Google may be blocked in Russia & country is ready to change laws to do it – watchdog

Russian legislation may be amended to allow harsher sanctions against foreign IT-companies, including blocking Google, that keep violating the country’s laws, Russia’s telecom watchdog Roskomnadzor warned.

Earlier this week, Google was fined 500,000 rubles ($7,500) for refusing to connect its search engine to the federal database of banned websites. The penalty almost feels like a mockery, considering that Alphabet holding company, which Google is part of, earned almost $110 billion last year.

“If fines won’t have any effect on the behavior of the foreign company, there’s a possibility that the legislation will be changed, which will allow blocking Goggle in Russia,” Vadim Subbotin, the deputy head of Roskomnadzor, said.

Blocking will become the toughest possible measure,” but it would be justified, considering the content of the banned websites Google allows its users to browse freely, he said.

A new law was introduced in Russia this October that obliges all operators of search engines to exclude terrorist, extremist and other illegal websites from their search results.

To do so, they should link up with a database of around 120,000 banned URLs, compiled by the Russian authorities.

However, Google refuses to filter the illegal content, despite Roskomnadzor holding several meetings with the representatives of the US tech giant and explaining the legalities to them.

In September, the watchdog also threated to block Facebook in Russia as the company violated the bans on storing of Russian citizens’ personal data on servers located outside the country.


‘Barrier to extremist ideology’: Russian prisons to isolate terrorists from other inmates

Terrorists and extremists will be kept separately from other inmates in Russian prisons to avoid recruitment and spread of radical views among the convicts, according to the legislative amendments supported by the State Duma.

Previously, those, sentenced for terrorist and extremist crimes, could have been placed in various types of correctional institution, including mild general regime colonies. But the MPs behind the draft law, which was approved in the first reading on Tuesday, believed it to be a dangerous practice.

In colony settlements, “the convicts are kept in brigades and are able to communicate with a significant number of people, which still allows the spread of extremist ideology,” Pavel Krasheninnikov of the ruling Untied Russia Party said.

The amendments to the Criminal and Penal Codes call for terrorism and extremism to be included on the list of grievous crimes that carry sentences served in prisons, but not in colonies.

“In prisons, people are held in small cells and are isolated from other inmates,” Krasheninnikov pointed out.

In order to crumble the extremist cells that are being formed behind bars, the Federal Penal Correction Service will be given the power to relocate inmates that promote radical ideas to other prison institutions.

“We’re erecting another barrier to propaganda of extremist and terrorist ideology,”Adalbi Shkhagoev, United Russia MP, said.

The MPs prepared the draft after Vladimir Putin spoke, in late October, of the need to separate terrorists and extremists from other inmates to avoid their radicalization

The idea was supported by the Russian Orthodox Church, with its spokesman calling terrorism“an infectious disease,”which shouldn’t be allowed to contaminate prisoners as they may stage attacks after gaining freedom.

Kremlin says Putin, Medvedev did not discuss constitutional amendments

Kremlin Spokesman Dmitry Peskov told reporters on Wednesday he has never heard Russian President Vladimir Putin discussing constitutional amendments with Prime Minister Dmitry Medvedev.

"I know nothing about this, I have never heard about this," Peskov said in reply to a question on whether such discussion has taken place.

Peskov declined to comment on Medvedev’s remark on possible constitutional amendments in an article, devoted to the 25th anniversary of the Russian constitution.

In his article published by the Zakon magazine, Medvedev said the amendments to Russia’s key law may concern only updating the status of government bodies and developing rights. "The constitutional amendments can be certainly aimed at updating the status of government bodies, developing rights but should never reduce the level of protecting individuals or undermine the basis of the country’s democratic system," the premier said.

"I personally had to present the proposals aimed at improving the system of government bodies [on extending the term of powers of the Russian president and the State Duma and the report of the Russian government to the Duma]," he said. "But these were pin-point changes and did not concern the rights of individuals."

Medvedev noted that sometimes calls are made to amend the constitution or even adopt a new one. "Certainly, these changes may be explained by the challenges of the time, and the constitution stipulates a clear order of changes," Medvedev stressed. "Our founding fathers envisaged this mechanism."


Increasing NATO Forces Near Russian Borders Will Only Increase Tensions - MoD

Gen. Valery Gerasimov, the chief of the Russian General Staff, has told NATO Allied Command Operations' Supreme Allied Commander Europe Gen. Curtis Scaparrotti that NATO presence near Russian borders was not reducing tensions, the Russian Defense Ministry said in a statement on Wednesday.

"The military commanders have exchanged opinions on the situation in European and global security. Gen. Valery Gerasimov has noted increasing NATO military presence near Russian borders, which does not promote a reduction of tensions. The sides have informed each other about the most important operational training activities planned for 2019. They have confirmed commitment to maintaining contacts," the statement read.

Gerasimov and Scaparrotti held a meeting in the Azerbaijani capital of Baku.


The relations between Moscow and the alliance remain tense, as Washington announced that the United States would suspend its INF Treaty obligations, while NATO foreign ministers collectively declared for the first time that Russia’s 9M729 missile violates the INF treaty and that it was now up to Moscow to preserve the accord. Russia, however, denied those accusations, stressing it was just a pretext for the US to leave the treaty.


Memory of Great Patriotic War should consolidate Russian society, says Putin

The memory of the Great Patriotic War (World War II) should consolidate the Russian society and the state, Russian President Vladimir Putin said at a session of the Victory organizing committee devoted to the preparation for the 75th anniversary of the Victory.

"The memory of what happened in the Great Patriotic War years should consolidate our society and our state for the future," Putin said.

He called the celebration of the 75th anniversary of the Victory that will be held in 2020 a great event both for Russia and the whole world.

The head of state called for a direct, practical and effective support in the work of the corresponding committee headed by chief of the Department of Presidential Affairs Alexander Kolpakov in order "to prepare this event (the celebration of the 75th anniversary of the Victory) in a proper way.".


Russian Parliament to vote on online fake news bill

A package of bills on fines of up to one million rubles for violating the ban on spreading false "socially significant" allegations disguised as authentic reports through the mass media and on the Internet has been submitted to the State Duma. A corresponding document was placed in the electronic data base of the lower house of parliament on Wednesday.

The bill proposes a ban on publishing in the mass media and on the Internet "untruthful socially significant information disguised as authentic reports, which poses a threat to people’s lives and health and is fraught with mass violations of public order and security, disruption in the operation of crucial life support facilities, transport and social infrastructures or other grave consequences."

