The Amur Gas Processing Plant, now under construction 15 kilometres from the town of Svobodny on the banks of the Zeya River, will be the largest Russian gas refinery and a major facility worldwide. It will play an important part in the technological chain of future natural gas deliveries to China via the Power of Siberia pipeline. The project will promote socioeconomic and industrial development in the Amur and other Far Eastern regions.
Construction has been progressing since October 2015; site preparation is currently being completed, and road, railway and river infrastructure are also being built. In addition, preparations are underway to build a residential area for about 3,000 employees.
While visiting the plant, Vladimir Putin took part in a videoconference and heard reports from Gazprom Dobycha Noyabrsk Director General Igor Krutikov from the Chayandinskoye oil, gas and condensate field in Yakutia that will ship gas to the Amur plant, and by Gazprom Transgaz Tomsk Director General Anatoly Titov, from a section of the Power of Siberia gas pipeline.

Indonesia and Russia have begun works on the Tuban oil refinery project on the island of Java, the total sum of investments may reach $15 billion,
Indonesian ambassador to Russia Mohamad Wahid Supriyadi told Sputnik.
As far as this project is concerned, the signing of the memorandum of understanding has already taken place and Russia’s Rosneft and Indonesian company Pertamina held a technical meeting. Russia won the tender for construction of a facility in the Tuban region. The overall sum of investments may reach $15 billion," Supriyadi said, adding that the works on the project had already begun and were expected to end in 2023.
Moreover, Indonesia is ready to reduce its oil output slightly and is in talks with the Organization of the Petroleum Exporting Countries (OPEC) on the issue, Indonesian ambassador to Russia Mohamad Wahid Supriyadi told Sputnik.
Indonesia temporarily suspended its OPEC membership in December since it was unable to contribute oil production cuts necessary under a deal on the issue reached in Vienna.

Russia’s Federal Antimonopoly Service (FAS) gave its consent on Friday to an acquisition by Austria’s OMV energy company of a 24.99-percent stake in a Gazprom joint venture, Severneftegazprom.
"FAS has examined the request by OMV Exploration & Production GmbH… to acquire the right to set business operation terms for Severneftegazprom and Gazprom Yurgm Trading, as well as to join shareholders' agreements of Severneftegazprom and Gazprom Yurgm Trading and has decided to grant it," the agency said in a ruling published on its website.
Severneftegazprom is an oil and gas producing and exporting company that owns a license to develop northwest Siberia's Yuzhno-Russkoye oil and gas deposit, estimated to hold 1 trillion cubic meters of gas.
Gazprom has a 40-percent stake in the company, while Germany’s Wintershall Holding GmbH and Uniper own respectively 35 percent and 25 percent of shares. The Austrian firm announced in March its intention to purchase a 24.99-percent stake from Uniper.

Pipe welding of the Power of Siberia gas pipeline is now 53 percent complete, Anatoly Titov, the director general of Gazprom Transgaz Tomsk, which is a subsidiary of Russian gas giant Gazprom, told Russian President Vladimir Putin on Thursday.
As of today, 1,150 kilometers (over 710 miles) have been welded, that is 53 percent from the whole length. The welding works are being carried out with the use of modern automatic welding complexes and meet environmental standards," Titov said during a televised session.
A total of 1,640 kilometers of pipes were delivered, which is equal to 80 percent of the pipeline's length, Titov noted.
"All the pipes were produced in Russia," Titov said, adding that over 8,500 people are taking part in the pipeline's construction.
Titov also reaffirmed the company's readiness to complete the construction so that the first gas deliveries to China can be carried out in December 2019.
In 2014, Gazprom signed a 30-year framework agreement with China National Petroleum Corporation (CNPC) for annual deliveries of 38 billion cubic meters (1,341 cubic feet) of Russian gas through the eastern route pipeline, formally known as the Power of Siberia. In 2015, the accord was supplemented by a deal on the construction of the Power of Siberia-2 pipeline, which will have a capacity of 30 billion cubic meters.

Gazprom is sending gas through the Nord Stream pipeline, which runs along the Baltic Sea bed and links up with Opal in Germany.
After a German court lifted provisional curbs, which limited Gazprom’s access to the Opal gas pipeline, Gazprom ramped up its daily throughput to 72.5 million cubic meters in a single day. Simultaneously, Gazprom slashed the volume of gas supplies to Slovakia across Ukrainian territory.
“What we are talking about is not Slovakia, of course, but the Baumgarten hub in Austria, which is of key importance to Southeast and Central Europe. We can send our gas there both via Ukraine and the Nord Stream pipeline and the cheaper the cost of such transit via a give route, the greater the volume,” Grivach said.
“Moreover, since Gazprom and Germany’s Wintershall both invested in the construction of Opal, Gazprom will thus have a share of the transit cost,” he added.
Court and Opal - The Opal pipeline is not working at full capacity as a result of regulatory restrictions imposed by the EU.
In October 2016, the European Commission approved a deal between Germany’s energy regulator and Gazprom giving the Russian company access to more than 50 percent share of Opal’s transit capacity of 12.8 billion cubic meters. The commission then also allowed Gazprom to participate in monthly auctions for an additional 40 percent of the pipeline’s capacity (10.2 billion cubic meters).
The Ukrainian and Polish presidents then issued a joint statement warning that the European Commission’s decisions could hamper the flow of natural gas been their two countries.
In December 2016, the Polish government and PGNiG, the state-run oil and gas company, appealed the decision of the European Commission to the European Court, arguing that it violated the principle of diversification of gas supplies.
As a result, the court suspended Gazprom’s access to the Opal pipeline.
It wasn’t until last week that the provisional ban on Gazprom’s access to the pipeline’s additional capacities was finally lifted.
Located in Germany, the Opal gas pipeline is an onshore extension of the Nord Stream gas pipeline. Its construction was completed in 2011. The pipeline capacity is 36 billion cubic meters of gas a year.
It is used to supply natural gas from Russia to Germany up to the border with the Czech Republic.
