Anonymous Bomb Threats Cause Evacuations Across Russia

Don't know if this news item was already mentioned somewhere, but since the evening of September the 10th and until the evening of the 12th, there were a lot of bomb threats and evacuations going on in some of the large cities in Siberia and the Far East. There are all kind of theories, but also a lot of conflicting information. Some security sources say that it was a "spam attack", and that it originated from Ukraine. But in some cases it coincided with the existing security drills. Very strange. Some Russians also drew an obvious parallel between 9/11, and this "coincidence" does seem strange. :huh:

A series of anonymous bomb threats phoned in to authorities in cities across Russia have prompted evacuations at schools, shopping malls, theaters, and universities.

Local reports said the evacuations took place mainly in Siberia and the Far East since the evening of September 10.

Some regional media quoted local police as saying that the evacuations were linked to drills, but other reports quoted officials who said they were the result of anonymous bomb threats.

A spokeswoman of the Chelyabinsk regional police, Olga Shterk, said on September 12 that the Federal Security Service was involved in the investigation into what she called a "spam attack."

"The phone calls were made via the Internet and therefore it will be difficult to locate the site from where the calls were made,” Shterk said. “There are programs allowing to make phone calls from tablets, smartphones, and so on. The caller might have hidden his/her whereabouts using special software.”

Reports said security officials evacuated tens of thousands of people from dozens of buildings in Novy Urengoi, Omsk, Perm, Krasnoyarsk, Magadan, Yuzhno-Sakhalinsk, Vladivostok, Ufa, Chelyabinsk, Kopeisk, Yekaterinburg, Kaliningrad, and other cities.

Searches in the evacuated buildings have revealed no bombs or explosives in any of the cities.

The first evacuation reportedly took place at the mayor's office in Omsk after an unknown person called the authorities saying there was a bomb in the building.

In Perm, authorities canceled classes at schools across the city after anonymous callers phoned in bomb threats at the mayor's office, seven schools, and a train station.

The governor of Stavropol Krai, Vladimir Vladimirov, said that similar bomb threats triggered the evacuation of buildings in the regional capital, Stavropol, and suggested that the phone calls might have come from abroad.

Reports from the Siberian city of Surgut said armed men in military uniforms had been stopping vehicles to carry out searches.

There was no official announcement by security officials about the vehicle checks.
 
There is a claim that the calls came from someone in Ukraine. These threating calls also come at the same time as the Russian Security Council announced in the media, that it has made "significant progress in the fight against terrorism inside the country."

Bomb threat calls suggesting explosive bombs planted at public gathering places in various Russian regions, including railway stations and shopping centers, are likely to have originated from the territory of Ukraine, a Russian security source told Sputnik Tuesday.

"There is operational information confirming that calls [about planted explosives] come from the territory of Ukraine," the source said.

Schools and universities, administrative buildings and shopping malls have been evacuated in a number of Russian cities after a series of anonymous calls about explosive devices planted in the buildings, local media reported on Tuesday.

According to the Kommersant newspaper, the evacuations took place in the cities of Vladivostok, Magadan, Omsk, Bryansk, Perm, Ryazan, Chelyabinsk and Yuzhno-Sakhalinsk. Some of the calls were received late on Monday, the media added.

The list of evacuated buildings includes about a dozen schools, numerous shopping centers, several universities and stations, as well as cinemas, markets and all the Pension Fund’s offices in Omsk, the media added.


The Russian Security Council head has noted a significant progress in the fight against terrorism inside the country.

Russia has almost defeated the terrorist threat, Russian Security Council Secretary Nikolai Patrushev said Tuesday.

"We should be proud of the fact that we have almost defeated this problem [terrorism] inside the country," Patrushev told journalists.

He added that no countries should dictate to others how to fight terrorism, and called for joint efforts in combating the global threat.

The new EU website created to respond to alleged fake news spread by the Russian media is a negative development and serves the purposes of EU propaganda, member of the European Parliament David Coburn told Sputnik Tuesday.