Under the bill violations of this ban will be interpreted as administrative offenses punishable with fines under the Code of Administrative Offenses (30,000-50,000 rubles, an equivalent of $450-$750 for individuals and 400,000-1,000,000 rubles, an equivalent of $6,000-$15,000 for legal entities).

The law on the mass media will interpret the spreading of socially important disinformation fraught with grave consequences as a violation of the freedom of mass media.

Struggle with online information

As follows from the explanatory note, in the modern context of booming information technologies the uncontrolled spreading of false information disguised as authentic reports may entail a wide range of consequences: not only reputational losses for individuals and organizations, manipulation with public opinion, and financial gains, but also real risks to the life and health of people, mass unrest and threats to state, public or ecological security.

"The awareness of the negative aspects of spreading false information makes government institutions in many countries look for ways of preventing them. The European Commission is working on a common European strategy of resisting on-line disinformation," the document runs.

The proposed amendments to Russian legislation "reaffirm legal guarantees against the abuse of the freedom of speech, which may pose a threat to state and public security.".


Russian Defense Ministry: 80% of this year’s autumn recruits fit for military service

Eight out of every ten young men enlisting in the Russian Armed Forces in the autumn of 2018 have been found medically fit for military service, which is more than the 2017 autumn conscription campaign, Russian General Staff’s Main Organization and Mobilization Directorate Lieutenant General Yevgeny Burdinsky said at a briefing at a Moscow conscription office on Wednesday.

"The medical fitness rate is 79%, which exceeds the rate recorded during the 2017 autumn conscription campaign (78.6%)," he said.

"A stable upward trend in medical fitness for military service is being sustained thanks to the implementation of measures in accordance with the 2020 Concept of the Federal System of Training for Military Service," Burdinsky added.

The general inspected the conscription office, met with 18 recruits and answered their questions. Most requests concerned the conscripts’ wish to carry out military service in research and sporting units, which have been becoming more and more popular.


Russia’s Pacific Fleet to get corvettes and submarines armed with cruise missiles

Russia’s Pacific Fleet will soon get six diesel-electric submarines, eight corvettes and also a destroyer, nuclear-powered subs and small missile ships armed with cruise missiles, Pacific Fleet Commander Admiral Sergei Avakyants said in an interview with the Defense Ministry’s newspaper Krasnaya Zvezda on Wednesday.

"Until the end of 2018, we are planning to accept the Project 20380 corvette Gromky for service. This is the second corvette of this Project specially built for the Pacific Fleet under the rearmament program," the admiral said.

The warship is currently at the final stage of shipbuilders’ sea and state trials. The naval flag will be hoisted aboard the corvette in late December, the Pacific Fleet commander said.

Next year, the Pacific Fleet will be reinforced with the Project 20385 corvette Gremyashchiy. The crew has already taken its place on the warship whose construction is nearing completion in a planned manner, he noted.

"This ship is the first carrier of Kalibr cruise missiles for the Pacific Fleet and the personnel were trained taking into account this factor. Overall, let me repeat, we expect to get 8 such corvettes from the industry," the admiral said.

The Shipyard in Komsomolsk-on-Amur in the Russian Far East will build four Project 22800 small missile ships armed with Kalibr and Oniks cruise missiles for the Pacific Fleet. The large anti-submarine warfare ship Marshall Shaposhnikov will also get the strike missile complex during its modernization.

The Pacific Fleet is also reinforcing its submarine component. Thus, the Fleet will get six newest Project 636.3 diesel-electric submarines, the first of which is due to join the Fleet already in 2019. Also, modernization continues to arm Project 949A nuclear-powered underwater missile cruisers with Kalibr cruise missiles, the commander said.


Moscow among best cities to visit during New Year holidays, says mayor

Moscow is one of the best cities of the world to visit in the New Year and Christmas holidays, Moscow Mayor Sergei Sobyanin said.

"Moscow is on all international tourist ratings and recommendations for visiting in the New Year and Christmas holidays and is generally considered to be one of the best cities for tourists," Sobyanin said at the opening of a new hotel complex, Radisson Blu Olympiyskiy Hotel.

It became possible mainly due to Moscow Seasons, a cycle of street festivals held throughout the year, and a great number of international festivals which attract millions of people from around the world, he said.

"More than 60 million people visited Moscow festivals this year, much more than at the World Cup. So, we have potential for further development," the mayor noted.

According to materials of the Moscow Mayor’s Office, the festival "Journey to Christmas" and other Moscow Seasons festivals are especially popular among tourists. Since early 2018, 65.8 million Muscovites and visitors to the city have visited them, the Mayor’s Office reported. The World Cup, which attracted about 4.5 million tourists, also became an important long-term factor for increasing Moscow’s tourism attractiveness, the Mayor’s Office said.

The Mayor’s Office reiterated that with each year Moscow becomes increasingly recognized as one of the largest global tourism centers. By the end of 2017, Moscow was ranked second among the most photographed cities of the world, according to Instagram: the issue concerns shots posted on the network and tagged "Moscow." Balneotherapy Attracts Tourists to the Krasnodar Region, Russia

Balneotherapy, as well as spa treatments is attracting increasing numbers of tourists to the Krasnodar Region’s Black Sea resorts all year round, including during the low season.

The first season of the Southern Resort program, in 2017-2018, led to a 7 to 10 percent increase in the number of tourists visiting the region. The increase in spa resort demand can be seen not only among middle-aged tourists, but young people as well, the regional Ministry of Resorts said.

"Spa resorts in seaside towns can combine a beach vacation with therapeutic and wellness programs," a ministry representative said.
"Wellness tourism is fully developed in the towns of Anapa, Gelendzhik, Goryachy Klyuch and Sochi, as well as in the Apsheronsky, Yeisky, Labinsky, Mostovsky and Tuapsinsky districts."

The Krasnodar Region is home to 193 health resorts, balneotherapy clinics and holiday centers offering spa services, of which 140 are open year-round. Also, there are more than 50 pump rooms with mineral water, 11 of which are open to the public. The largest number of pump rooms is available in Anapa (16), Sochi (12) and Gelendzhik (9). There are five pump rooms in Anapa, three in Sochi, and one in Goryachy Klyuch, Krasnodar and Labinsk each.

