The Libyan Presidency Council (PC) has decided to hold consultative sessions for forming the new government in the city of Ghadames on the border with Algeria after it failed to meet in Tripoli.

The nine-member PC acts as the head of state of the country.

The council chose the city of Ghadames to hold meetings to break the deadlock that resulted from two members refusing to come to Tripoli, and after talks with them, one agreed and the other, Ali Gatrani, stuck to his guns and refused to come to Tripoli, so the board decided to hold meetings outside of Tripoli until the council convenes with its full nine members," a spokesman for the Libyan Government of National Accord told Sputnik on Monday.

The spokesman added that none of the candidates' names have been discussed so far and the sessions will only be consultative.

The Libyan government of National Accord is an interim government that was formed in Tripoli on March 31, 2016, under a UN-brokered political agreement signed on December 17, 2015 and is led by Prime Minister Fayez Sarraj. The December 17 agreement states that the interim government must hold new parliamentary elections within two years of formation.
 
Another boat tragedy leaves over 90 refugees missing off Libya

Nearly 100 refugees are feared dead after their unseaworthy vessel sustained damage and sank following departure from the Libyan coast.

A spokesman for the Libyan navy said on Thursday that a total of 126 refugees were aboard the ill-fated rubber boat.

“They were on an inflatable dinghy, which tore and filled up with water,” added General Ayoub Qassem.
He further said the coast guard rescued 29 survivors, adding that most of those rescued were African nationals.

Qassem quoted a survivor as telling his rescuers that the boat had set off with 126 migrants on boat from Garabulli, 70 kilometers east of Tripoli, and went down battered by high waves.

The coast guard reportedly received an SOS signal at around 15:00 local time.

Qassem added that three women and a child were among the 97 missing.

The United Nations says the perilous journey across the Mediterranean Sea from Africa to Europe has claimed more than 3,800 lives so far this year.

On Wednesday, French aid group, Doctors without Borders (MSF), said it had found the bodies of 29 asylum-seekers who perished in a pool of fuel and seawater on a crowded dinghy off Libya, probably from suffocation, skin burns or drowning.

In another development on Thursday, the EU said it had begun training the Libyan coast guard how to curb the influx of asylum seekers.

“Today we are starting the training of the Libyan coast guard in Operation Sophia which is a very important step,” EU foreign affairs chief, Federica Mogherini, said as she arrived for a meeting with NATO defense ministers in Brussels.

NATO chief Jens Stoltenberg also said the Western military alliance had just launched its own Operation Sea Guardian in the Mediterranean to help support Operation Sophia.

“Today we will discuss how to deepen NATO-EU cooperation and partnership further ... including in areas of countering hybrid threats, cyber defense, exercises,” he added.

The EU launched Operation Sophia last year after hundreds of asylum seekers died when their rickety boats sank off southern Italy, sparking popular outrage at their plight.

The central Mediterranean route has seen more asylum seekers risk their lives in recent months after the EU reached an accord with Turkey in March to halt an influx of refugees crossing the Aegean to reach Europe.

Stoltenberg further said within two weeks ships and aircraft will be provided by NATO allies to help back up the EU’s Operation Sophia.

A separate NATO mission in the Aegean will, meanwhile, continue, at least until the end of the year, German Defense Minister Ursula Von der Leyen said.

However, Turkish Defense Minister Fikri Isik said Ankara no longer saw a need for NATO forces in the Aegean.

“This was a temporary mission, and the goal has been reached in this temporary mission. There is no need to extend it further,” Isik told reporters in Brussels on Thursday.


Internationally-backed Libyan forces attack Daesh positions in Sirte

Libyan forces have launched a fresh offensive against Daesh positions in the Mediterranean port city of Sirte.

On Thursday, fighters from the nearby city of Misrata, allied with forces of the UN-backed unity government in Tripoli, were pushing their way through the last pockets of resistance in the city’s Ghiza Bahriya District.

They were supported by tanks and armored vehicles during the renewed offensive.

“Bonyan Marsous forces and the Libyan army forces are advancing onto Ghiza Bahriya to free it ... The Bonyan have been advancing in Ghiza Bahriya and thank God there have been no causalities so far, there are only some wounded, “ said Hussien Edra, a members of the Bonyan Marsous Brigade.

