Military bacteriological laboratories often engaged non-specialists or young students; how can these labs work? Where are they located? Who finances? and for what purpose?
Let's start with Georgia

The laboratory is located between the Tbilisi International Airport and near the Vaziani military base, which is regularly used by NATO soldiers for joint training with the Georgian military, former United States Ambassador John Bass will state that its geographical position was important, indeed this Georgian base and in direct connection with Iran and Russia (see map). A long laboratory chain

Crimean fever-Congo: the multi continental ebola

I have been searching the Ukraine thread (for a report (s) that was Posted) of several Ukrainian military personnel that became ill and were hospitalized and some who died of a mysterious virus. Their Camp was located near a NATO biological lab. I am still searching for that report but I came across this information which might help with your listed references?

Hackers from the group “CyberBerkut” said that in Ukraine there is a network of biological laboratories operating under the control of the US special services. The Ukrainian hacker group, CyberBerkut, has published materials of the investigation, in which a network of biological laboratories of American special services is discovered in Ukraine.

‘The CyberBerkut continues to monitor the secret activities of US special services and non-governmental organizations in Ukraine. Recently, in the Internet, there have been actively discussed outbreaks of diseases rare for our country. Many Ukrainians believe that the cause of their emergence is secret experiments with pathogenic microorganisms, conducted in American biological laboratories in different cities of the country,’ reports the CyberBerkut.​

It is stated that since 2009, in the territory of Ukraine, 15 such objects have been created for American money. All of them were equipped allegedly ‘to reduce biological threats’.

However, since then, the hackers say, these threats have grown several times - in recent years, Ukraine has been shaken by epidemics of rare diseases.

It is stated that they could have been caused by leaks from the laboratories, but this is unlikely; on the contrary, the hackers believe that they have been caused by deliberate actions of Americans.

‘The infections were most likely deliberate and a part of the testing of combat viruses modifications in order to test and improve them,’ the hackers believe.​
The Cyberberkut claims that the group has managed to disclose ‘the organizational structure of the military-biological activities of American special services in Ukraine’. In particular, the laboratories are officially under the jurisdiction of the Ministry of Health of Ukraine, but since August 1, 2016, the department has been headed by ‘Ulyana Suprun, a US citizen and Maidan activist’.

‘In fact, the secret work with biological material is carried out under the auspices of the Pentagon,’ the authors state.

In the matter of coordination of secret biological experiments, Ukraine is represented by a number of non-governmental organizations, the hacker group noted. The Ukrainian Scientific and Technological Center (STCU) and the NGO International Institute for HIV, AIDS and Tuberculosis (IHATI) are mentioned. However, these institutions are called by the hackers ‘just looking Ukrainian’, in fact, they ‘are engaged in the distribution of American money and the financing of secret programs’.

This is also indicated by the fact that the IHATI, for example, is headed by Eliot Perlman, a former military doctor and a virus specialist who allegedly was sent to Ukraine by the US Intelligence Department of the US Defense ministry back in 1991.

Ukraine, according to the National Medical Chamber, is leading in Europe and the world in spreading socially dangerous and dangerous infections, such as HIV / AIDS, tuberculosis, hepatitis B and C. Moscow is deeply concerned over the Pentagon’s activity to place its medico-biological laboratories near Russian borders, Russian Foreign Ministry said in a statement on Thursday.

"We regret to state that the United States, instead of making a constructive contribution to the world community’s efforts aimed at strengthening the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction, has long chosen the tactics of the spread of provocative conjectures and insinuations against other states on the issues related to the specified Convention," the ministry said in connection with the US State Department’s 2015 Report on Adherence to and Compliance With Arms Control, Nonproliferation, and Disarmament Agreements and Commitments.

The so-called "Richard G. Lugar Public Health Research Centre" in a suburb of Georgia’s capital Tbilisi, which is a high-level biosafety containment laboratory, is the most telling in this sense. "It has long been sheltering a medical research division of the US Ground Forces, which is a branch of the Walter Reed Army Institute of Research (WRAIR)," the Russian Foreign Ministry said in a commentary.

"The American and Georgian authorities have made efforts to conceal the true content and direction of activities of this military unit of the US Army, engaged in the study of particularly dangerous infectious diseases," the ministry said. "The Pentagon is trying to deploy similar camouflaged military medico-biological facilities also in other countries of the Commonwealth of Independent States (CIS)."