Year-Round Wellness

"Local mud and mineral waters are used in spa therapy," the ministry said. "There are more than 50 hot springs in the region, most of which are located in the Mostovsky, Otradnensky, Apsheronsky and Labinsky districts, and over 40 mineral water deposits can be found along the coast and in the mountain and foothill areas. Anapa, as well as the Yeisky and Krymsky districts are home to many therapeutic mud deposits. All this puts the Krasnodar Region's spa resorts among the leaders in Russia."

Health resorts in the Krasnodar Region offer treatment and rehabilitation under over 500 programs that cover almost all known diseases.

The ministry developed a Southern Health Resort program in 2017 to provide high-quality recreation and wellness programs for tourists, as well as to ensure year-round resort occupancy, which runs from October 1 to May 1.

"Initially, the program included over 40 health resorts, balneological clinics and holiday centers offering treatment in 11 districts in the region," the ministry said. "They offered weekly wellness tours and three-week treatment programs. Later, this number grew to 56 spa and health resorts in the region that offered 5 to 50 percent discounts on weekly wellness tours and two- and three-week treatment programs."

According to the ministry, implementation of the program helped increase tourism by 7 to 10 percent during the low season at the resorts that took part in the Southern Health Resort program. "The program was also recognized one of the best for advancing spa resort services in Russia and was recommended by the Federal Agency for Tourism for use at other resort areas in Russia," the ministry said.

Increase in the Number of Users

"In 2018, the Southern Health Resort program opened on October 1 and runs until May 1, 2019," the ministry said. "Today, the program operates through 65 resorts, balneological clinics and holiday centers in 12 cities and districts in the Krasnodar Region including Anapa, Gelendzhik, Goryachy Klyuch, Krasnodar, and Sochi, as well as the Gulkevichsky, Yeisky, Kanevskoi, Labinsky, Mostovsky, Slavyansky and Tuapsinsky districts."

The program includes weekly wellness tours and two- and three-week treatment programs with 5 to 50 percent discounts. Short tours include a set of wellness procedures designed to improve physical fitness. The two- and three-week vouchers include a greater number of medical procedures depending on the disease. The price depends on the program's package tours, resort grade, room category, meal plan and the number of procedures.

According to the regional authorities, more than 16.5 million tourists visited the Krasnodar Region from early 2018 to December 1, which is 6 percent more than the same period in 2017. In the summer, over 10 million holidaymakers visited the region's resorts, which is 5 percent higher than the 2017 summer season.

For example, during the FIFA 2018 World Cup alone about 800,000 guests from Sweden, Iceland, Switzerland, Germany, South Korea, Italy, Argentina and other countries visited Sochi, Anapa, Gelendzhik and Krasnodar during the tournament. Krasnodar alone saw the number of tourists almost triple during this period. In addition, more than 55,000 tourists, including foreign visitors, took part in the tourist festival, Russia's Ancient Legacy, which opened the summer holiday season this year.

According to regional ministry estimates, about 16.7 million vacationers will have visited the region by late 2018.

According to the Russian Agency for Tourism, Russia boasts a number of therapeutic resources unmatched anywhere in the world. The popular Czech Karlovy Vary resort has a little over 60 types of mineral waters, and the famous German spa resort Baden-Baden about 20, but Russia's Mineralniye Vody resort in the Caucasus has over 100 water sources of 30 types with varying chemical composition, mineralization and temperatures.

The Federal Agency for Tourism has included the program on the list of top 10 Russian itineraries designed for foreign tourists. The Golden Ring of the Bosporus Kingdom covers about 30 historical landmarks and modern tourist attractions related to the history of the Bosporus. They are located in 10 cities in southern Russian regions including the Krasnodar Region, the Republic of Crimea, the city of Sevastopol and the Rostov Region.

"The Krasnodar Region is also developing the Wine Roads of the Bosporus Kingdom route as part of that project," the ministry said. "The region has more than 60 small and large wineries that receive hundreds of thousands of tourists from all over Russia and other countries."

MOSCOW, December 12. /TASS/. Head of the Russian Union of Journalists Vladimir Solovyev does not support the online fake news bill on fines up to one million rubles for violating the ban on spreading "fake news". He finds this initiative dangerous for the freedom of speech in Russia.

"Here, in the Union of Journalists, we find this legislative initiative, this offer by the deputies dangerous, as such wording of the bill and the offered punitive measures may restrict freedom of speech and freedom of media," Solovyev told a TASS correspondent. "This is why we, along with the media community, will monitor the discussion of this bill in the Duma (the lower house of the Russian parliament - TASS) and in society, but so far, we are against this law."

Russia seeks to expand its agricultural exports, ultimately seeking to feed the whole planet, Prime Minister Dmitry Medvedev said. The PM’s statement comes as the country enjoys a record surge in grain exports.

“Our country is, as they say, destined by the heavens to feed the whole planet. And we’ll try and do that,” Medvedev told journalists of Russian TV channels in a major interview aired on Thursday.

Apart from being the country’s “destiny,” the foods plainly make “nice export goods,” the prime minister added. Russia’s agriculture has expanded greatly over the past few years, becoming a solid and profitable industry, unlike the way it was a couple decades ago.

“Back in 1990s, the agriculture was called a ‘black hole’, where one should not invest, we were told we should not feed ourselves since we can purchase everything elsewhere,” Medvedev said. “Now, it feeds our whole country. We’ve reached the main goals regarding food security and we’re exporting grains, other goods to the world market.”

This year, Russia has enjoyed vast growth of its agricultural exports, becoming the world’s top exporter of wheat. From January through September of 2018, exports of Russia’s wheat and meslin flour expanded by 54.3 percent compared to the previous year.

The amount of food which the county imports, in its turn, continued to shrink. Imports of grains to Russia dropped by 11.1 percent during the same period. Imports of barley have suffered an enormous decline, dropping a whopping 94 percent.

Putin says presidency is open to anyone who is willing to dedicate his life to this duty

Anyone can take the helm of a country if they dedicate their entire life to this cause, Russian President Vladimir Putin said at an open lesson during the Proyektoria technology forum.

"Anyone can become president, regardless of their profession, but as a rule, people who have law or economy background become heads of state, as they are familiar with social processes and laws, as well as with people-to-people interaction. This kind of professional knowledge and skills are relevant and useful," Putin noted. "But again, in fact, persons with any professional background can become heads of state and prime ministers," he added.

In this regard, Putin mentioned some big European countries headed by physicists. "There also are people with other professional knowledge and skills, but the most important thing is that if people choose this path, they must make a decision whether they are ready to dedicate their entire life - or at least, a large part of their life - to the cause," the Russian president stressed.

