From the picture, it looks like they're only spraing the (imho) "crater like" indentation in the mountain. But then again, it might have been a picture of only the start of the "greening" operation.

I was trying to find a latitude/longtitude reading or even just a province name of where this mountain is located to see the view from Google (satellite) maps but didnt' find any.
 
Hi Michael. The mountain is located at Fumin county, Yunnan province in south west China. The province is just above Vietnam and Lao. I was looking for it in Google Earth too but couldn't find it.
 
That seems sort of weird. Or I should probably say, unbelieveable.

I've seen how cities sometimes plant grass on barren areas around towns (like around new road construction, widening projects, etc.) - they typically use some sort of mixture of fiber, fertilizer, and grass seed. The fiber holds the seeds down and helps prevent birds from feasting on them. 'Coincidentally' the fertilizer color makes the whole mess look exactly like the green in the picture. As for covering the 'crater' area, if they are planting grass using the method I mentioned then apparently it's to stop errosion.

That would be south-central China, more east than west. Tibet is southwestern China.