"This Pentagon’s activity in the spheres directly related to the Biological and Toxin Weapons Convention (BWC) is conducted against the background of obvious disinterest of the US administration in the strengthening of this Convention as a collective security instrument," the ministry said. "It is known that the United States in 2001 unilaterally disrupted multilateral negotiations in Geneva aimed at working out the BWC verification mechanism and since then has been obstructing their resumption in every possible way." "Decades of the international community’s efforts to strengthen the Convention have been wasted."

Kazakhstan's new Central Reference Laboratory - on the outskirts of Almaty - When it opens in September 2015, the $102-million project laboratory is meant to serve as a Central Asian way station for a global war on dangerous disease. And as a project under that Pentagon program, the Defense Threat Reduction Agency, the lab will be built, and some of its early operation funded, by American taxpayers.

Bakyt B. Atshabar, head of the 60-year-old institute that will run the new lab, the Kazakh Scientific Center of Quarantine and Zoonotic Diseases, is keenly aware of the dangers of weapons development: his father helped diagnose the effects of weapons tests on thousands of people who lived near the Semipalatinsk nuclear test site, in the north of the country.

But to him and other biologists in Almaty, the lab is less about defense strategy and more about developing scientific expertise. Currently the KSCQZD is focused on studying and preventing potentially lethal contagion, like the case of the teenager across the southern border in Kyrgyzstan, who died last week from bubonic plague after eating a barbecued marmot (he was likely bitten by a flea, doctors said).

The Almaty lab will be outfitted with safety features like double-door access zones and special containment hoods, enough to qualify it under U.S. Centers for Disease Control standards as a level 3 biosafety lab, or BSL-3 (the highest level is BSL-4). Only a fraction of the lab will be dedicated to lethal dieases and certified at BSL-3; most of the other labs at the 87,000 square foot building will be BSL-2, for the non-lethal variety.

I have often wondered and speculated, if some of the funding might also come from the Bill and Melinda Gates Foundation? The Gates Foundation have spent a lot of money in Africa, including administering vaccinations through the United Nations Peace corps. Many deaths of children have been attributed to the vaccines - probably experimental? The African's no longer trust the vaccines or the UN Peacekeepers that have administered them. There have been 10 major out breaks of Ebola. Many children died within hours of the Polo vaccine or the flu shot.
The Gates Foundation have set up many testing Medical Labs, much on the same order as the Georgian one. Reason I wonder if Georgia also gets funding from Gates? I have not come across a connection, yet?

KINSHASA (Reuters) - The current Ebola outbreak in the Democratic Republic of Congo is the most severe in the country’s history with 319 confirmed and probable cases, the health ministry said late on Friday.

The hemorrhagic fever is believed to have killed 198 people in North Kivu and Ituri provinces, where attacks by armed groups
and community resistance to health officials have complicated the response.

Congo has suffered 10 Ebola outbreaks since the virus was discovered near the eponymous Ebola River in 1976.

“The current epidemic is the worst in the history of DRC,” Jessica Ilunga, a spokeswoman for the ministry told Reuters.

With over 300 cases the epidemic also ranks as third worst in the history of the continent, following the 2013-2016 outbreak in West Africa where over 28,000 cases were confirmed and an outbreak in Uganda in 2000 involving 425 cases.

World Health Organization Director-General Tedros Adhanom Ghebreyesus said on Thursday that security represented the primary challenge in the current epidemic, followed by community mistrust.

“When there is an attack, the operation actually freezes. So we hold the operation. And when the operation stops, the virus gets advantage and it affects us in two ways,” he told reporters in Kinshasa.

“And one is catching up on the backload. Because when operations are stopped, there is always a backload of vaccinations, or contact tracing. And the other, the second problem, is that more cases are generated because we can’t vaccinate them,” he said.

The confirmation of new cases has accelerated in the last month and an emergency committee of World Health Organization experts said in October that the outbreak was likely to worsen significantly unless the response was stepped up.

GOMA, Democratic Republic of Congo (Reuters) - Mortar bombs were fired at a U.N. peacekeeping base and gunfire could be heard on Friday in the Democratic Republic of Congo’s eastern city of Beni, an area which has seen a surge in fighting with rebel groups, two sources said.