According to him, another important thing is to abide by the medical principle of "do no harm." "A person who does not empathize with patients cannot be a good doctor. A doctor has to love patients, go deep into their problems and try to solve them as if they were his or her own. The same goes for prime ministers… and presidents," Putin said.

He noted that all children could set ambitious goals for themselves but it is not necessary to become presidents to achieve success. "Einstein wasn’t a president. If you randomly point to a place on the world map and ask who is the president or the prime minister of a certain country, you will be likely to know nothing about them but everyone in the world knows Einstein," Putin explained. He suggested that school students pursue the goals that interest them the most as it is the key to personal success that the country’s prosperity depends on.


Putin signs decree making Vladivostok capital of Russia’s Far East

Russian President Vladimir Putin has signed a decree moving the capital of the Far Eastern Federal District (FEFD) from Khabarovsk to Vladivostok, the press center of the Kremlin said in a statement on Thursday.

The document amends the decree as of May 13, 2000, which particularly contains a list of the Russian Federal Districts and their capitals. In accordance with the new decree, Vladivostok has replaced Khabarovsk as the center of the Far Eastern Federal District. "The head of the presidential administration of Russia was instructed to carry out necessary organizational and staff measures related to the transfer of the center of the Far Eastern Federal District to Vladivostok," reads the decree.


Putin says genetics, artificial intelligence most interesting areas of research for him

Russian President Vladimir Putin said on Thursday he thinks the most interesting areas of research now are artificial intelligence (AI) and genetics.

"As for what looks most exciting for me in contemporary science, I would say that it is genetics and artificial intelligence," he said during a nationwide open lesson at the Proyektoria career guidance forum.

When asked how he chose his career when he was young, Putin said, "It took me long to choose my future occupation. I studies law at the Leningrad, now St. Petersburg University, and now I am satisfied with my choice.".


Moscow declares Slovak military diplomat persona non grata

Moscow has declared a Slovak military diplomat persona non-grata in retaliation for the expulsion of a Russian diplomat from Bratislava, Russian Foreign Ministry spokeswoman Maria Zakharova told a news briefing on Thursday.

"Several days ago a Slovak military diplomat in Russia was declared persona non grata. He is to leave our country within two days. A corresponding note was lodged with the Slovak ambassador in Moscow on December 11," she said.


Foreign customers eye Russia’s new ‘super gun’

The Russian ShAK-12 assault rifle evokes great interest of foreign customers, the Instrument Design Bureau (part of High Precision Systems Group within the state hi-tech corporation Rostec) told TASS on Thursday.

The Instrument Design Bureau is the developer of the new assault rifle.

"Foreign customers are displaying great interest in the assault rifle. Actually all are displaying interest in it also because the situation in the world is very complex. No one skips the ShAK at all international exhibitions but there are no existing export contracts on the assault rifle so far," the Central Design and Research Bureau of Sporting Guns within the Instrument Design Bureau said.

As a representative of the gun’s developer said, "the supplies of the assault rifle to military units of Russian Special Forces will continue but not on a massive scale."

‘This is a specific weapon for special tasks and it is not needed in large numbers," the Instrument Design Bureau said.

The US-based journal The National Interest called the ShAK "a super gun" with the impressive firepower. The new assault rifle was unveiled abroad for the first time at the Indian Defexpo arms exhibition in 2018.

The ShAK-12 (the assault automatic system) is chambered for 12.7 x 39 mm rounds of three types: subsonic velocity rounds, armor-piercing rounds and anti-ricochet rounds. The latter are designed for police operations: the ammunition features the high stopping power while minimizing collateral damage against civilians.

The ShAK system has been developed on order from Russia’s Federal Security Service (FSB) as the Special Forces’ highly effective assault weapon for close-quarters combat. Its first version dubbed the ASh-12 (the assault gun) was unveiled in 2011.


Russia develops 1st interceptor attack drone

The first small strike drone Carnivora capable of intercepting other drones and using high explosive bombs has been created in Russia and is undergoing flight trials, the Micran Research and Production Company (the drone’s developer) told TASS on Thursday.

"This is a small-class strike drone that can take off from unprepared sites and hover for 10-15 hours, as well as respond to threats, for example, mortar fire pockets. This is the first copy of this drone," Micran said.

The drone has been dubbed Carnivora (from the Latin carnivores), the company said.

The drone prototype is currently undergoing factory trials.

On December 11, Russia’s Federal Security Service (FSB) neutralized a network involved in financing of ISIS and Jabhat al-Nusra (also known as Hayat Tahrir al-Sham) during an operation in the Russian regions of Chechnya, Ingushetia and Dagestan as well as in the city of Moscow.

According to the FSB, at least 7 suspects were detained and multiple banking cards, extremist literature, phones and instrictions were seized during the operation. The FSB revelaed that since 2016 the neutralized network had supplied terrorist groups with at least 38,000,000 Rub [about 584,000 USD].

The network was collecting funds through the Internet via chats, social media etc where suspects were promoting the radical ideology and convincing people to contribute money.

The FSB said that Abu Umar Sasidlinksiy [real name Israeil Ahmednabiev] was behind the creation of the aforementioned network. Abu Umar Sasidlinksiy is in an international wanted list due to his crimes related to the terrorism.



Good health, high salary top New Year wish list in Russia, poll shows

A third of Russians are going to wish good health to themselves and their families on New Year’s Eve, according to a survey on Superjob.ru published on Thursday.

Poll participants were asked to answer a question what else apart from a new good job they would like to wish when they hear the Kremlin bells ringing.

"Every 3rd out of 10 Russians (roughly 30% - TASS) are going to wish good health to themselves and their families. A total of 11% of those polled would like to earn a lot of money with 9% wishing happiness and peace around the world," the survey showed.

Other materialistic wishes on the list are a camera, a laptop, and a fur coat, while non-materialistic ones include entering university, losing weight, and good mood. Such wishes were shared by 17% of survey respondents, according to Superjob.ru. Meanwhile, another 8% of those polled said that they do not believe in miracles, which is why they do not make any wishes.

The survey, held on December 5-7, interviewed 1,000 respondents aged 18+ from all of the Russian federal districts.
 
About 50 flights delayed or canceled in Moscow due to snowstorm

More than 30 flights were delayed and 13 more canceled at Moscow’s Vnukovo, Domodedovo and Sheremetyevo airports on Thursday because of the day-long snowfall, according to Yandex Timetable online service.

Thus, as of 21:20 Moscow time, nine flights were delayed and two were canceled at Vnukovo, 14 flights were delayed and 11 were canceled at Domodedovo, and 11 flights were delayed at Sheremetyevo.