In May, the internationally-backed pro-government troops started a large-scale military operation, including street-by-street fighting backed by heavy air strikes and artillery fire, to eradicate Daesh militants in Sirte. They have so far recaptured most areas in the city.

Most of Daesh commanders in the city fled to other places and the remaining rank has been holding out via sniper fire, booby traps and car bombs.

Sirte is the only key base of the Takifiri militant group outside Iraq and Syria.

The city fell into the hands of Daesh Takfiri militants more than a year ago after the group extended their reach into North Africa by taking advantage of the chaos gripping Libya.

The North African country has witnessed unrest since 2011, when a NATO military intervention followed the uprising that led to the ouster and killing of long-time dictator Muammar Gaddafi.

Liberating the key city would deal a major blow to the militant group in its drive to expand its influence to territories beyond the Middle East.

At a NATO defense ministers' meeting, the EU announced the launch of its training program for 78 heavily-vetted members of the Libyan Navy and Coast Guard.

The failure of the West's 2011 intervention in Libya has left a catastrophic legacy.

Dictator Muammar Gaddafi has been toppled but the country has been unstable in civil unrest ever since. Libya now faces the threat from Daesh fighters who have exploited the chaos between rival governments to extend their power.

Libya's new UN-backed government continues to falter and has requested that Europe help with security training of its forces to help defend themselves.

The European Union and NATO answered the call on Thursday, pledging to help the unity government in Tripoli. EU foreign policy chief Federica Mogherini announced that the EU's Naval Force's (EUNAVFOR's) Operation 'Sophia' mission in the Mediterranean has launched a training program for Libya's navy and coast guard. It partly reflects not just Europe's role in the current Libyan debacle, but also the flow of migrants from Libya to Italy that is now part of Europe's worst migration crisis. Mogherini said the training program will help Libyans "disrupt smuggling and trafficking in Libya and to perform search and rescue activities which will save lives and improve security in the Libyan territorial waters."

It comes just days after at least 90 refugees drowned in Mediterranean after a boat capsized off the coast of Libya on Wednesday. Last year, 3,771 migrants died while trying to reach Europe.

A deal between the EU and Turkey earlier this year largely closed off the eastern route from the Middle East to Europe through Turkey. This has resulted in even more migrants taking the more hazardous central Mediterranean route from Libya to Italy.

However, the humanitarian focus has not prevented some from being uneasy at the EU and NATO training Libyan forces. The reality of Tripoli's unity government is that it is not united: Libya remains dominated by divided factions vying with each other for power, a fact that is hindering security. NATO Secretary General Jens Stoltenberg acknowledged on Thursday, that the "situation in Libya is not easy". Indeed the international community is struggling to shore up the UN-recognized government.

But EU officials insist that the 78 Libyan Navy and Coast Guard members that are being trained, have been through a long process of vetting. Their training aboard the two Sophia vessels in international waters is also expected to include instruction in legal and human rights issues.

Meanwhile, with winter fast approaching, human rights groups warn that the death toll from migrants attempting to cross from Africa to Europe in worsening sea conditions is likely to rise.
 
In an apparent attempt to restore stability in the beleaguered country, Libyan armed forces have declared a state of emergency, temporarily putting all democratic processes on hold.

05.12.2016 - Ali Katrani, head of the Presidential Council at the Government of National Accord told Sputnik that the state of emergency imposed by the military heralds the beginning of a transition period that will allow Libya to restore its territorial integrity.

The military, led by Field Marshal Khalifa Haftar, will take charge of the country during this time; once the country is united once again, the government will then focus its attention on reaching a political consensus within the nation.

Katrani pointed out that the Libyan National Army owes its successes in the fight against Daesh (ISIS/ISIL) and other terrorist groups due to the overwhelming popular support at home and to the recognition of its legitimacy abroad. According to Katrani, during the state of emergency all government institutions except for the house of representatives will suspend their activities; as the army assumes control of the country, military governors will be assigned to each region and military field courts will come into operation. He also insisted that the army does not seek to permanently seize power in the country, and as soon as the situation in Libya is stable the country will return to democracy: parliamentary and presidential elections will be held and a special committee will set to work on developing a constitution.