The attack follows the death of twelve Congolese soldiers and seven U.N. peacekeepers in clashes with militias earlier this week - one of the deadliest for troops in Congo’s volatile eastern borderlands since a rebel attack in early 2018.

Congolese army spokesman Mak Hazukay said the army was monitoring the situation in Beni and had imposed a curfew on part of the city.

Eastern Congo has been plagued by banditry and armed insurrections for more than two decades since the fall of military ruler Mobutu Sese Seko. The past year has seen a surge in violence around North Kivu region.

Beni is the epicenter of the region’s Ebola epidemic and efforts to control the outbreak - the worst in Congo’s history with over 300 infected and two-thirds of those killed - have been hampered by insecurity.

With over 300 cases the epidemic also ranks as third worst in the history of the continent, following the 2013-2016 outbreak in West Africa where over 28,000 cases were confirmed and an outbreak in Uganda in 2000 involving 425 cases.

World Health Organization Director-General Tedros Adhanom Ghebreyesus said on Thursday that security represented the primary challenge in the current epidemic, followed by community mistrust.

“When there is an attack, the operation actually freezes. So we hold the operation. And when the operation stops, the virus gets advantage and it affects us in two ways,” he told reporters in Kinshasa.

“And one is catching up on the backload. Because when operations are stopped, there is always a backload of vaccinations, or contact tracing. And the other, the second problem, is that more cases are generated because we can’t vaccinate them,” he said.

The confirmation of new cases has accelerated in the last month and an emergency committee of World Health Organization experts said in October that the outbreak was likely to worsen significantly unless the response was stepped up.

GOMA, Democratic Republic of Congo (Reuters) - Mortar bombs were fired at a U.N. peacekeeping base and gunfire could be heard on Friday in the Democratic Republic of Congo’s eastern city of Beni, an area which has seen a surge in fighting with rebel groups, two sources said.

The attack follows the death of twelve Congolese soldiers and seven U.N. peacekeepers in clashes with militias earlier this week - one of the deadliest for troops in Congo’s volatile eastern borderlands since a rebel attack in early 2018.

Congolese army spokesman Mak Hazukay said the army was monitoring the situation in Beni and had imposed a curfew on part of the city.

Eastern Congo has been plagued by banditry and armed insurrections for more than two decades since the fall of military ruler Mobutu Sese Seko. The past year has seen a surge in violence around North Kivu region.

Beni is the epicenter of the region’s Ebola epidemic and efforts to control the outbreak - the worst in Congo’s history with over 300 infected and two-thirds of those killed - have been hampered by insecurity.

SHANGHAI - Four new outbreaks of African swine fever have been reported in China’s provinces of Jiangxi, Yunnan and Sichuan as well as the municipality of Shanghai, the agriculture ministry said on Saturday.

Ten pigs had died from the disease and 10 others had fallen ill on a farm with 150 hogs in the southeastern province of Jiangxi, the ministry said on its website. Another 348 pigs will be slaughtered in Yunnan province in the southwest, it added.

A farm with 314 pigs in the Jinshan district of Shanghai was affected, the ministry reported. Eleven of the hogs had died while another 50 were infected, it said.

The second-largest, second-deadliest Ebola outbreak in history has spread to a major city.

Butembo, a bustling city of almost a million people in the eastern Democratic Republic of Congo, is reporting an increasing number of cases of Ebola virus disease in the country's current epidemic. There has been a "significant increase" in infections there over the past three weeks, with a total of 25 confirmed cases thus far, according to Thursday's bulletin from the country's health ministry.

Butembo is a key trading and transport hub with links to other major cities in the country as well as to neighboring Uganda. It's about two times the size of the city of Beni, the outbreak's epicenter, and is located just 35 miles away. The health ministry said the "high density and mobility" of Butembo's population presents new challenges to containment efforts, already complicated by sporadic rebel attacks on remote villages in and around Beni.

Since the outbreak was declared on Aug. 1, a total of 471 people have reported symptoms of hemorrhagic fever in the country's eastern provinces of North Kivu and Ituri, which share borders with Rwanda, Uganda and South Sudan. Among those cases, 423 have tested positive for Ebola virus disease, which causes an often-deadly type of hemorrhagic fever, according to the health ministry.

