Why do they need permission from the American government? Does the US speak for Chinese, Australian or Paraguayan people? Heck, did the average American agree for their representatives in government to decide whether they should be abducted or not?!?!
What about before the nation state existed... did the aliens need permission?

In 1977, there was a flap in the area of St. Brides Bay in Pembrokeshire, Wales, that involved reported sightings of craft and humanoids.
he most well-known incident involved 14 Broad Haven Primary School students running inside to tell their headmaster that they had seen a yellow cigar-shaped craft land in a field. On February 17, three staff members reported they saw the same craft.
The story made national news thanks to British UFO Research Association investigator and UFO Investigators Network correspondent Randall Jones Pugh, and a flap began that would result in the area being referred to as “The Welsh Triangle.” A lesser-known case involved an entire family that reported a series of strange events which Pugh covered in articles published in issues of Flying Saucer Review and the BUFORA Journal.

I saw that the creation of the Bilderberg Group had already been discussed, and whilst I was having a look at the latest economic news, I reviewed the conferences from 1972–1973.
I find it very interesting because I can see how the cycle repeats, 1972 (9) was the year of the collapse of the Bretton Woods system… and that’s the direction we’re heading in now. I’ve put together a brief summary to get a clearer picture of the plans of these unelected organizations run by unelected functionaries.
It’s interesting to note that whilst the documents list the names of the participants, the conference transcripts do not specify who said what, so we only know the broad outlines of the directives.
Here are some key points:
1972.
The meeting took place in Knokke, Belgium.
Objective: To implement the dollar.
The state of the economic and financial system was as follows:
-The definitive end of the dollar’s convertibility into gold. The ‘Nixon shock’. The collapse of the dollar.
-The Bretton Woods system was fracturing
-There was an urgent need to redesign the global institutions of Bretton Woods. (IMF-GATT)
-Managing a vacuum of economic and geopolitical power, designing power blocs and a mechanism for adjusting international trade. Seeking a substitute for the dollar.
It’s very similar to what’s coming… and they’re already implementing it…
They know that the banking system is a Ponzi scheme, so, anticipating that sooner or later the dollar would no longer be able to maintain its parity with gold, they needed to create backup mechanisms to secure liquidity.
Conference:
1972:
‘The global monetary system was in urgent need of fundamental reform... The old system could no longer adapt to these changes... US reserve assets would not be able to sustain a rapid return to traditional convertibility, and an expanded role for SDRs (Special Drawing Rights) and other similar instruments should be considered, all within the context of the IMF.’

which are now known as IMF fiat money and are used as a global liquidity instrument. An international currency.
+Political analysts devised a mechanism within an architectural framework based on a geometric shape that best described the emerging power structures... There is an acceptance of communist regimes within the global trapezoidal economic architecture to maintain its balance, which confirms that Russophobia is merely political propaganda designed to shape public opinion.
Furthermore, it is perceived that these gentlemen" were already setting up their technocracies or ‘managed multipolar bloc systems’.