The time for coups in the world is over, Katrani declared, and if the people of Libya wish to see Haftar as their leader and he reciprocates, then the field marshal will participate in presidential elections.
 
The amphibious transport vessel San Antonio ended on Sunday its participation in the campaign against Daesh terrorist group in Libya, the US Navy said in a news release on Tuesday.

According to the release, the vessel concluded its support of Operation Odyssey Lighting (OOL) and completed a relief-in-place with the amphibious assault ship USS Wasp.

Since October, the San Antonio deployed precision airstrikes in support of the Libyan government forces fighting the Islamic State in the town of Sirte, the release stated. Over the course of 43 days, the San Antonio successfully executed dozens of combat missions, the release stated. The San Antonio belongs to the US 6th Fleet, which is stationed in Italy and serves to advance US national interests, security and stability in Europe and Africa.

The Libyan tribes called yesterday to express their great happiness in the election Donald J. Trump to be the next President of the USA. They also wish to thank all the American people for standing up against corruption and evil. They, the people of Libya know first hand the evil that this woman is capable of by her war crimes and lies committed in 2011 to destroy their country. They have suffered for over 5 years with her "behind the scenes" support of the illegal occupation of their country by her radical Islamic mercenary proxy army, her support of the 4% of Libyans that are radical Islamic terrorists and their forcibly installed puppet governments.

The tribes of Libya have spies in every sector of Libya. They informed me that they knew there was to be an attack on their country this coming week-end (Nov 12th & 13th). The attack was to target oil fields and the Libyan National army now fighting the radical Islamic terrorists. They know that the attack was to be staged out of Qatar directed by Hillary Clinton.

They stated: "When Donald Trump won the election, all attacks ceased to exist, they have all stopped".

They knew about the transfer of $1.8 billion dollars to Qatar by the Clinton Foundation a few weeks ago (this was reported here in the US). They said that Qatar agreed to shelter $1.5 billion of Clinton Foundation money for the Clinton's and that $200 million would be used to buy arms and pay the mercenaries in Libya to attack the legitimate Libyan National Army. Since the Clinton'[s have basically been de-fanged, it appears Qatar is in a position to keep the $1.8 billion of blood money.

Second, the tribes told me with joy that the militias made up of the Muslim Brotherhood, Al Qaeda, Ansar Al Sharia, LIFG, etc., occupying their country, are all in MOURNING. These radicals all say that no matter what they will stand with their sister, Hillary. Why is this? Because Clinton has been the one arming and funding them ILLEGALLY for the past 5 years. These so called militias are the criminals made up of less than 4% Libyans (the rest are mercenaries) who continue to destabilize Libya. They follow no rule of law, walk the streets with AK-47's, imprison anyone they don't like without any trial or accusation, torture thousands to death, destroy infrastructure such as the Libyan International Airport, dictate their rules to the people, install their puppets to steal from Libya etc,. etc. On November 8, 2016, they lost and the Libyan people won.

Finally, I hear some hope from the Libyans that they will again have their country back in their own hands and that the millions in exile can return to a safe home.

Eight months after the start of the operations against ISIL in the coastal town of Sirte “I officially announce the end of military operations and the liberation of the town”, Sarraj said in a televised speech two weeks after the announcement that the area was in control of forces loyal to the government, Hindustan Times reported.

The UN-backed government in Libya started a large-scale military operation in May to purge ISIL militants from Sirte, which is the hometown of former slain dictator Muammar Gaddafi.

Daesh, which had captured Sirte more than a year ago, had taken advantage of a chaos gripping Libya since 2011, when a NATO military intervention followed the 2011 uprising that led to the toppling and killing of Gaddafi.

Forces loyal to the GNA launched the final offensive to retake Sirte from Daesh terrorists on December 5. The city, located on the Mediterranean coast, was the main urban center that Daesh managed to seize outside Iraq and Syria.

The GNA, endorsed by the United Nations and several Western governments, has yet to fully establish its authority across Libya.

Libya is ready to accept any Russian initiative to establish political dialogue in the country, since Moscow has contacts with each of the parties of the conflict, and has a balanced position on the situation, said Deputy Prime Minister of the national unity government Akhmed Maetig.