The weather in Moscow on Thursday was snowy and icy, with air temperatures of about three degrees below zero.


Aerospace Forces detect over 980 airborne objects near Russian borders this year

Servicemen of Russia’s Aerospace Forces have detected and tracked over 980,000 foreign airborne objects near the Russian borders this year, said Maj. Gen. Andrei Koban, the commander of the Radio-Technical Troops of the Russian Aerospace Forces.

"In 2018, on-duty combat units of the Radio-Technical Troops detected and tracked over 980,000 foreign airborne objects. This includes about 3,000 foreign warplanes, with over 1,000 of them being reconnaissance planes," the general said.

He added that the troops detect and track over 5,000 airborne objects daily, and about a half of them are foreign aircraft.
According to Koban, on-duty units were placed on the highest level of alert more than 4,000 times this year.

This week alone, Russian fighter jets were scrambled two times to intercept foreign aircraft near the Russian border, according to the Russian Defense Ministry’s infographics published in its official Zvezda daily.

In the reported period, 16 aircraft were conducting aerial surveillance close to the Russian territory. No border violations were registered.


Plane hits runway with tail on takeoff in Russia's Ufa — source

S-400 battalion to assume combat duty to protect Russia's western borders

A battalion of S-400 Triumf surface-to-air missile systems will go on combat duty in the Leningrad Region on December 20 to protect Russia’s western frontiers, a source in the Military District told TASS on Friday.

"Pursuant to the plan, a battalion of the surface-to-air missile regiment of the Western Military District’s large air defense unit armed with S-400 Triumf systems (located in the town of Luga in the Leningrad Region) will assume combat duty on December 20 to protect Russia’s western borders," the source said.

As the Western Military District’s press office reported earlier, the battalion assumed experimental combat duty about a year ago.
Russia’s S-400 Triumf is the latest long-range surface-to-air missile system that went into service in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range missiles, and can also be used against ground installations.

The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.

Moscow ready for Putin-Trump meeting — Kremlin

Moscow remains ready for a meeting between Russian President Vladimir Putin and his US counterpart Donald Trump, since both countries need such a meeting, Kremlin Spokesman Dmitry Peskov told reporters.

"We are still convinced that such a meeting is equally necessary for both Moscow and Washington," he said.

Peskov stressed, citing Putin, that Russia remained ready for a bilateral summit, as well as for other meetings at various levels, "in order to start discussing pressing matters concerning the two countries and issues of global strategic stability."

The Russian and US presidents were supposed to hold a meeting on the sidelines of the G20 summit, which took place in Argentina’s capital of Buenos Aires on November 30 to December 1. Russia to manufacture next-generation armored vehicle prototype in spring

The first prototype of Russia’s Tigr-2 next-generation armored vehicle being developed by Military Industrial Company will be ready in March-April 2019 after some adjustments ordered by the Defense Ministry, a source in the ministry told TASS on Friday.

"Some requirements for the vehicle have changed and the developer has had to make some adjustments in the design. This has had its effect on the timeframe but not very much. In April, perhaps, in March next year," the source said, without specifying the requirements.

TASS has no official confirmation of this information.

Military and Industrial Company earlier said that the Tigr-2 prototype would be made until the end of 2018.

As the Company said, the new vehicle will have its anti-mine endurance raised to 2kg in TNT equivalent and its ballistic endurance enhanced to the 6a class under technical standards while its load capacity will increase to 2 tonnes. The Tigr-M vehicle currently in service is shielded against explosives with a weight of up to 0.6 kg in TNT equivalent. It has 5 class ballistic protection and a load capacity of 1.2 tonnes.

The Tigr-2 vehicle is being developed taking into account the experience of using Tigr-M vehicles in real combat conditions, including in Syria. The new vehicle’s enhanced load capacity will allow mounting new modules with heavy armament on it.

The Tigr is a family of Russian armored vehicles. The vehicle’s various modifications have been manufactured at the Arzamas Machine-Building Factory (part of Military Industrial Company) since 2005.

MOSCOW, Dec. 15 (Xinhua) -- Moscow has not received any response from Washington to Russian Defense Minister Sergei Shoigu's proposal to discuss disagreements concerning the Intermediate-Range Nuclear Forces (INF) Treaty, the Russian Defense Ministry said in a statement on Saturday.

The proposal was related to one of the two notes recently sent by Shoigu to U.S. Secretary of Defense James Mattis. The other note was about Syria, according to the ministry.

"It has been emphasized that Russia is ready for an open and detailed dialogue with the Pentagon on all the pressing bilateral issues. However, three days after the notes were received, the Russian Defense Ministry has not received even a formal response to this proposal from the U.S. military," the ministry said in the statement.

The lack of a U.S. response showed Washington's unwillingness to maintain a professional dialogue with Moscow on solving pressing regional and global security issues, the ministry said.

In early December, U.S. Secretary of State Mike Pompeo said that the United States would suspend its obligations under the INF Treaty in 60 days unless Russia returns to full compliance with the agreement. Moscow has repeatedly denied that it has violated the treaty.

The INF Treaty was signed in 1987 between the Soviet Union and the United States on the elimination of intermediate-range and shorter-range missiles.

MOSCOW - Russian President Vladimir Putin said on Saturday the Kremlin should play a leading role in Russian rap music and in youth culture, rather than trying to shut it down.

His comments follow a spate of concert cancellations by venue owners and local authorities across Russia and the brief arrest of a popular rap artist, Husky. The crackdown has sparked considerable discussion in recent months, especially among young people.

Putin said such heavy-handed measures were often counterproductive, and suggested an alternative approach.

“If it’s impossible to stop something, you’ve got to take charge of it,” he said during a live broadcast of a meeting of his advisory council on culture and the arts.

“How to do this, how to take charge and guide in the necessary direction... That’s the most important issue,” he said, adding that the question would be discussed further by members of his administration and the culture ministry.

Husky, who raps in Russian and whose songs have at times been critical of the government, said his concerts were under pressure because authorities objected to lyrics they found offensive.

After his concert was canceled in Krasnodar, in southern Russia, he tried to perform from the roof of a car instead, leading to his arrest for hooliganism.

His arrest and sentence to 12 days imprisonment led to a public outcry and the rapper was released early, thanks to the intervention of members of the presidential administration, the editor of state broadcaster Russia Today said on Twitter.