"It is a negative development [creation of the website] … This EU East Stratcom Task Force project is a pro-EU propaganda machine. The pot calls the kettle black: They are accusing Russia of intervening in the media and bringing biased journalism, and the EU now wants to tackle this problem with biased journalism. Pro-EU politicians always talk about so-called ‘fake news’ while they themselves are bringing fake news about the EU all the time," Coburn said.

Earlier in the day, the East Stratcom Task Force, created by the European External Action Service (EEAS), launched the euvsdisinfo.eu website aimed at tackling the "disinformation" spread by Russia.

In 2015, the European Union created the East StratCom Task Force to tackle "Russian disinformation." The task force consists of communication experts from EU institutions, which fund their activities for short-term projects.

In November 2016, the European Parliament voted in favor of a resolution to counter the alleged Russian anti-EU propaganda and media. The resolution accuses the Kremlin of funding anti-EU political parties and movements inside the bloc.

Russian President Vladimir Putin, commenting on the adoption of the resolution, stressed that it indicated an apparent degradation of the concept of democracy in Western societies.


The Foreign Policy Service of the European Union has opened a new website for information countering Russia within the framework of the campaign "EU Against Disinformation."

Giving the situation more thought, you might be closer to the truth Keit - that the evacuations might be "part of preparation drills" for security reasons?

The conflicting information and rumors that Ukraine might be involve, might be a round-about-way of suggesting - that the Kremlin and security forces are aware of something going on in Ukraine - other than the NATO's drills, close to it's borders? Events in Ukraine, in the past few days give me the impression, another Coup might be in progress to oust President Petro Poroshenko? In the last three months, there have been isolated reports of wanting to impeach Poroshenko (via Sputnik and Fort Russ news outlets.)

About a month ago, former Georgian President Mikheil Saakashvili was visiting the United States when Poroshenko announced that he stripped Saakashvill of Ukrainian citizenship and banned him from stepping foot in Ukraine. No details were given in media reports, where or why Saakashvill was in the U.S.?
Saakashvill declared, he would fight the ban and re-enter Ukraine but ended up in Poland. On September 10th, Saakashvill was on a train in Poland when it was stopped before the border, so he got on a bus "with supporters" who helped him breech the checkpoint at Shehyni. It's stated in one report that his supporters included "more than two dozen Ukrainian lawmakers and politicians, including former Prime Minister Yulia Tymoshenko".

More then 200,000 people were evacuated in various cities across Russia over the past week because of numerous anonymous phone calls claiming that explosive devices were planted in schools, universities, stations, shopping malls and administrative buildings, a source in the emergency services told Sputnik.

A series of anonymous calls claiming that bombs were allegedly planted in buildings have been made across Russia over the last week. On Thursday, a law enforcement source told Sputnik that the calls were made from abroad by persons associated with the Daesh terrorist group (ISIS).

Kremlin spokesman Dmitry Peskov said that President Vladimir Putin has been informed of the situation, adding that all the necessary measures were being taken in order to find the perpetrators of the "telephone terrorism."

I wonder if any of this is being reported in the West? Because it could be a perfect opportunity for them to say again that this is how Russia is paying for its "crimes" in Syria. Instead, it looks like it is being mostly talked about "internally", and even then - the officials, the FSB are all hush hush and don't give out any official statements. There are only all kind of speculations that were mentioned on this thread before. Just what the heck is going on? :huh: Any ideas? Obviously it is an attempt to "test waters", or maybe to rattle, but it would be very interesting to find a source that can actually provide concrete information.

It’s a valid question but I don’t think it to be the case. Russia has enough information coming out of Syria to emphasize their need to fight daesh. Besides, I’m not sure it has been an unpopular undertaking with the people of Russia.

Syria is about 90% liberated from daesh, we know who’s in charge of them and we know that they’re certainly not happy about the outcome of the conflict in Syria. I’d say that perhaps this is a response to their victory on the ground.