"The presidential council welcomes any Russian initiative for national reconciliation in Libya, as Russia has a balanced position and good relations with all parties", - reports RIA Novosti.

He urged Moscow "to conduct its diplomacy" by persuading other parties to the conflict to accept a political agreement and to participate in the settlement process.

He also noted that the commander of the army Khalifa Haftar, who has not yet accepted the new government of Libya, must also be included in political dialogue.

"This is not some whim, this is a standard model in all countries - the military command must always submit to the authority of political leadership," - said Maetig.

Western media claimed that Moscow intends to take the side of Haftar in the Libyan conflict, however, Russia also maintains relations with the national unity government.
 
On Thursday, the government of Chad announced a military operation along its border with Libya amid threats that Islamist militants from the Libyan city of Sirte may attempt to flee into the central African country, Reuters reports.

Confirming that the border between Chad and Libya has become "a zone of military operation," Chadian Prime Minister Albert Pahimi Padacke said that "some isolated…groups have converged toward the south of Libya, that is to say on the northern border of our country, which is potentially exposed to a serious threat of…infiltration."

"With these two decisions, the government intends to stop any eventuality that could trouble the calm of our populations in these regions, and threaten peace inside our border," Padacke noted.

Last month, the Government of National Accord (GNA), the largest of several warring factions in war-torn Libya, announced the complete liberation of the city of Sirte from Daesh forces. The city on the Mediterranean coast had been captured by the terrorists in 2014, with UN-recognized GNA forces starting an operation against them in May, 2016. Many of the terrorists are thought to have fled into eastern and southern Libya.

Chad already faces problems with radical Islamist militants in its southern border regions. The country's army has been fighting Boko Haram, a brutal group affiliated with Daesh, which originated in Nigeria, but has since spread to areas in Chad, Niger, and northern Cameroon. Chad's military plays a major role in the regional effort to push back and eliminate the Boko Haram terrorists.

Libya descended into chaos in 2011, when a NATO-supported insurgency overthrew long-time leader Muammar Gaddafi. The war that followed has resulted in a number of militant and tribal groups vying for power, with some observers suggesting that Libya has effectively ceased to be a country.

Libya and Chad have faced a series of sporadic clashes between the late 1970s and the late 1980s, with Libya on one side, and France, the US and Zaire (now called the Democratic Republic of the Congo) on the other all vying for control of the central African country. Between 1986 and 1987, the two countries fought the so-called Toyota War, which resulted in Libyan forces getting expelled from Chad. Libya was then forced to cede the Aouzou Strip, a 114,000 square km strip of land rich in mineral wealth. In 1994, Libya completed its withdrawal from the area, and relations were normalized.

The meeting to discuss recent developments of the Libyan crisis took place in Cairo earlier on Saturday and was attended by the foreign ministers of Libya, Tunisia, Egypt, Sudan, Chad, and Niger, head of the UN Special Mission to Libya Martin Kobler, Arab League’s Secretary General Ahmed Aboul Gheit, as well as by African Union Special Envoy in Libya Jakaya Kikwete.

The final communique said the neighboring countries "rejected any foreign intervention in the internal affairs of Libya," as well as military solution to the crisis, as it could endanger Libya's stability and security.

The participants of the meeting also expressed their support to the Government of National Accord (GNA), which they believed should represent all Libyan forces.

Libya has been in a state of turmoil since 2011, when a civil war began in the country and Muammar Gaddafi was overthrown. In December 2015, Libya’s rival governments — the Council of Deputies based in Tobruk and the Tripoli-based General National Congress — agreed to create the GNA, to form the Presidency Council and to end the political impasse.

The first meeting of the GNA Cabinet took place on January 2, 2016 in Tunisia. Nevertheless, Libya’s Tobruk-based parliament still refuses to cooperate with the unity government.
 
According to a source within the Algerian military, Russia has agreed to arm General Khalifa Haftar, one of the key players in the Libyan civil war. Algeria, a key mediator in the region, has also provided assistance to Haftar.

A former Gaddafi loyalist, Haftar became a leading figure in the civil war against the former leader and today is estimated to control 60,000 fighters.

Haftar leads the Libyan National Army (LNA) in the east of the country, and is a close ally of the Tobruk-based House of Representatives parliament, a rival to the Tripoli-based Government of National Accord (GNA) which has all but lost control of the Libyan capital despite international support.