There have been 273 deaths thus far, including 225 people who died from confirmed cases of Ebola. The other deaths are from probable cases of Ebola, the ministry said.

The ongoing outbreak is one of the world's worst, second only to the 2014-2016 outbreak in multiple West African nations that infected 28,652 people and killed 11,325, according to data from the U.S. Centers for Disease Control and Prevention.

Ebola is endemic to the Democratic Republic of the Congo. This is the 10th outbreak and the worst the country has seen since 1976, the year that scientists first identified the deadly virus near the eponymous Ebola River.

"No other epidemic in the world has been as complex as the one we are currently experiencing," the Democratic Republic of the Congo's health minister, Dr. Oly Ilunga Kalenga, said in a statement last month.

The World Health Organization received approval to administer an experimental Ebola vaccine, using a "ring vaccination" approach, around the epicenter of the current outbreak. More than 40,000 people, including health workers and children, have been vaccinated in the outbreak zone since Aug. 8, according to the country's health ministry.

The vaccine, which was developed by American pharmaceutical company Merck, has proved effective against the country's previous outbreak in the western province of Equateur.

The number of Ebola cases in the current outbreak would probably have already surpassed 10,000 if it weren't for the vaccination teams, the ministry said Thursday.

North Kivu and Ituri, where cases are being reported, are among the most populous provinces in the Democratic Republic of the Congo. They are also awash with violence and insecurity, particularly in the mineral-rich borderlands where militia activity has surged over the past year, all of which complicates the international response to the Ebola outbreak.

The security situation in the region has at times stymied the response efforts. Meanwhile, health workers are battling misinformation and mistrust from the local community, partly due to many years of conflict in the region.

There is a reluctance among some wary residents to seek care or allow health workers to vaccinate, conduct contact tracing and perform safe burials. That resistance has been expressed more violently than typically seen during previous Ebola outbreaks, according to the health ministry. A "fringe minority population" in these areas have destroyed medical equipment and health centers and have even attacked workers, the ministry said Thursday.

The epidemic is expected to last for "several" more months and the risk of spread will remain high until the outbreak is stomped out completely, according to the ministry.

MIT NAMA - When Houaida Mabrouk heard about a government campaign that offers free hepatitis C screenings, she hesitated, afraid of testing positive. But after many from her community started visiting health clinics to get checked, she changed her mind.

“I thought, ‘I should go too’,” Mabrouk said, speaking at a clinic in the Mit Nama village near Cairo before learning she did not have the virus.

Egypt, which has the highest rate of hepatitis C in the world, is carrying out an unprecedented campaign to detect and treat the disease in a bid to eliminate it by 2022. It aims to test the entire adult population — about 50 million people.

Nearly 4.4 percent of adult Egyptians are infected and about 40,000 die of the disease every year, making it the country’s third leading cause of death, according to the World Bank.

The campaign, which runs from October to April, also tests for diabetes and high blood pressure.

“They are eliminating Egypt’s two biggest health problems: Virus C and all the danger factors including the basic non-communicable diseases,” said Jean Jabbour, the World Health Organization’s representative in Egypt.

Hepatitis C is a liver disease caused by a blood-borne virus. Most cases can be cured with antiviral medicine, but many do not initially show symptoms. If left untreated the virus can cause cirrhosis or liver cancer.

In Egypt, many were infected decades ago when poorly sterilized needles were used as part of a national treatment campaign against schistosomiasis, a disease caused by parasitic worms.

Most donated blood is still not effectively screened, according to a recent World Bank report.

At least 11.5 million people have been screened in the new campaign, with 5 percent testing positive.

Large banners bearing health information and a picture of President Abdel Fattah al-Sisi appeared in many Cairo streets as the campaign came to the capital on Saturday.

The campaign, which also treats those infected for free, is mainly funded by the World Bank. The bank has provided $133 million for the tests and $129 million for the treatment, according to a cabinet statement.

Due to lack of health clinics, some churches, mosques and youth centers also offer the blood test.

“This initiative should have taken place much, much earlier, but it is good that the president thought of it now,” said Ashyaa Abd al-Sayed, pastor at the church.

