Torrential rains leave at least two dead in Brazil and force road closures

At least two dead left torrential rains that lashed southern Brazil. Torrential rains that lashed the southern Brazilian state of Santa Catarina on Tuesday left at least two people dead and forced the closure of federal and state highways due to unstable terrain.

Two sisters, aged 17 and 18, died after being buried in the town of Camboriú, according to municipal authorities. A third person, a nine-year-old minor, was injured.

The Camboriú City Council declared a state of emergency, while health services and educational centers have suspended their activities, according to the Brazilian news portal Universo Online.

The inclement weather has also caused floods that have flooded homes and submerged vehicles, as detailed by Brazilian authorities, according to local newspaper O Globo.

Authorities have set up shelters in the cities of Penha, Balneário Camboriú and Palhoça for people displaced by the storms. The government of Santa Catarina has called for people to avoid unnecessary travel.

CHICAGO, Dec 22 (Reuters) - Tyson Foods Inc (TSN.N) said it suspended and reduced operations at some U.S. meat facilities on Thursday due to a massive winter storm, while farmers increased checks on livestock facing harsh winds and cold.

The extreme weather presented a temporary challenge to food production after consumers grappled this year with soaring inflation, supply-chain shortages and drought that seared farmland in the western United States.

Tyson, which sells beef, pork and chicken and is the largest U.S. meat producer by sales, said it scaled back operations to protect employees and animals.

"We are in close contact with our customers to minimize disruption and continue to fulfill customer orders," the company said.

In Kansas, the third-largest U.S. cattle state behind Texas and Nebraska, the National Weather Service warned of "dangerously cold" wind chills reaching -40 Fahrenheit (-40 Celsius), though temperatures were expected to rise on Friday.

California holds its breath as an atmospheric river and bomb cyclone approach​

As California is poised to absorb its third hit from an atmospheric river since Dec. 26, the National Weather Service is warning people to prepare for a major storm with high winds, snow, and "heavy to excessive rainfall, flooding with debris flows and landslides."

"We anticipate that this may be one of the most challenging and impactful series of storms to touch down in California in the last five years," said Nancy Ward, the new director of the California Governor's Office of Emergency Services, at a late-morning news conference about the threat.

Gov. Gavin Newsom signed a statewide emergency declaration Wednesday morning to help agencies send aid and resources where they're needed, Ward said.

As the system arrives, many areas will also be confronted with the effects of a bomb cyclone: The powerful system was seen "undergoing bombogenesis" off California's northern coast, the NWS office in Sacramento said on Wednesday, referring to the rapid intensification of a midlatitude cyclone.

Forecasters have been raising alarms about the storm for days now, saying it could start to affect land as early as Tuesday night. But they also predicted it would move slowly; as of late Wednesday morning, the system was still approaching the West Coast.

Rainfall is predicted to reach 2 to 4 inches on the coasts and in valleys, while mountains could see up to 10 inches of rain, with heavy snow at high elevations. Forecasters are urging people to show particular care in areas where fires recently burned vegetation, citing the heightened risk of flash flooding and mudslides.
