On the morning of 9/11 in his capacity as Deputy Director, Emergency Services Department, New York City Housing Authority, Jennings and Michael Hess, who is a founding Partner and Senior Managing Director of Giuliani Partners LLC, visited the Office of Emergency Management inside Building 7 only to find it had been abandoned.
Jennings: ..Upon arriving into the OEM EOC, we noticed that everybody was gone, I saw coffee that was on the desk, and half eaten sandwiches,” he said that he made telephone calls, and was told to leave the building right away.
"When we reached the 6th floor the landing that we were standing on gave way, there was an explosion and the landing gave way, I was left there hanging, I had to climb back up and walk back up to the 8th floor,” said Jennings.
“I was trapped in there for several hours .. both buildings came down, all this time I’m hearing all kinds of explosions .. [the lobby] was in total ruins .. we were stepping over people and you can tell when you’re stepping over people.”

Update: In this video Mr Jennings says he could have been mistaken regarding his earlier statement that the foyer of WTC 7 was littered with dead bodies, the images below from the video, which is the only known record of the WTC after the collapse of the towers,
Show a hooded man in a bullet resistant vest marked Secret Service and Police in the first floor foyer, as well as a cop and this person at ground level adjacent to the lower entrance with clothing marked ATF!

Reports say Mr Cirri gathered a group of fellow officers, then led an expedition into the North Tower to try and help people, and he lost his own life when that structure collapsed.