Putin on Saturday was responding to a statement about rap concert cancellations made by music producer and member of the advisory council Igor Matvienko. Among other suggestions, Matvienko proposed creating a parental advisory guidance system for concerts.

Addressing Matvienko, Putin said, “You said that rap (rests on) three pillars: sex, drugs and protests. Of all of these, drugs are the most worrying,” Putin said. “They are the route to a nation’s degradation.”

Putin also addressed the question of how to regulate the musical genre’s use of censorious language.

He said that he had talked about swearing with a linguist.

"The manner ‘to grab and do not let go’ is the most inefficient, or the worst to be thought of," Putin said at a meeting of the Presidential Council for Culture and Art on Saturday. "The effect will be quite opposite to expectations."

Along with this, Putin dubbed the proposal to "give permission to everyone" as "revolutionary" and chuckled at it.

"Why is it funny? Because we are from a certain stratum of society," he added.

The Russian president plans to meet with Lyudmila Verbitskaya, an acclaimed philologist who does research in strong obscene words in Russian. According to her, the president said, those words are part of the language.

"The question is how to use them," Putin stressed. "We have different body parts, but we do not expose ourselves each time it is either hot or cold.

"We should treat this very carefully," he emphasized.

"Should it be impossible to stop, this should be headed and somehow guided," he is convinced.

In response to critical remarks against rap music, Putin recalled that waltz was viewed as "mauvais ton."

A record-breaking number of journalists - 1,702 - have been accredited to highlight Russian President Vladimir Putin’s traditional annual news conference due to take place on December 20, according to the Kremlin website which posted the list of accredited journalists on Friday.

Putin’s press secretary Dmitry Peskov said earlier this year’s news conference had attracted increased interest, with the number of applications for accreditation being much bigger than in pervious years.

Applications were received from Russian journalists registered with the national mass media watchdog Roscomnadzor and from foreign journalists having the Russian foreign ministry’s accreditation.

Putin’s first such news conference in 2001 drew more than 500 journalists. The number of journalists accredited to his subsequent news conference grew from about 700 in 2002 and in 2003 to as many as 1,364 in 2008.

The number of journalists accredited to annual news conferences during Putin’s third presidential term never dropped below 1,250. Last year saw a record of 1,640 reporters covering the event.

Putin set up a tradition of annual meetings with journalists in 2001. A short break was made only when Putin was Russia’s prime minister, from May 2008 to May 2012. The practice was resumed in 2012 after Putin was elected Russian president for his new, six-year, term.

Putin’s question-and-answer sessions traditionally start at noon. As a rule, they lasts for several hours. That is why they are often referred to as a ‘big’ news conferences.

It is up to the president to decide when to stop. The first news conference in 2001 was the shortest one - one hour and 35 minutes. The longest one took place in 2008 when Putin answered questions for four hours and 40 minutes. Anyway, none was shorter than three hours from 2004.

In the recent years, such news conferences were organized in December giving the president an opportunity to sum up the results of the outgoing year. Reporters are free to ask any question they like.
 
Russia to begin flight tests of Sarmat ICBM in nearest perspective

Flight tests of the most advanced Sarmat intercontinental ballistic missile (ICBM) will begin in "the nearest perspective," Strategic Missile Force Commander Colonel-General Sergei Karakayev said in an interview with Krasnaya Zvezda newspaper.

According to Karakayev, the necessary infrastructure for the flight tests of Sarmat ICBM is being constructed at the Plesetsk Cosmodrome in north Russia.

"Flight tests of the complex will start in the nearest perspective and its success will provide for the serial production of its components," he said.

The rearmament of the Russian Strategic Missile Forces with the most advanced Sarmat intercontinental ballistic missile will begin with the the Uzhur-based strategic missile force division in 2021, Karakayev said.

"Wе plan to start the rearmament with this missile complex starting in 2021 in the Uzhur-based missile force division, which currently has in operation its predecessor - the Voyevoda missile complex," Karakayev said.

Russia is developing the Sarmat heavy intercontinental ballistic missile system to replace its most powerful Voyevoda ICBM. In 2018, the Sarmat successfully passed pop-up tests.

The RS-28 Sarmat is the Russian promising silo-based missile complex with the heavy liquid-propellant ICBM capable of carrying nuclear charges. Russia has been developing the Sarmat since the 2000s to replace the R-36M2 Voyevoda ICBM operational in the country’s Strategic Missile Force since 1988. It weighs about 200 tonnes and has a throw weight of about 10 tonnes.

According to earlier reports, the serial production of the Sarmat ICBM is expected to begin from 2020 and in 2021 the first regiment armed with this missile is expected to assume combat duty.


Avangard hypersonic missile systems to enter combat duty in Dombarovsky division in 2019

First Avangard hypersonic missile systems will enter combat duty in 2019 at the Dombarovsky missile division based in the Orenburg Region in the south Urals, Strategic Missile Force Commander Colonel-General Sergei Karakayev said in an interview with Krasnaya Zvezda newspaper.

"First complexes are planned to be put on combat duty at the missile regiment of the Dombarosky division starting next year," Karakayev said.

The Avangard is a strategic intercontinental ballistic missile system equipped with a hypersonic glide vehicle. According to open sources, the ‘breakthrough’ weapon was developed by the Research and Production Association of Machine-Building (the town of Reutov, the Moscow Region) and was tested from 2004. The glide vehicle is capable of flying at hypersonic speed in the dense layers of the atmosphere, maneuvering by its flight path and its altitude and breaching any anti-missile defense.

The new weapon was unveiled by Russian President Vladimir Putin in his State of the Nation address to the Federal Assembly on March 1. Later, the Russian leader said during his annual Q&A session on June 7 that "the Avangard system is already in the process of its manufacture and has entered its serial production and in 2019 we are planning to deliver it to the Armed Forces."

The UR-100N UTTKh (SS-19 Stiletto) is a heavy upgrade of the UR-100 missile complex developed in the Soviet Union in the 1960s by the Design Bureau-52 led by Vladimir Chelomei. It was accepted for service in 1980. Currently, Russia’s Strategic Missile Force operates 30 silo-based missiles of this type, according to open sources. The missile has a takeoff weight of about 100 tonnes and a throw weight of around 4.5 tonnes.

Initially, the UR-100N UTTKh will be the carrier for Russia’s strategic hypersonic weapon. Eventually, it will be replaced by the Sarmat ICBM.

Russia’s Federal Security Service has curbed the activity of an interregional criminal group manufacturing arms at clandestine workshops, the FSB press center told TASS on Monday.