Unless the population is tested and treated in a single campaign, the disease won’t be eliminated, said Health Minister Hala Zayed.

“If you only test and treat parts of the population... then those who weren’t treated might infect others,” she said.

Globally, an estimated 71 million people suffer chronically from hepatitis C.

SANAA - Authorities in the Houthi-held Yemeni capital Sanaa are sterilizing water supplies at wells, distribution networks and houses to help stem the world’s worst outbreak of cholera.

Nearly four years of war between a Saudi-led coalition and the Iranian-aligned Houthi group have crippled healthcare and sanitation systems in Yemen, where some 1.2 million suspected cholera cases have been reported since 2017, with 2,515 deaths.

The World Health Organization (WHO) warned in October that the outbreak is accelerating again with roughly 10,000 suspected cases now reported per week, double the average rate for the first eight months of 2018.

Most cases have been reported in areas held by the Houthi movement, which controls most population centers after ousting the internationally recognized government from Sanaa in 2014.

“We receive information of reported cases of cholera from the Ministry of Health, then the team sterilizes the house and 20 houses around it,” Nabeel Abdullah al-Wazeer, the Houthis’ minister of water, told Reuters in Sanaa.

“We worked from house to house and on sterilizing water wells. We also worked on bus-mounted tanks, which transport water in the private sector to the citizens, as well as sterilizing local institutions which distribute water.”

Adel Moawada, director general of technical affairs at Sanaa’s main water sanitation plant, said there are currently 20 automated chlorination units installed in wells directly linked to the capital’s water distribution network.

Cholera, which is spread by consuming contaminated food or water, is a diarrheal disease and can kill within hours. While previous outbreaks may have helped build immunity in the population, other diseases and widespread malnutrition can weaken resilience.

The United Nations says about 14 million people, or half of Yemen’s population, could soon face famine. Some 1.8 million children are malnourished, according to UNICEF.

Children account for 30 percent of cholera infections.

Pediatrician Mohammed Abdulmughni administers intravenous fluids to children in WHO tents in Sanaa. Their beds rest on gravel and flies circle their faces.

“With winter’s arrival we expected the numbers would decrease, yet the cases have been coming in at the same pace,” he said. “We expected positive (diagnoses) cases to decrease but the cases remain high.”

If caught early, acute diarrhea can be treated with oral hydration salts, but more severe cases require intravenous fluids and antibiotics.

More than 250,000 cases of cholera have been recorded in Yemen since the beginning of 2018, with 358 associated deaths,
UNICEF representative Meritxell Relano told Reuters.

“We have prevented an outbreak at the scale of 2017,” Relano said. “But the risk is still there.”

SANAA - Aid agencies have launched a polio vaccination campaign in Yemen to inoculate up to five million children under the age of five across the impoverished Arab state whose healthcare system has been crippled by more than three years of war.

The three-day campaign which began on Monday is organized by the U.N. children’s agency UNICEF, the World Health Organization (WHO) and the health ministry of the Houthi movement which controls most population centers in the country where millions face starvation, making them more vulnerable to diseases.

Yemen was declared polio-free in 2009, but experts say conflict-affected countries are particularly at risk of outbreaks because of disruption to their health systems.

Yemen also carried out a vaccination campaign in February, 2017 against polio, which spreads quickly among children and can cause irreversible paralysis within hours.

In the Houthi-held capital Sanaa on Monday, nurses delivered oral vaccines to children on dusty streets, some of whom cried and tried to squirm away.

They marked the fingers of vaccinated children with black felt pens, and used white chalk on doors of houses that had been covered in the immunization drive.

“Thank you to this immunization team, who in these difficult times, when the people need every riyal, have decided to pass by every house, saving transportation fees and effort for the people,” Sanaa resident Abdo Ahmed Ali said. “That’s why we must thank them from our hearts.”

Yemen is home to the world’s worst cholera outbreak, with 10,000 suspected cases reported per week, the WHO said last month.

It said 16 percent of Yemen’s cholera cases were in the main port city of Hodeidah, the focus of the war, where only half the health facilities are operational.

NAIROBI: South Sudan will vaccinate key health workers against Ebola close to the border with the Democratic Republic of Congo, which faces a new epidemic, the World Health Organization said Monday.