There are several capable intelligence angencies involved that could pull such a move. We know that the changing balance of powers do not benefit Israel, Saudi Arabia and their western overlords. I’d say their hands are somewhere deep in this.

We also know that Russia is to undertake the most popular sporting event in the world next year. I wouldn’t be surprised if both the World Cup and these bomb threats were somehow connected. I also found it rather interesting that it all started around 9/11. A subtle not so subtle clue perhaps?

Well, that's the thing, that there is a lot of conflicting information. Most likely that it doesn't originate from Ukraine, despite what the "Russian security source" said. What confuses the issue that there are cities where such evacuations are part of officially organized drills. In some cities security sources say that the calls originate from abroad, and in others that it is also a pre-planned activity. In any case, In any case, FSB doesn't provide any official statements. Some say that it is due to the fact that false calls like this are punishable in Russia.

I have not come across any information on the evacuations, other than what you mentioned - as pre-plan drills in some areas. But in the last 4 months or so, there have been isolated reports of FSB discovering activities of a terrorist cell inside Russia. Today, there was another report. I wonder if some of the evacuations have to do with searching for these activities and possible tunnels, which the terrorist are known to dig to keep supplies?

According to the FSB, two people tried to enter Ukraine from Russia in the area near the village of Tetkino in the Kursk region, bypassing the check point. When approached by border guards, the intruders refused to show their IDs and resisted with force.

"On September 30, two unknown assailants who tried to illegally enter Ukraine from Russian territory outside the border checkpoint… offered armed resistance to the officers of the FSB border department in the Kursk region when their documents were being checked," the statement said.

During the shootout, one of the attackers killed himself while the other was detained. One of the border guards was killed, having received "fatal gunshot wounds," it said.

The Russian Investigative Committee said that a criminal case was launched against the detained attacker.

The attackers were reportedly extremists from the Middle East who tried to enter Europe via Ukraine.

Russian law enforcement agencies have already identified a number of people who made bomb threat calls across the country, adding that they would be put on an international wanted list after the necessary procedures are completed.

Later in the day, the Kremlin commented on the incidents it called "telephone terrorism," saying that Russian President Vladimir Putin has been informed about the situation.

"Undoubtedly, it is a telephone terrorism, a telephone hooliganism. Of course, the president has been informed as soon as this series of phone calls began. The relevant authorities are taking all the necessary measures in order to identify those responsible for this series of calls. We are waiting for the results of this work," Peskov told reporters.

Over the past three days, a series of such calls were registered in 22 Russian cities, with over 45,000 people being evacuated from a total of 205 locations. Not a single case of an explosive device planted in any of the buildings has yet been confirmed. A source earlier told Sputnik that the calls allegedly came from Ukraine.

Asked to comment on whether the phone calls were linked to the Ukrainian Security Service or carried out by direct order of Russian authorities to test the country's security systems, both of which are theories that have been brought up recently, Peskov pointed out that there was no point in discussing such allegations.

"There is absolutely no point in commenting on these allegations. I repeat once again that it is a telephone terrorism, this is the way it should be classified, and all the measures to identify those responsible are based on this. Other interpretations are hardly possible, we should just wait for the results of the concrete measures that are taken," the spokesman said.

A total of 23 buildings, including shopping malls, and three railway stations, as well as two universities were evacuated in Moscow on Wednesday after anonymous calls about explosive devices allegedly planted in the buildings. Security checks are underway in over 190 buildings in 17 Russian cities, including Moscow, a source told Sputnik earlier.

These are many bomb threats in a short time. Also 183 branches of a commercial bank were closed some days back (in German language). According to article these are Russian callers who do live in foreign countries and call via the internet.

Yeah, and despite several arrests the calls continue. This is really perplexing, particularly the scope and the reason behind all this. It's like it is another example of the recent chaos.