"The activity of two illegal workshops on modernizing weapons and manufacturing ammunition has been stopped," the FSB stressed. The operation was carried out jointly with the Interior Ministry and the National Guard.

The criminal group’s suspected organizer and active participants have been detained in Moscow, the Moscow, Bryansk, Kaluga and Nizhny Novgorod Regions.

The investigators have seized a large amount of firearms, munitions, explosives and exploders from the suspects. A criminal investigation will be launched.


One killed, four injured under rubble as house collapses near Moscow

One person died and two others remain under the rubble after the roof of a factory building collapsed in Dzerzhinsky, in the Moscow Region, the Emergencies Ministry’s press service told TASS on Monday.

"One person died, his body has been pulled out. Four victims have been hospitalized, and a search for two others is underway," a spokesman said.

The building belongs to the Technogroup enterprise, which manufactures equipment for ventilation systems. According to the ministry, the collapse occurred during repair works at the one-storey building. The area of the collapse reached 130 square meters. The rescuers are working at the scene and the effort to clear the rubble is underway.

Negligence of safety rules during the repair works may be blamed for the collapse, a source in the law enforcement agencies said.

WikiLeaks has suggested it could sue prolific conspiracy theorist Louise Mensch after she tweeted that NSA whistleblower Edward Snowden had released his secret US military documents "under Putin's direct orders."

It all started when the American Civil Liberties Union (ACLU) tweeted a link to an interview it had conducted with Snowden about the concept of blockchains - an interview which seems to have instantly outraged Mensch, who has made a name for herself in recent years as one of Twitter's most creative Russiagate conspiracy mongers.

Responding to the ACLU's interview with Snowden, Mensch, a former conservative British MP, did what she does best and made everything about Russia.


Swooping into the ACLU's Twitter mentions with her usual gusto, Mensch lashed out, claiming that Snowden committed espionage against the United States "on behalf of" Russian President Vladimir Putin.

In an ensuing debate with some Twitter followers, Mensch suggested with delight that Snowden "would be executed" if he ever returned home to the US from Moscow, where he now lives in exile, and reaffirmed her stance that the whistleblower had worked "under Putin's direct orders.

Mensch provided no actual evidence for her theories, but typically, evidence-free rambling has been her standard.

Russia’s advanced weapons, which will ensure the country’ security for decades to come, will force those who got accustomed to militarist rhetoric to think, Russian President Vladimir Putin told the Defense Ministry’s expanded board meeting on Tuesday.

"A serious breakthrough has been made in developing advanced and unparalleled weapons, about which I said in the address to the Federal Assembly on March 1 this year," Putin said. "I hope our newest systems will make think those who got accustomed to militarist and aggressive rhetoric."

The Russian leader noted that serial production of Avangard hypersonic missile systems has been launched, and successful tests of Russia’s most advanced Sarmat intercontinental ballistic missile have been carried out. The Kinzhal air-launched precision hypersonic weapon has been successfully placed on combat duty and Peresvet combat lasers have entered duty.

Putin stressed that "these weapons significantly increase the potential of the army and the fleet," thus reliably ensuring Russia’s security for decades to come. These developments also strengthen the balance of power and global stability, he stressed.

The president also stated that the forces’ operational and combat readiness has seriously grown. Six independent checks carried out this year confirmed this, he noted. Russia’s forces and means can be swiftly deployed to the distances of up to 7,000 km and reinforce groups in crucial strategic directions.

"Good results were shown at massive Vostok-2018 maneuvers," the president said, noting that partners from China and Mongolia acted in line with the general plan and under single combat rules with Russian units.

Putin also mentioned the Ocean Shield drills, held in the Mediterranean Sea for the first time, when a large fleet grouping together with the long-range aviation solved a broad range of tasks, using the newest tactical methods of actions of naval forces and aviation.

Shiogu said that the patrols were carried in the framework of the experimental combat duty of the new hypersonic weapon.

The Kinzhal is a nuclear-capable air-launched hypersonic missile. It can carry both conventional and nuclear warheads.



Moscow does not agree with UN resolution on Crimea — Kremlin

Moscow does not agree with the United Nations General Assembly’s resolution on the "militarization of Crimea" and regrets the adoption of the document, Russian Presidential Spokesman Dmitry Peskov told reporters.

We can only express our disagreement with such a position and our regret," he said. "We will certainly continue to clarify our position, trying to make our counterparts understand it," Peskov added.

The Kremlin spokesman pointed out that Crimea’s unification with Russia was a result of a free vote among the Crimean people, held in strict accordance with Ukrainian laws, which were in effect in the region at the time.

Peskov declined to comment on the results of the UNGA vote, saying he did not have any details.

As many as 66 countries voted in favor of the document, 19 voted against it and 72 abstained. Russia completes rearming air defense forces in Crimea with S-400 missile systems

Russia has completed rearming air defense forces in Crimea with the advanced S-400 Triumf surface-to-air missile systems, Commander of the Southern Military District Colonel-General Alexander Dvornikov said at the Defense Ministry’s year-end board meeting on Tuesday.

"This year, we have completed rearming air defense units stationed in Crimea with the S-400 Triumf systems. Today they are on combat duty, reliably protecting the airspace over the entire Crimean Peninsula," the general said.

For the purposes of neutralizing possible threats, the troops of the Southern Military District continued accomplishing their combat duty tasks to provide for air defense of Russia’s southern frontiers and protect its allies in the airspace in the troops’ entire zone of responsibility, he said.

Russia’s S-400 Triumf is the latest long-range surface-to-air missile system that went into service in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range missiles, and can also be used against ground installations.

The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.


Putin hails rapid development of military education system in Russia

The military education system in Russia has been rapidly developing, President Vladimir Putin said at the Russian Defense Ministry’s annual board meeting, summing up the year’s achievements.

Counterintelligence prevents 4 terrorist attacks against Russian military in 5 years

The military counterintelligence agency of the Russian Security Service (FSB) prevented four terrorist attacks against Russian military servicemen in the past five years, Head of the FSB Military Counterintelligence Department Colonel General Nikolai Yuryev said in an interview with TASS ahead of the service’s centennial anniversary.

"Terrorism remains a serious threat. In the past five years alone, army security agencies prevented four terrorist attacks and six terrorism-related crimes, exposing 25 terrorist and extremist cells," he said.

Intelligence agencies from at least ten countries have been showing high interest in Russia’s Armed Forces, Head of the Military Counterintelligence Department at the Russian Federal Security Service (FSB) Colonel General Nikolai Yuryev said in an interview with TASS ahead of the military counterintelligence agency’s centennial anniversary.