South Sudan is one of several countries bordering the vast DRC, where the new outbreak of the highly contagious viral disease had since August claimed 271 lives by December 6, according to Congolese Health Minister Oly Ilunga Kalenga.

A total of 2,160 doses of the experimental vaccine rVSV-ZEBOV have been allocated to South Sudan for a program starting on December 19. This trial vaccine is not yet licensed but is considered safe and provided “under the compassionate-use guidelines in response to the ongoing Ebola outbreak in DRC,” the WHO said.

Like neighboring Uganda, where similar measures have been taken for health personnel, South Sudan has declared a state of alert because of the risk that Ebola may be carried into its territory. At present, no cases have been reported, according the WHO.

The experimental vaccine first went on trial during the terrible epidemic of Ebola that ravaged parts of West Africa between the end of 2013 and 2016, at a cost of more than 11,300 lives. The disease spreads through contact with bodily fluids from other people or infected animals.

The vaccine was created by Canadian public health specialists at the National Microbiology Laboratory and is considered highly effective by the WHO, but it works only against the Ebola virus-Zaire strain, confirmed in the outbreak in the DRC.

South Sudan has been torn by civil war for five years in a conflict that has left nearly 400,000 dead. More than four million people — about a third of the population — have fled.

The main belligerents signed a peace accord in September, but the work of humanitarian organizations remains complicated and dangerous.

Participants in the vaccination program have been trained on rVSV-ZEBOV and undertaken a simulation exercise. Meanwhile, the Ebola preparedness contingency plan covers measures ranging from screening travelers, community engagement and provision for safe and dignified funerals, the WHO said.

Nearly 300 people have died from the highly contagious disease since August in the restive east around the city of Beni.

The UN children’s agency UNICEF said the organization and its partners had identified more than 400 children who have been orphaned or isolated during the outbreak.

“We are deeply concerned by the growing number of children confirmed to have contracted Ebola,” said UNICEF’s Regional Director for West and Central Africa, Marie-Pierre Poirier, returning from Beni.

“The earlier children infected with Ebola receive treatment in a specialized health facility, the greater their chances of survival. Community mobilization and public awareness activities are also crucial.”

After it was declared on August 1 — the tenth outbreak in DR Congo since 1976 — at least 285 people have died, according to the last health ministry update on December 9.

Nearly 44,000 people have been vaccinated.

The outbreak has hit an area already struggling with violence from armed groups.

In November, medical and vaccination efforts were briefly suspended and health workers evacuated after clashes between UN peacekeepers and fighters from the local Allied Democratic Forces militia.

Michel Sidibe announced the decision on Thursday at the end of a three-day board meeting of UNAIDS that examined the panel’s report, the agency said in a statement.

The four-member panel, in a 70-page report issued last Friday, said that a “patriarchal culture of favoritism and cronyism” had allowed “impunity and retaliation”. Sidibe, a Malian national, has been executive director since 2009 of the Geneva-based agency which has some 670 staff worldwide.

“He informed the UNAIDS Board that its meeting in June 2019 would be his last Board meeting and he would complete his duties at the end of June 2019,” said a UNAIDS statement on Thursday night.

Sidibe was quoted as saying in the UNAID statement: “I look forward to an inclusive, transparent and open dialogue and collaboration with staff in shaping a new UNAIDS.”

“I will work to ensure a smooth transition and pledge to keep my focus on our staff and delivering results for the people we serve.”

The United Nations has tried to increase transparency and strengthen how it deals with serious accusations in recent years after a string of sexual exploitation and abuse charges were made against U.N. peacekeepers in Central African Republic.

The UNAIDS Secretariat is in crisis, a crisis which threatens its vital work,” the panel report said, citing results of staff surveys that “painted a troubling picture of the UNAIDS organizational culture that cries out for urgent change.”

UNAIDS said last month it had placed its country director for Nigeria on administrative leave following allegations of sexual harassment. That case is one of three under investigation, UNAIDS spokeswoman Sophie Barton-Knott said.

In February, Luiz Loures, UNAIDS deputy head, said he would not seek to renew his term in office, although the spokeswoman said at the time it was not reasonable to link his departure to a sexual harassment allegation that proved unsubstantiated.