Russian media have reported that Khalifa Haftar was given a tour of a Russian aircraft carrier in the Mediterranean on January 11th. In November 2016, Haftar visited Moscow to meet with key political figures.

The criminal terrorists and John McCain, Obama and Hillary Clinton have stolen all the wealth of Libya. They have taken every bank account, they have stolen oil, gold, water, food, medicine etc. They steal the oil needed to run power plants and sell it on the open market without any international oversight (illegal bank transfers etc.) blinking an eye. The Libyan people suffer with no jobs, no money, no food and have taken to selling their organs on the black market to try and feed their families. They cannot walk on the streets, they are forced inside to avoid the terrorist gangs that roam the streets with ak-47 rifles ready to rob them or rape the women or imprison them for no reason.

Meanwhile, the leading terrorists, most of them on the most wanted lists for international terrorism, roam the country freely and have become billionaires with the stolen money from Libya and the Libyan people. The biggest criminal is Abdulhakem Belhaj, a known terrorist who was imprisoned in Libya before 2011 for his criminal acts. He is now a billionaire, he makes no bones about the money he has stolen and his acts of terror against the Libyan people, he is quite proud. One of his biggest supporters in US Senator John McCain. It is a well know fact that McCain is a personal friend and supporter of Belhaj. We have supplied photos of McCain and Belhaj together in Tripoli, where Belhaj is awarding McCain an award for his help in putting the criminals in charge in Libya.

The main terrorist militias in Libya are in the city of Misurata. These are the original Libyan "rats" (the 4% of Libyans that are radicals) who joined Hillary Clinton in her illegal war against Libya. These Libyans are radicals who support the Muslim Brotherhood, Al Qaeda, ISIS, Libyan Islamic Fighting Group (LIFG), Ansar Al Sharia and others. They have remained with a modicum of power in Libya because of their support by the US and Hillary Clinton, sending them arms, money and mercenaries from other countries. These criminals have been openly supported by the US Embassy in Libya since 2011.

There is NO legitimate government in Libya with the exception of the legally elected Government in Tobruk, but there are difficulties with them too because they are infiltrated by the Muslim Brotherhood. There are many good men in that government trying to help cleanse their country but one must know who they are and how to discern the difference between them. The UN so called Unity Government or the Government of National Accord (GNA) is a UN puppet government that was never welcomed into Libya, the Libyan people had no say in this appointed government and it is made up of many terrorists and radicals. They came into Libya by dark of night by boat and hold themselves up in the Mitiga Airport that is controlled by Belhaj. The other so called government "The National Salvation Government" holds itself in the Rixos Hotel and is made up of radicals who LOST the legal election but refused to give up their positions and attacked those that were legally elected forcing them to move their representative government to Tobruk.

Having said that, here is what is happening in Libya and why the tribes of Sirte put out this current statement. The UN unity government has taken the Misurata terrorist militias as their personal army. The UN government acts like they are the legitimate government in Libya, they report that they are fighting ISIS with their loyalist army, On top of that they have called bombing raids into Libya from Africom (US military control of Africa). They have NO authority in Libya and they are the puppet government of the Khazarians who blew Libya up in the first place. Very convenient for them, the Khazarians, having put their puppets in Libya who can call in air strikes that have been approved by their own puppet government.
They are taking credit for cleansing Libya which is a complete lie and just the opposite. The Misurata militias are the same as ISIS, they are terrorists, they have killed, imprisoned, raped and destroyed hundreds of thousands of Libyans.

The photo below of the graves, is a photo just published, of the thousands of graves near Misurata killed inside their illegal prisons.

What happened in Sirte is; the Misurata militias supported by Africom went to supposedly clean Sirte of ISIS. The US bombed Sirte about 500 times last year and Obama ordered another 200+ airstrikes on his way out of office. So, Sirte is almost completely destroyed and ISIS has effectively gone. They are dispersed looking for another place to land. Meanwhile, this so called army of the UN puppet government, took over Sirte and began the same atrocities that were being committed by ISIS while they were in Sirte, perhaps even worse. They circled the city with barricades and no one is allowed to leave or to enter. They have gone house to house entering and stealing whatever they choose, they have stolen electrical lines so the power to the city has been stopped. They destroyed the feed plant in Sirte so that the animals needed for life will not be sustained. They would not allow help to come into the city and instead demanded that the national guard go to the oil fields and attack the oil fields to stop the flow of any money to the Libyan people. The orders for all of these criminal acts come from their terrorist headquarters in Misurata.

