorts. If it then turns out that it could be real, we can start to speculate.

Can't quote Puma's post because they are quotes, but there seems to be an explanation regarding the red colored Sarandí river, located in the southern area of Buenos Aires. I've been looking for the analysis results without success but I found this:
