The only thing I would change, and it`s only a suggestion, is to make the laurel on his head dark green.

I think you're right, it looks better, more laurel-like.

T-shirts could be another option, however, stickers are quick & easy to make,
would sott.net/qfg be happy with this kind of promotional activity?

I think it's called 'guerrilla marketing', putting them onto random places in the urban areas, of course within common sense. Not where it would violate aesthetics/safety/law. Share with friends, use as a 'bumper sticker', etc.

Not sure if the comic tone would incline someone to look seriously into the historical role of Julius Caesar, realistically, but it could bring some attention to the Signs Of The Times..