So, what you have is ISIS being replaced by ISIS under a different name. This is the dirty game that has been played against the Libyan people since 2011 to maintain criminal illegal control of Libya.

In order to bring hope and peace to Libya, the Libyan people must have a voice. Since 2011 the Libyan people have had no voice. The false puppet criminal terrorists put into Libya by Clinton's criminal acts do not speak for the Libyan people. At this time the Libyan people have NO voice. The Great Tribes of Libya are the ONLY legitimate voice for the people of Libya. All Libyans belong to tribes, without the voice of the Libyan people there will never be peace in Libya. At this time we are working to bring together leaders of the Libyan tribes from the 4 main regions of Libya, north, south, east and west. It is of the highest import for the Libyan people to have their voice heard by the new administration. No person attempting to speak for Libya, whether it be the UN, ambassadors, professors, so called experts, old Libyan puppet leaders, etc., etc. will fail in their attempts. The only chance for Libya is for the LIBYAN PEOPLE to have a voice and the only legitimate voice for the Libyan people comes from the Great Tribes of Libya.

Excellent article - Thanks for sharing Voyageur. Joanne Moriarty is another rare individual with the gift of insight and can see deep into the layers of the deception. I like her writing style and the way she's able to convey "the truths" in a easy - to follow format. Sadly, the rabbit hole runs deeper then the expressed horrors and captivity the Libyan's live under. There's strong evidence surfacing, that the city of Misurata is a flash point for illegal organ harvesting. The truth will come out, just like in hot spots in Syria, of the locations of massive graves and victims missing body parts.

The Libyan lifestyle under Qaddafi was a higher standard of living, than most Countries including the United States. For that accomplishment, the outside world labeled him a Dictator. The same opposition have turned Libya into a massive hell-hole.

Given that Hillary, McCain, Biden and Obama have had a large hand into the disintegration of the Middle East, including Libya - I'm struck with the horror - that Hillary marked the U.S. as her "territory" and had every intension of turning our "Homeland" into another Libya, Syria, Iraq, etc. creation! I fear - what might happen to us - if "the Donald" meets a fate similar to Qaddafi? With that reality in mind, I can understand the need to secure the Borders and control immigration. It also gives a deeper insight, as to some of the selections for Posts in the new administration and the "firing" of those individuals that present obstacles to the security of our Nation. And might be why Trump hired his own bodyguards instead of only relying on the Secret Service? There's more than just "protests" mudding the waters? Hell has opened up and we are facing the fire. Those - that refuse to open their eyes to the reality surrounding them will be the first ones in the pit and consumed. The remainder risk the same fate. Greed and Power knows no bounds.

The EU has been warned not to "wash its hands" of responsibility in regards to the migration crisis in North Africa, with campaigners concerned that officials will look to offload its obligations onto the hands of Libya's fledgling government.

"Complementary EU training programs must be rapidly stepped up, both in intensity and numbers," said a draft plan, leaked to the news site EUobserver.

We are determined to take additional action to stem migratory flows along the Central Mediterranean route and break the business model of smugglers, while remaining vigilant about other routes."

The draft is part of a broader plan aimed at preventing people from leaving Libya and making the dangerous voyage to Europe.

181,000 crossed the Mediterranean from Libya to Italy last year, with more than 4,500 people dying.

[...] These concerns about asylum seeker returns were heightened this week after a leaked German foreign ministry memo stated that migrants in Libya are executed, tortured, raped, bribed and banished to the desert "on a daily basis."

"To send people back would violate the law, not to mention basic decency, and betray the values on which the EU and its member states were built."

Concerns Over Libyan Security

Adding further complications to any migration deal with Libya is the country's delicate political situation, with the UN-backed government of Fayez al-Sarraj struggling to gain legitimacy.

Rival parliaments have rejected al-Sarraj's government, while fighting continues to take place between warring military groups in the highly volatile country.