"Russia’s Armed Forces still are a matter of interest for foreign intelligence agencies," he noted. "This is proven by the fact that military counterintelligence officers exposed dozens of intelligence agents from the US, Great Britain, Germany, Spain, Sweden, Lithuania, Latvia, Estonia, Georgia and Poland [in the past five years - TASS]," Yuryev added.

The general stressed that the FSB Military Counterintelligence Department and army security agencies were particularly tasked with preventing foreign intelligence agencies from reaching out to the Russian Armed Forces, collecting intelligence concerning security threats, preventing terrorist and subversive activities against the army, as well as with protecting state secrets, countering organized crime, corruption, arms and drug trafficking in the army.

Russia’s military counterintelligence agency will mark its centennial anniversary on December 19.

The strategic Tu-160 missile-carrying bomber test-fired 12 Kh-101 missiles at the Pemboi practice range in November, Defense Minister Sergei Shoigu said at the ministry’s year-end board meeting attended by President Vladimir Putin on Tuesday.

"In November, the strategic Tu-160 missile-carrying bomber that underwent modernization successfully test-fired 12 Kh-101 airborne cruise missiles at the Pemboi range located beyond the Polar Circle," the defense minister said.

The bomber made the salvo launch of missiles on the instruction of the Russian president, Shoigu said.

The Russian Armed Forces are building up their strike potential to counter the deployment of the US global missile shield, Russia’s defense chief said.

"The task set in 2017 to bring the strategic nuclear forces to the modern weaponry level of 82% has been fulfilled," the minister reported.

In particular, the forces got modernized aircraft in 2018: one Tu-160 and four Tu-95MS bombers, Shoigu said.

Russia is maintaining its strategic nuclear forces at the level that allows for guaranteed nuclear containment, the defense minister stressed.

"During sudden temperature changes, the moisture in the atmosphere starts to freeze, and ice crystals start to go down, just like leaves in autumn, taking a horizontal position. Their striking feature is that they begin to reflect light that beams from lanterns, and various sources of bright light", the engineer at the Kourovka Astronomical Observatory, Vladilen Sanakoev, told Sputnik on Monday.


According to the scholar, it is possible to observe the phenomenon twice a year in regions with low temperatures. It usually appears during sudden temperature drops of between 10 and 20 degrees.

MOSCOW - Russian lawmakers approved draft legislation that would make it a jail-able offense to call on teenagers to attend unauthorized street protests, a move Kremlin critic Alexei Navalny said on Tuesday was designed to frustrate his own activity.

Navalny, a 42-year-old lawyer who says he wants to succeed Vladimir Putin as president, has tried to win the support of a young demographic, including teenagers, some of whom have attended his nationwide anti-Kremlin protests.

Police have sometimes dispersed his rallies using force and jailed hundreds of attendees, including teenagers, whose presence has drawn sharp criticism from the Kremlin which has accused Navalny of manipulating minors for political gain.

The new legislation proposes introducing fines of up to 50,000 rubles ($750) or a jail sentence of up to 15 days for anyone calling on people aged under 18 to attend unauthorized protests. Companies or organizations that encourage minors to attend could be fined up to 500,000 rubles under the new law.

Opposition activists who want to protest already face an array of restrictions, including a requirement to seek the authorities’ advance approval for the time and place of any rally. Authorities often flatly decline such requests for technical reasons or propose alternative venues in remote locations far from the public eye.

Navalny wrote on Twitter that the draft bill showed how the authorities were moving to give themselves a new lever to hamstring his opposition activity.

“They passed the law specially for me, but it’s them that should be jailed for it,” he wrote.

The bill was approved in its third and final reading on Tuesday. It must be approved by the upper house of parliament before it is signed into law by President Putin, something that is normally a formality.

MOSCOW - Russia said on Monday it had built new barracks for troops on a disputed chain of islands near Japan and would build more facilities for armored vehicles, prompting a diplomatic protest from Tokyo.

Russia’s Ministry of Defense said it planned to shift troops next week into four housing complexes on two of the four disputed islands, known as the Southern Kurils in Russia and the Northern Territories in Japan.

Japan’s defense ministry says 3,500 Russian troops are deployed on the two larger islands as part of a military buildup.

The news came after the Kremlin said Japanese Prime Minister Shinzo Abe might visit Russia on Jan. 21 as the two countries step up efforts to defuse the territorial dispute that has prevented them from signing a World War Two peace treaty.

In Tokyo, Foreign Minister Taro Kono told a regular news conference that Japan would lodge a protest.

Japan said in July it had asked Russia to reduce its military activity on the islands, a plea Moscow dismissed as unhelpful megaphone diplomacy at the time.

“We plan to lodge a protest,” Kono told reporters, adding that Japan would clearly state its position during negotiations.

“The premise of the upcoming negotiations is solving the island issue and concluding a peace treaty,” he said.

Soviet forces seized the four islands at the end of World War Two. Russia and Japan both claim sovereignty over them.

Despite the tension over the islands, the neighbors are discussing various other issues. At economic talks in Tokyo on Tuesday, the two sides said there was progress in areas such as energy and medicine, Kyodo news agency said.

MISSILES
Diplomats on both sides have spoken of the possibility of reviving a Soviet-era draft agreement that envisaged returning two of the four islands as part of a peace deal.

President Vladimir Putin and Abe have held numerous meetings to try to make progress on the issue.

Japan says it is concerned by what it regards as an unhelpful Russian military build-up on the islands - which has included warplanes, missile defenses and other deployments.

Russia says it is perturbed by Japan’s roll-out of the Aegis Ashore U.S. missile system, part of Japan’s defense plans to counter China, North Korea and Russia.

Russian politicians say they fear Japan might agree to deploy U.S. missile facilities on the islands if any are returned to Tokyo, and that Moscow could only countenance a deal if it received a guarantee that ruled out such a scenario.

In the meantime, Moscow is fortifying the islands.

Russia’s Defense Ministry said on Monday it wanted troops and their families to move on Dec. 25 into two new housing sites on the island of Iturup (Etorofu in Japan), and into two other complexes on the island of Kunashir (Kunashiri in Japan).

Troops moved into two similar facilities last year and three more barracks are planned for 2019, the ministry said.

“Also on both islands we have modern and heated storage facilities for weapons and armored vehicles,” the ministry said in a statement, adding that more such facilities were planned.
